Description: The increasing availability of multiple data sources to investigate complex socio-economic, agricultural, health and environmental phenomena represents a great opportunity for survey statisticians, given the need to reduce the cost of data collection and the increasing demand for detailed information. Combining already available data sources is a key element in complementing and increasing the relevant information available in a single source. However, sometimes lack of standardisation, different forms and structures (if any) of data pose challenges to data linkage procedures and may result in an error-prone linkage. Probabilistic data linking comprises a set of statistical methods for combining multiple sources, recognising the same units even in the absence of common identifiers. In addition, probabilistic linkage produces some measure of the potential errors generated by the statistical integration procedure itself. The propagation of uncertainty from data linkage to downstream analyses based on linked data is a topic of growing interest to survey statisticians, with some interesting proposals for adjusting standard methodology (and more).

Description: WaPOR global database version 3.0 will be launched during the Rome Water Dialogue. WaPOR, FAO's portal to monitor Water Productivity through Open access of Remotely sensed derived data, is migrating to the FAO Hand in Hand platform and will feature data obtained through an updated methodology (version 3.0). The WaPOR portal, with support from The Netherlands, has been freely providing users with near real time data (every 10 days) since 2017. Data on water productivity and other related variables lend themselves to a variety of uses such as irrigation scheduling advise for farmers, monitoring and improving agricultural production, water accounting, irrigation performance assessment, drought monitoring, assistance for transhumance, among others. Since then, the data has been continuously improved, and a participatory methodology review process has provided the opportunity to collectively prioritize improvements of WaPOR. WaPOR v3.0 features the Level 1 data (300m resolution) going global. This allows the easy evaluation of actual evapotranspiration, biomass production and water productivity in any agricultural area in the world. Furthermore, the new version uses datasets with higher spatial and temporal resolution, complementary data to allow higher quality time-series and a new cloud mask procedure that helps increase data quality and usability in agricultural applications. Description: The webinar is organized by the International Statistical Literacy Project (ISLP), a project that aims to advance statistical literacy worldwide. The webinar is based on the SJIAOS special stream on Statistical and Data Literacy in Policy-Making (Vol 38, No. 2, 2022). As the publication did, the webinar offers conceptual reflections on statistical and data literacy in policy-making. In their presentations, the contributing authors reflect on the relevance of the use of statistics and data in politics and highlight the impact of both on policy-making. Description: The UNSD, Group of Experts on Geographical Names (UNGEGN) organized and staged the webinar Linked Open Data Developments – What’s in for UNGEGN and its Experts? on 30 September 2022. The webinar is the second in the UNGEGN webinar series, which generally seek to increase awareness on the use and benefits of geographical names standardization, and specifically focus on current topics relevant to advancing the implementation of UNGEGN’s Strategic Plan and Programme of Work 2021-2029. This webinar provided an overview on the most relevant challenges and opportunities associated with linked open data (LOD) development, particularly given that LOD is another stage in the evolution of data management methodologies which the UNGEGN community needs to consider, to facilitate widespread use of standardized geographical names. The webinar was attended by a global audience of over 100 persons, from national names authorities, national mapping agencies and universities. Mr. Pier-Giorgio Zaccheddu of the Federal Agency for Cartography and Geodesy in Germany, and Convenor of the UNGEGN Working Group on Geographical Names Data Management moderated the webinar. The Chair of UNGEGN, Pierre Jaillard, France and Director of UNSD, Stefan Schweinfest delivered opening remarks. The first presentation, delivered by Henrik Askjer, University of Bergen, Norway, briefly introduced LOD from a historical perspective, its main requirements (e.g., a definition of vocabularies, commonly agreed ontologies, etc.) and its potential in the context of disseminating geographical names data as LOD. This was followed by national LOD implementations cases from the Netherlands and Germany. The examples presented shared the benefits of LOD implementation, the methodology, architecture, and software that were used, in addition to the challenges experienced and solutions adopted. The closing presentation was delivered by Peder Gammeltoft, Scientific Manager, Norwegian Language Collections, University of Bergen, Norway and Chair of the UNGEGN Working Group on Publicity and Funding. Description: In 2018, UNECA and UNCTAD, with the cooperation of UNODC, inaugurated a new Development Account project called “Defining, estimating and disseminating statistics on illicit financial flows in Africa”. The project aimed at consolidating existing and testing new methodological guidelines for the measurement of Indicator 16.4.1 “Total value of inward and outward illicit financial flows (IFFs)”, as well as to build and strengthen statistical capacity by providing technical assistance and guidance to pilot countries for the measurement of such indicator. As a result, an UNCTAD/UNODC Conceptual Framework for the Statistical Measurement of Illicit Financial Flows was published in October 2020, and in June 2021, UNCTAD published Methodological Guidelines to Measure Tax and Commercial IFFs for pilot testing. Large-scale pilot testing has been ongoing in 2021-2022 of the UNCTAD Guidelines in eleven African countries: Angola, Benin, Burkina Faso, Gabon, Ghana, Mozambique, Namibia, Nigeria, Senegal, South Africa and Zambia. A hybrid Closing Conference of the project is being organized to discuss the implementation of activities related to the measurement of tax and commercial IFFs in the eleven African countries. Each national representative will present the process; results; lessons learned and next steps of their countries’ involvement in the measurement of IFFs. Discussions will also focus on common grounds and initiatives of other stakeholders in curbing IFFs in Africa, and on the next steps for policy actions.

