About this Session The quality of statistics produced by the National Statistical System (NSS) depends on the capabilities of their staff, as well as the ability/opportunities of staff to maintain and increase their capabilities. To ensure that staff of NSS continue to increase their capacities to meet the new demands for data, there is a need for the NSO to understand the training needs of the NSS staff. The Global Network of Institutions for Statistical Training (GIST) has developed the Statistical Training needs Assessment Tool, also known as STAT, which is a tool for National Statistical Offices (NSOs) to assess and analyze skills gaps of staff and decide on how to prioritize and meet their training needs by using different types of informal and formal learning approaches. STAT focuses on all types of job functions including staff working in statistics production, IT, communication, management, finance, HR, and other administrative functions. Description: The ISI World Statistics Congresses (WSC) take place once every two years in different countries. Though organized by the ISI, we work closely with the country’s National Statistics Office and Society. The WSCs and their associated events are the highpoint of activities of the ISI where all our Associations, Committees, members and participants involved in statistics worldwide come together to participate in the many different activities and highlights of the WSC for an entire week and associated activities immediately before or after this week. Each WSC has a rich Scientific Programme that include invited paper sessions (IPS) and contributed paper/poster sessions (CPS). A full Administrative Programme includes meetings of the Executive Committees, Councils, General Assemblies and Committees of the ISI and the Associations, and special interest meetings relevant to the particular WSC. The Social Programme makes the WSC an event to remember and gives participants a flavour of the culture of the host country. The Social Programme also includes daytime activities for accompanying persons. Associated with the WSC are Satellite Meetings and Short Courses of the ISI and the Associations. Description: Many failings in the application of statistics do not result from errors in calculations but from logical and conceptual misunderstandings. Selection of methods for data analysis, interpretation of data and testing results, and application of statistical information in decision-making, for example, all demand strong foundations in probabilistic thinking. This course supplies tools and best practices for teaching and communicating statistical thinking as a foundation for conducting, understanding, and applying statistics. While the statistical community has a wide variety of successful tools for teaching statistical calculations and tests, examples and resources for teaching statistical thinking are less common. We include examples from scientific studies, official statistics, working with decision-makers, and communicating to the general public. The first half of the course will focus on common errors in statistical thinking and how to avoid them. It includes methods for thinking in simulations; how a single statistical analysis fits into the larger supply-chain of knowledge; and what p-values are and how they are often misused. We will conduct hands-on activities that can be used in a wide variety of settings, including on-line workshops. A set of these activities have paired R-labs for those teaching statistics courses. The second half of the course focuses on statistical communication and the responsibilities of statisticians in communication of data and uncertainty. We cover some classic and fascinating examples of statistical miscommunication and work in groups on statistical communication challenges. Activities focus on communication of scientific results as well as official statistics and, in particular, on best practices for communicating uncertainty so that the uncertainty can be leveraged in decision-making. These activities will be enable anyone teaching statistics as well as anyone consulting or communicating in the field of statistics to more clearly articulate the interpretation of scientific studies as well as why there is uncertainty, what it means, and how that information can be applied in a decision-making context.
Target Audience: The target audience focuses on statisticians teaching statistics courses at the undergraduate and graduate level and will also be relevant to anyone conducting statistical consulting or communicating statistical work to those without a strong statistical background.

Description: The COVID-19 pandemic has led to substantial changes in how training in statistics is provided. Remote learning has become much more common, either through virtual workshops or e-learning materials. The forced adjustment has brought challenges including adaptation to new tools and approaches, lack of personal connection and internet connectivity issues. The change, however, has also brought opportunities such as increased flexibility of when and how trainings take place, how many and who is trained, and less time and financial resources spent on travels. Once in-person gatherings and travel again become possible, what will be the new normal? Will we go back to in-person workshops with trainers and participants travelling as before, or will we take onboard some of the new approaches we have learned to use during the pandemic? The shift to remote learning also presents an opportunity to review current approaches and work towards improved coordination of statistical training, with countries taking the lead and deciding on their main training needs, working closely with regional and international partners and utilizing online learning tools to help fill gaps. The Global Network of Institutions for Statistical Training (GIST) has assessed different approaches to sustainable training programs or systems at national level and provided proposals for how National Statistical Offices can take a stronger lead to ensure that they receive the trainings that meet their needs, particularly ensuring that soft skills are covered and that there is a career training plan. This webinar, part of the UN World Data Forum series, will bring together various actors to: Share experiences from online delivery of training and ideas of what a new normal for statistical training after the pandemic could look like; Exchange ideas on how to structure and ensure sustainability of future trainings at national level to improve overall coordination and strengthening of national statistical training systems.

