Description: The transition from paper and pencil interviewing (PAPI) to computer assisted personal interviewing (CAPI) has been one of the key hallmarks of national statistical offices’ (NSO) efforts to adopt efficient and cost-effective new technologies and modernize the collection and production of official statistics. CAPI combines the advantages of face-toface interviewing with the efficiency and accuracy of computer technology and brings several efficiencies including(i) improving data qualityreducing the time lag between data collection and data analysis; (ii) increasing the speed of data turnaround and release; and (iii) enabling significant savings in fieldwork and data processing costs.Like other subregionsthe Pacific Islands countries and territories havesince 2010embraced the transition to CAPI using Survey Solutions. While there has been significant investment in the new technology as well as national level support and training from the Pacific Community (SPC) for the conduct of surveys and censuseshigh staff turnover and capability gaps in the Pacific subregion necessitate continuous training to further strengthen existing capacity. Furthermorethe report of the 2023 capacity needs assessment conducted by SPC reveals a skills gap of 65% in data collection and places demand for training in collection applications (Survey Solutions) as one of the highest priorities for NSOs. This finding corroborated with the results of the 2023 Training Needs Assessment undertaken by the Statistical Institute for Asia and the Pacific (SIAP).

Description: Consumer price indexes (CPI) measure changes over time in the general level of prices of goods and services that households acquire (use or pay for) for the purpose of consumption. In many countriesthey were originally introduced to provide a measure of the changes in the living costs faced by workersso that wage increases could be related to changing levels of prices. Howeverover the yearsCPIs have widened their scope and now are widely used as a macroeconomic indicator of inflationas a tool by governments and central banks for monetary policy and for monitoring price stabilityand as deflators in the national accounts. With the globalization of trade and production and the liberalization of the marketsnational governmentscentral banksand international organizations place great importance on the quality and accuracy of national CPIsand their international comparability.CPIs are official statistics that are usually produced by NSOsMinistries of Finance and Labouror central banks. They are published as quickly as possiblegenerally within four weeks after the reference period. This face-to-face coursedeveloped jointly by SIAPIMFand SPCaims to build capacity to improve the compilation of consumer price indexes (CPI) that reflect international standards and best practice as described in the 2020 CPI Manual. Course topics will include overview of index calculation methodsdeveloping weightsselecting samplesprice collectiondata dissemination. The program will include interactive discussions to share country experiencespractical exercises to apply concepts and methods discussedand limited lecture.

Description: SDG 3.8.2 indicator is focused on relatively large Out-of-Pocket (OOP) health spending which might lead to cutting spending on other basic needs such as educationfoodhousing and utilities.Butrecognizing that for poor and vulnerable people it is the absolute level of OOP health spending that is crucial – even if it represents less than 10% of a household’s total consumption or income (budget) – indicators of impoverishing health spending are also used to track the lack of financial protection in health and demonstrate the interdependency between SDG 1 “End poverty in all its form everywhere” and SDG target 3.8 on “Universal health coverage”. Specificallythese additional indictors include the proportion of the population impoverished or further impoverished by household expenditures on health using different poverty lines.The Subregional Training on Monitoring Financial Protection in Health will explain in detail the rationale to track SDG indicator 3.8.2why additional indicators are needed and how the monitoring framework can be expanded to support relevant policy discussions. This training will also discuss the data requirements to monitor the lack of financial protection in health.

Description: The Brisbane Accord Group (BAG) is a consortium of agencies with a principal aim of coordinating partner support and maximizing investments made towards supporting the improvement of civil registration and vital statistics systems in Pacific Island countries and territories. Activities of BAG are guided by the Pacific Vital Statistics Action Plan (PVSAP), which sits under the Ten-Year Pacific Statistics Strategy (TYPSS) 2011 - 2020.  This Plan has been recently succeeded by the Strategic Framework for Pacific Statistics 2022-2030 (TYPSS II).  A regional meeting of the BAG members is being organised by the Pacific Community (SPC), in collaboration with the Economic and Social Commission for Asia and the Pacific (ESCAP), Pacific Civil Registrars Network (PCRN), Pacific Health Information Network (PHIN), and other partners. The meeting will be held in Suva, Fiji, on 23-24 March 2023. It will follow the meeting of the PCRN on 20-22 March 2023, also in Suva, and precede the meeting of the PHIN on 28-30 March 2023 in Nadi, Fiji.   The main objectives of the BAG meeting are to:  Provide an update on the activities undertaken by BAG partners to support Pacific Island countries and territories (PICTs) under the Pacific Vital Statistics Action Plan (PVSAP)   Review and document progress against commitments made by PICTs towards the Regional Action Framework (RAF) for Civil Registration and Vital Statistics in Asia and the Pacific in line with the Asia and Pacific Civil Registration and Vital Statistics Decade (2015–2024)  Identify needs and areas that require additional support  Agree on the next phase of implementation of the PVSAP in line with the Strategic Framework for the Development of Pacific Statistics 2022-2030 (TYPSS II)

Description: ESCAP Pacific Office is hosting a training workshop for representatives from Pacific Island countries (including Timor Leste) during the week, 13-17 August, 2018. The Sub-Regional Training Course is on Sampling Methods for Producing Core Data Items for Agricultural and Rural Statistics, organised by the Statistical Institute for Asia and the Pacific (SIAP), in collaboration with ESCAP Pacific Office and FAO, whom are both providing the workshop facilitators.  The workshop is a component of the Global Strategy to Improve Agricultural and Rural Statistics which is a multi-partner initiative tasked to assist countries to improve agricultural and rural statistics. It also provides a framework for national and international statistical systems to produce and apply the basic data and information needed to guide policy on rural development and sustainable agricultural production. By identifying country-specific minimum core data and statistics, it aims to significantly increase the availability and quality of agricultural and rural statistics. Countries represented at the workshop include Fiji, Vanuatu, Solomon Islands, Cook Islands, Papua New Guinea, Samoa, Tonga and Timor Leste. They are represented by staff from their National Statistics Office and Ministry of Agriculture, who will be learning about a range of sampling strategies available for collecting agriculture/fisheries/aquaculture data, through lectures, exercises and sharing of experiences.
