Data is a team sport, and we are better together, so we should look to each other for inspiration and support. The ecosystem evolves so fast that there is a necessity to borrow from wherever possible we can to advance our own data strategy and data governance goals. We should be empowered to do that! In that vein, we will discuss the idea of developing a Primer - a jointly created/resourced document that would provide users with a 'how to' develop or improve their own national data strategy. The Primer could include:

  • • A framework for a successful data strategy
  • • Implementation and monitoring strategies
  • • Examples of data strategies (from multiple contexts - federal/national, different data maturities, different states of development, etc.)
  • • Glossary of commonly used terms such as data governance, data stewardship, data curation, data owner, data domain, etc.

How collaboration and advanced technology can drive data strategies

Business intelligence, analytics and data science all help organizations discover insights in their data. Advanced technology can bring transformational discoveries, and statistical organizations are striving to employ these technologies to ensure data users get the most out of existing data. Much of this can only be achieved by breaking down organizational silos and establishing a culture of collaboration and cooperation that enables change. This panel will discuss these challenges and more.

In 2021, both departments agreed to enhance their partnership and collaboration by adopting a more strategic approach to data through the development of a joint data strategy framework. The presentation will introduce the Employment and Social Development Canada-Statistics Canada joint data strategy (why, how, next steps) and showcase the progress and outcomes achieved through collaboration.

Common European Data Spaces and Official Statistics

Common European Data Spaces (CEDS) are a key element of the European Strategy for Data that was published in 2024. Their goal is to make more data available, in a trustworthy and secure way, for the benefit of the European economy and society. Because CEDS are all about data, data management and data processing, it is quite natural to consider the question what they could mean for Official Statistics. This presentation introduces the concept and discusses some concrete cases like the Health Data Space and the Green Deal Dataspace.

Developing the Fiscal Year 2025-2028 U.S. Department of Commerce Data Strategy: Promise, Purpose, and Progress

This presentation describes the motivation for the Department of Commerce to refresh its data strategy, the main pillars of the strategy, and the successes and challenges for coordinating this effort across 13 distinct and diverse Commerce agencies. The Department of Commerce experience offers valuable lessons on collaboration and communication that apply to cross-cutting data strategy initiatives more broadly.

9:20 am - 9:40 am
GLEIF's Data Quality Framework

The presentation will discuss GLEIF's Data Quality Framework which provides a robust foundation for a successful data strategy, focusing on the implementation and continuous monitoring. It integrates best practices from various contexts and standards, implementing so-called Quality Gates at the different phases of the Deming-Cycle: Plan, Do, Act and Check. Through real-world examples, GLEIF demonstrates how its framework ensures reliable, high-quality data for legal entity identification to be used by statistical offices and others, supporting operational efficiency.