To assess the performance of such systems, the World Bank has developed the Statistical Performance Indicators (SPI). Description: The range and depth of data demands emerging out of the 2030 Agenda and the Sustainable Development Goals (SDGs) are unprecedented and present a substantial challenge for national statistical systems in all countries. Significant efforts are required to strengthen national statistical capacities to provide the necessary data and statistics for the full implementation of the 2030 agenda, as recognized by the UN General Assembly, in its resolution 71/313. The Cape Town Global Action Plan for Sustainable Data also highlights statistical training as an essential action area. Statistical training is key in strengthening countries' statistical capacities. Many international and regional institutions work in this area, but due to limited coordination, there is still overlap in training provided and use of diverse approaches. The Global Network of Institutions for Statistical Training (GIST) was therefore established in 2018 to facilitate more coordination and help harmonize statistical training offerings. GIST is a network of international and regional training institutions, as well as a selection of countries, which provides statistical training to jointly build sustainable statistical capacities through efficient, effective, and harmonized delivery of training. Since its establishment, GIST members have met regularly to discuss various aspects of better coordination of statistical training. Through the work, a community of experts has emerged which has created a number of ideas for more efficient work and improved user experiences. It has also led to closer collaboration on the initiatives in practice, with many members now working together on training material developments and learning from each other's experience. This session will present some of the work carried out by the group in the last year. This includes further development of the hub or gateway for statistical face-to-face and e-learning courses on UN SDG:learn (www.unsdglearn.org/statistics), creation of an inventory of statistical literacy initiatives, development of a guidance document on evaluation of training courses and reports on national statistical training programmes and training on coordination of the National Statistical System.

Description: The WTO, OECD and UNECA are organizing a joint online regional workshop from 30th November to 9th December 2020, aimed at developing the Statistical Capacity of Africa countries on Trade in Value Added (TiVA) and for integration of more African countries TiVA databases. The workshop is being organized within the joint collaborative framework of the three organization. The Workshop will gather statisticians and trade policymakers from pilot countries engaged in the joint project (Cameroon, Ivory Coast, Nigeria and Senegal) to initiate contacts with the project's experts and start discussions on statistical matters to be addressed during the project as well as directions for future technical assistance. The workshop will consist of a mix of plenary session and bilateral sessions with pilot country teams, to foster open discussions, notably on preliminary national data evaluation reports prepared by the OECD. Description: UNSD held the first Communication Training on the Global Network. Ms. Brigitte Perrin, the communication consultant in UNSD, presented the main principles of delivering a presentation for an online-only audience. In addition, a few topics on hosting online webinar were covered including: the specificities of a virtual audience; how best to structure our content; create our own "to-do-list" that includes technical setup; and review examples of webinars held by statisticians or data officers. Finally, she provided tips to engage with the audience and prepare meaningful take-aways.

Description: About the session As part of the Road to the UN World Data Forum in Bern in 2021, this Stats Café focused on financing data for development. With only ten years left to achieve our 2030 Agenda for Sustainable Development, many countries still lack even the basic data required to understand the scope of their challenges, let alone create solutions. This Stat Café outlined some of the recent developments in financing data for development, including the Bern Network on Financing for Data Development, and discussed what support to National Statistical Systems could look like. The Road to Bern consists of a series of events leading up to the United Nations World Data Forum (UNWDF) in October 2021. Organized by the United Nations and the Swiss Confederation, the UNWDF is an event of global importance directly related to the 2030 Agenda for Sustainable Development. It provides a space for discussion between different communities of data producers and users to engage in a productive dialogue and identify ways to mobilise resources for data development. A virtual UNWDF will be held in October 2020 in preparation for the World Data Forum in Bern in 2021. Description: Around fifty chief statisticians and their representatives from countries and international organizations participated in two managerial meetings Governing Council of UN Statistical Institute for Asia and the Pacific, and Network of Statistical Training Institutions in Chiba, Japan on 9th and 10th December 2019. The Council acknowledged the significant progress made by the Institute in the year 2019. The council reviewed the recommendations contained in the Independent evaluation report carried out for the period 2015-2019 of its activities. It broadly accepted its recommendations. They discussed the future of statistical training in the region in the context of monitoring Sustainable Development Goals delivered by the Statistical Institute for Asia and the Pacific and its collaborating national statistical training institutes in the region. They endorsed the strategic plan of the Institute for the next five years. Work Programme and Financial plan of the Institute for the year 2020 was also approved by the Council.

Description: Data and statistics are increasingly being used in public debate to prove a point or statement without providing the context in which these figures exist. This has sometimes led to confusion and misconceptions about situations, leading to scepticism about the value of statistics. Often a key challenge is the lack of understanding how to critically assess the numbers provided as well as what may have been left out. While many people have learned how to critically assess information provided in text format, data or statistical literacy is more limited in many societies. With increased use of data and statistics in public debate, it is key that people learn how to properly interpret this information in order to empower various users and citizens to use data and improve their own lives. Through increased statistical literacy, trust in data provided by the statistical system may also improve. The statistical community is a key player in helping ensure that statistical literacy is improved. For example, many members of the (Global Network of Institutes for Statistical Training (GIST): https://unstats.un.org/GIST) are currently providing various training material to improve literacy among different groups of the population. This webinar will highlight three key target groups: Policy makers, (school) children and journalists. For each of the groups, examples will be provided on what is being done to help improve their statistical literacy. This webinar is part of the UN World Data Forum webinar series which provides an opportunity to learn from country and global practitioners about the various tools used to improve statistical literacy among various data users.