Description: The Data for Now initiative aims to build capacity of national statistical systems to produce better and more timely data to inform policies and monitor progress towards achieving the SDGs and measuring the impact of COVID-19, prioritizing the goals identified by the countries, by leveraging data innovations and better integration of geospatial and statistical operations. In doing so, the initiative takes a user-centric approach, guided by Data For Now Guiding Principle 10: All partners are committed to first and foremost address the needs of the users of the data, adhering to national priorities and decision-making needs. The initiative defines the activities based on the goals prioritized by each country and encourages engagement of producers of data and statistics with policymakers for increased used of data in decision-making. In this context, the Data For Now initiative hosted a series of inspiration workshops to expand support to countries through projects funded by Norway, with other donors joining soon. The workshops provided an overview of the initiative, and showcased examples of how some countries are working on some of the core ideas of the initiative, such as prioritization based on country's needs, use of innovative data sources, methods and tools and partnerships, and improvement of the IT infrastructure to facilitate integration of innovation approaches. This first in the series workshop is focused on engagement with decision-makers, providing an overview of how this can be done and sharing country examples. Description: During this Global Network Webinar we had with us Heather Page and Hong Xiao from United Nations Statistics Division (UNSD) who talked about Data Storytelling & Data Visualization Toolkit. Storytelling is the best way to present data and share insights to inform, engage, and influence the audience. This valuable tool can be used in SDG and other data reporting to make sense of the data and add context, meaning and relevance for an audience. An essential component of effective data storytelling is data visualization. To support countries in developing and delivering engaging data visualizations across a range of outputs, UNSD developed an SDG and COVID-19 data visualization toolkit containing a set of SDG and COVID-19 related icons, along with templates for reports, infographics, social media and flyers. During this presentation, Ms. Hong Xiao discussed basic concepts with examples about data storytelling with a focus on analyzing the context and the audiences and developing a compelling narrative. Then, Ms. Heather Page introduced and provided an overview of the icons and other resources available in the Toolkit.

Description: With many countries launching their SDG data and metadata platforms and presenting their Voluntary National Reviews, there is a growing need to develop and deliver engaging data visualizations across a range of outputs and media. In response, UNSD developed an SDG and COVID-19 data visualization toolkit containing a set of SDG and COVID-19 related icons, along with templates for a range of outputs, including reports, infographics, social media and flyers. The webinar introduced the toolkit and provided guidance on how to best make use of the icons and templates included in the toolkit. It also shared best practices for designing graphics, introduced some of the other available tools and resources, and provided examples of how to utilize the toolkit for SDG and COVID-19 related reporting and other thematic outputs.

