Description: The Director of UNSD participated remotely in a high-level panel organized by the National Institute of Statistics and Geography of Mexico (INEGI), to engage in a dialogue with users specialized in Mexico's System of National Accounts, on the occasion of the update of the base year change to 2018. Description: UNSD participated, as resource persons, in the “Webinar on Communication/Testing and early implementation of new recommendations of the update of the System of National Accounts, 2008”, which was organized by the African Union Institute for Statistics (Statafric). The webinar was one of a series of webinars organized by Statafric to inform its Member States on the progress of the work to update the System of National Accounts,2008 (2008 SNA) and to collect their proposals/contributions on the issues addressed. The webinar was attended by around 65 participants, mainly from Africa. The chair of the communication task team (one of priority areas in the update of the 2008SNA) gave an overview of the recommendations in the various guidance notes that the task team has prepared and the way forward. In addition, USND presented an overview of the processes underlying the guidance notes and experimentation and testing exercises which will be organized to test the recommendations in selected guidance notes.

Description: There is clear demand from policy makers, governments, academics and the public to move the statistical measurement framework beyond gross domestic product (GDP), which primarily focuses on economic performance. While traditional measures of economic performance will always have a place, there is a gap between the information contained in GDP and what counts for people’s well-being. Responding to the beyond GDP agenda will require a combination of economic, environmental and social measures that go beyond measures of market activity and include measures centred on people’s well-being, and sustainability of the environment, making the contribution of nature to our well-being explicit. The aim would be to inform various policy goals, including the 2030 Agenda for Sustainable Development and, in the context of accounting for people’s well-being, to address the call by the Secretary-General for new measures of progress to complement GDP. In addition, the Secretary General acknowledged the role of implementing the System of Environmental Economic Accounts (SEEA) and said: "This is a historic step towards transforming how we view and value nature. We will no longer be heedlessly allowing environmental destruction and degradation to be considered economic progress." Going beyond GDP is not to redefine the current sets of indicators, but to identify accounts and indicators so that countries can produce internationally comparable statistics that provide important information for policymakers that go beyond measures of economic performance. While the theme of "Beyond GDP" has a broad scope, this event will first present the need for broader measures of progress and will introduce measures such as a multidimensional vulnerability index (MVI) to assess the vulnerability of small island states as well as other countries; and measures that go beyond the narrow focus on economic growth towards what counts for people and the planet. The event is organized along two panels one representing the users needs for measures beyond GDP and the other presenting how national statistical offices have responded to these demands. In particular, the two panels will address the need for: Measures of social and demographic developments to complement measures of economic performance. Some countries have been pioneers and have done inspiring work in terms of the distribution of income and welfare measures, unpaid household service work, generational distribution of wealth and systems of quality of life statistics Measuring the contribution of nature to our wellbeing – The SEEA has been adopted as an international statistical standard and it is being used to supporting various policy frameworks being implemented in over 90 countries; In the context of updating the 2008 SNA the broadening of the national accounts’ framework to better account for elements affecting well-being and sustainability by describing where the national accounts can contribute to understanding well-being and sustainability, including where the framework can be extended, and where other frameworks such as those from SEEA and demographic and social statistics are required to provide a more comprehensive understanding of these issues.

Description: This webinar will discuss efforts by the UN system to develop complementary indicators to gauge dimensions of progress that are not sufficiently covered by the purely economic measurement of gross domestic product (GDP). As an introduction a brief history of GDP will be presented, showing why it has been a great success story of the United Nations as well as what GDP is and what it is not (and was never meant to be). This will be followed by a reflection on the uses of GDP and the need to develop measures “beyond” the purely economic sphere. The presentation will be completed by a description of what the UN Statistical Commission is doing in its current efforts to revise the System of National Accounts by 2025 and an explanation of how that work can and will solve some, but not all, of the current challenges. Further complementary measures are needed and, in a recent report, the UN system has presented some proposals on how such measures can be developed.

Description: Measures of trade in value-added (TiVA) have transformed our ability to understand the scale and complexity of global value chains. However, to a large extent, the accuracy of these estimates is determined by the granularity of information used to construct them. Because exporting firms typically have higher shares of imports in their intermediate inputs than non-exporting firms in the same sector, input-output tables that do not account for firm heterogeneity provide lower-bound estimates of the importance of imports for exports, and therefore undermine the degree of a country or sector’s integration into global value chains (GVCs). Moreover, additional attention should also be devoted to firms themselves. Even within narrowly defined industries, firms exhibit distinctive characteristics in terms of size, ownership, productivity, and skilled-labour intensity, and therefore they are integrated into GVCs in different ways and to different extends. Since the OECD and some National Statistical Offices first began this research in 2014, studies haves been carried out using either aggregated business data (such as TEC, STEC, AMNE, and SDBS) or in collaboration with national statistical offices using micro-data. Tremendous progress has been made in the past few years, but the country’s coverage remains patchy. Therefore, the OECD Expert Group on Extended Supply and Use Tables (EGESUTs) is created to promote best practices and to encourage more countries to join these existing efforts. Established in 2014 and officially reporting to the OECD Working Party on National Accounts, the Expert Group is collaborating at an international level with experts from the National Statistical Offices. Its current mandate, which was endorsed in December 2020, is to provide: * Provide a methodological guide to compiling Extended Supply and Use Tables, which describes best practices (and alternatives) and proposes guidance in the creation of international standards; * Draft a final report with the results of discussion of Beyond Value Added topics, including jobs and compensations, CO2 and other emissions and income distribution; and * Facilitate further discussion on particular SUT estimation challenges, including difficulties in (1) the measurement of re-exports, merchanting and processing, (2) the generation of projections and nowcasting, and (3) the breakdowns of imports and exports by partner.