Description: The Working Group on Fisheries Management (WGFM) will address the status of national submissions, timing of data calls, and standardized questionnaires, while focusing the discussion on currents needs for improvement, from reporting capacities to data usage, as well as the relevance of indicators according to national data availability. Following the outcomes of the workshop, a number of proposals will be made to Member Countries to further develop the MDR Agreement, and to support RECOFI’s work in the region. The overall objective of the workshop is to support the strengthening of RECOFI’s statistics and information capacity through its WGFM. Specifically, the workshop aims to: - review the current status of Minimum Data Requirement national submissions, including discussions on current indicators and data available for submission; - work towards the development of a standardized RECOFI MDR questionnaire/data exchange format, and to harmonize with other reporting obligations; - discuss the timing of MDR data calls; and - ensure progress on development of the regional database, including steps towards an evaluation of a pilot regional database. In addition, the workshop will raise opportunities to reflect on a number of queries stemming from the status of MDR submissions from the adoption of the Agreement. Participants will be encouraged to share their thoughts on - the relevance of current MDR indicators in catering to the needs of Member Nations; - the need for a review of the MDR Agreement; - the ways in which the submitted data could be used; - ways to improve reporting capacities of Member Nations; and - the best ways forward to ensure progress on the development of an operational RECOFI regional database. Description: About the session The UN Statistical Commission’s Working Group on Open Data provides good practice guidance on geographical areas, content and the balance between openness and privacy for local-level statistics. For many countries, this balance is often tipped towards closure not openness and therefore limiting their ability to engage the public and public policy makers with data and statistics that matter to them. This side event shared use cases from the Netherlands, New Zealand and Mexico. Three countries where a balance has been successfully struck. The event also provided good practice guidance on frameworks for striking a balance such as Statistics Canada’s data model vision for a National Statistical System (GATHER-GUARD-GROW-GIVE).

Description: The WTO, OECD and UNECA are organizing a joint online regional workshop from 30th November to 9th December 2020, aimed at developing the Statistical Capacity of Africa countries on Trade in Value Added (TiVA) and for integration of more African countries TiVA databases. The workshop is being organized within the joint collaborative framework of the three organization. The Workshop will gather statisticians and trade policymakers from pilot countries engaged in the joint project (Cameroon, Ivory Coast, Nigeria and Senegal) to initiate contacts with the project's experts and start discussions on statistical matters to be addressed during the project as well as directions for future technical assistance. The workshop will consist of a mix of plenary session and bilateral sessions with pilot country teams, to foster open discussions, notably on preliminary national data evaluation reports prepared by the OECD. Description: Why are national SDG data and metadata platforms so important? As part of the series on Building Strong Data Ecosystems for SDGs series, we held a webinar on National SDG Data Platforms on 17 November from 8:00-9:15am New York time. The value of national SDG data platforms was discussed from the perspective of both users and NSOs. Kyrgyzstan and Zimbabwe, who have recently developed their national platforms were presenting their experiences. We explored how those interested in developing a platform can move things forward, highlighting some of the tools available to do this. If you’re from an NSO or RCO in a country that hasn’t yet developed a national data platform for the SDGs, this is the perfect opportunity to learn more and get inspired. If you already have a data platform in place, we’d love to hear about your experiences. You may also get inspired by new ways of developing your platform even further!
Description: The United Nations Statistics Division collects, compiles and disseminates official demographic and social statistics on a range of topics. In terms of demographic statistics, since 1948, data have been collected annually from national statistical offices, and published in the United Nations Demographic Yearbook Collection. Mandated by the Economic and Social Council in 1947, first published in 1949, and this year marking its 70th Edition, the Demographic Yearbook Collection remains one of the oldest and most respected collection of historical and contemporary demographic data of all countries and areas of the world. During the course of its history, the content, processes and implementing tools of the Demographic Yearbook System have undergone continuous developments, including in recent years developments in online data dissemination, with most of the currently collected data and the majority of historical and current vital statistics published online. It is in the context of further improving and developing the Demographic Yearbook System, that UNSD is organizing this Expert Group Meeting, seeking experts’ inputs on best practices and contemporary approaches in demographic data collection, application of concepts and definitions in national circumstances and improvements of metadata, as well as demographic data and metadata dissemination.

Description: In the midst of the current global COVID-19 crisis, there is an unprecedented need for data to not only enable decision makers to inform policies and planning but to also minimize the risk for all especially the vulnerable population groups. For this purpose, timely data disaggregated by age, sex, location and other markers is important to inform decision makers and the general public. From the point of view of the statistical community, are we ready for such a huge challenge? What do we learn from this challenge and experiences? Governments are working together with partners at the national and global level to deal with the current emergency by adapting innovative production methods and processes to ensure collection of critical data at various levels. Description: Data and statistics are increasingly being used in public debate to prove a point or statement without providing the context in which these figures exist. This has sometimes led to confusion and misconceptions about situations, leading to scepticism about the value of statistics. Often a key challenge is the lack of understanding how to critically assess the numbers provided as well as what may have been left out. While many people have learned how to critically assess information provided in text format, data or statistical literacy is more limited in many societies. With increased use of data and statistics in public debate, it is key that people learn how to properly interpret this information in order to empower various users and citizens to use data and improve their own lives. Through increased statistical literacy, trust in data provided by the statistical system may also improve. The statistical community is a key player in helping ensure that statistical literacy is improved. For example, many members of the (Global Network of Institutes for Statistical Training (GIST): https://unstats.un.org/GIST) are currently providing various training material to improve literacy among different groups of the population. This webinar will highlight three key target groups: Policy makers, (school) children and journalists. For each of the groups, examples will be provided on what is being done to help improve their statistical literacy. Description: As part of the project, UNSD organized a meeting for project focal points as a side event to the 62nd ISI World Statistics Congress (WSC) on 24 August 2019. By expressing the SDG data and statistics in the form of interactive dashboard visualizations, users are increasingly able to track progress at the global and regional levels, and drill-in to the national and sub-national level to obtain insights for decision making on the ground. Description: As part of the UNSD-DFID project on SDG Monitoring, 13 countries came together in an international workshop to discuss issues around, and share experiences on developing and implementing user engagement strategies for SDGs and the National Statistical System more broadly. Throughout the workshop panels were organized where countries discussed topics such as: process and institutional mechanism for developing and implementing a user engagement strategy; differences and similarities between user engagement and compunction; and, the role SDG data and metadata platforms in engaging users. Participants also worked through a number of hands on exercise on linking policies and indicators, and how to produce relevant products to meet the needs of different user groups. The interactions amongst participants during the formal workshop sessions as well as through the informal discussion provided an opportunity to further exchange best practices between countries.

Second Workshop of the Project to Strengthen National Capacities in Producing and Disseminating Vital Statistics from Civil Registration Records, Phase II
Description: The United Nations Economic and Social Commission for Asia and the Pacific(ESCAP), with support from the Bloomberg Data for Health Initiative (D4H), held the second workshop of the Project to improve the capacity of national Civil Registration and Vital Statistics (CRVS) systems in producing and disseminating vital statistics. The Project supports the implementation of the Regional Action Framework on CRVS in Asia and the Pacific, in particular Goal 3 which stipulates that accurate, complete and timely vital statistics (including on causes of death) are produced, based on registration records, and disseminated. This multi-phased Project consists of two, sequential training workshops between January and March 2019 and will lead the participating countries in creating a complete, national vital statistics report.