Description: The African Centre for Statistics (ACS) of the United Nations Economic Commission for Africa (ECA), in collaboration with the United Nations Statistics Division (UNSD) will organize a virtual third regional thematic seminar on System of National Accounts (SNA) Update Programme from 6 to 9 June 2022. The regional thematic seminar is part of the follow-up actions recommended by the Global Consultative Group of Experts on National Accounts (AEG) responsible for updating the SNA. Description: Overview: Simultaneous global challenges (COVID-19, the climate, biodiversity, and pollution crises, extreme inequalities, shifting globalization dynamics, financial volatility and vulnerability, rapid digital transformation and the digital and data divides – to name a few) have ignited a broad rethinking of business-as-usual practices in evaluating the wellbeing of people and planet. In this context, the United Nations is evaluating approaches to measure progress beyond GDP. This effort will feed into follow-up processes to the 2030 Agenda for Sustainable Development and the proposed Summit of the Future to be held in conjunction with the seventy-eighth session of the General Assembly in 2023. Additionally, the knowledge will likely support ongoing related processes, in particular the multi-year update of the System of National Accounts by the Statistical Commission, to be completed by 2025. Scope and Purpose: This side event showcased work already underway within the statistical community on Measuring Progress Beyond GDP as well as exploring how to overcome barriers to using these types of data for decision making. Description: This webinar covered methods on how to record COVID-19-related government policy interventions in the national accounts, to ensure comprehensiveness and accuracy in GDP estimates, both in aggregate and within the key components of GDP. It presented a range of examples taken from the IMF COVID-19 policy tracker in the fiscal and monetary areas, which can be found here. Countries raised questions regarding their own policy interventions and were able to compare their experiences to others in the region and elsewhere. It is worth noting that proper recording of policy interventions goes beyond the accuracy of GDP estimates, and touches on issues of transparency in the conduct of macroeconomic policy to ensure effectiveness and efficiency of government interventions.

Description: This course, presented by the IMF Statistics Department, covers theoretical and practical aspects of compiling national accounts statistics based on the System of National Accounts 2008 (2008 SNA). The course consists of lectures on methodological and compilation issues covered in the 2008 SNA and workshops consisting of practical exercises in compiling accounts. The purpose of the course is to train participants in how to compile annual GDP both at current prices and in volume terms using the production and expenditure approaches. The course starts with an overview of the system of national accounts, presenting the sequence of accounts for transactions and other flows as well as balance sheets, based on the 2008 SNA. It covers the main concepts related to transactions, other economic flows, stocks, institutional units, classifications, and the main macroeconomic aggregates measured by the system.The main lectures and workshops cover the production account, covering definition and measurement of output, intermediate consumption, and value added; valuation issues; and the treatment of particular industries; source data and issues in the compilation of GDP using production and expenditure approaches; deflators and derivation of volume measures of GDP; and specific issues related to goods and services transactions, including supply and use framework, inventory valuation adjustment, consumption of fixed capital, and the nonobserved and informal economy. Sharing country experiences among the participants is also emphasized.

As this training is broad-based, it is applicable for relatively new officials in the area of National Accounts, or users within Central Banks, Finance and Economic Planning.

Fluctuations in government revenues, exports, employment, and national income caused by changes in the output and prices of natural resources have major macroeconomic and fiscal implications. Sound policymaking when such risks are present requires reliable, timely, and complete coverage of relevant activity in the national accounts and analytical measures to assess the macroeconomic effects. This regional workshop aims to ensure national accounts data are compiled with comprehensive and technically sound data for natural resources. It will also support compilation of the National Accounts Template Tables specified by the Guide to Analyze Natural Resources in the National Accounts.
Target Audience: Country officials from the Finance Ministries, Central Banks, and Statistical Offices responsible for compiling national accounts in MNRW eligible countries in the region.

Description: Depuis l’adoption publication du SCN 2008, il y quelques années, notre continent s’est doté d’une stratégie continentale pour la mise en œuvre du SCN 2008. Des travaux remarquables ont été entrepris dans ce cadre au niveau continental, régional, sous régional et national mais à ce jour, même s’il faut se féliciter des résultats obtenus par quelques pays, force est de constater que la plupart des pays au sud du Sahara n’ont pas encore réussi à migrer au SCN 2008 et que la situation est moins reluisante pour les pays de l’Afrique centrale où peu de pays ont franchi les premières étapes retenues pour ce passage au SCN 2008. Pour remédier à cette situation, une trentaine de cadres de la région ont renforcé leurs capacités sur les travaux de changement d’année de base des comptes nationaux et la migration au Système de comptabilité nationale 2008 (SCN 2008). Le séminaire a présenté les améliorations méthodologiques du SCN 2008 par rapport au SCN 1993 et a mis un accent particulier sur la qualité des données des enquêtes nécessaires pour le rebasage des comptes nationaux et leur évaluation dans le cadre des équilibres ressources emplois (ERE).
