Description: ركزت خطة التنمية المستدامة لعام 2030 على عدم استثاء أحد والوصول إلى الفئات المجتمعية الأكثر تهميشاً. يعد تفصيل البيانات أمراً ضرورياً لفهم ما إذا كانت ثمار التنمية تعود بالنفع على كامل نطاق المجتمع، بما في ذلك الفئات الأكثر ضعفاً، ولتوفير مزيد من المعلومات حول النوع الاجتماعي ودراسة وضع النساء والرجال وظروف حياتهم بشيء من التفصيل، ولتحقيق المساواة بين الجنسين وتمكين جميع النساء والفتيات على مستوى العالم. أثار التطور الدولي في إحصاءات النوع الاجتماعي الحاجة إلى تبادل الممارسات الجيدة والتنسيق في تحديد المفاهيم والمنهجيات وطرق جمع البيانات، إذ إنه أمر ضروري للحصول على إحصاءات موثوقة يمكنها الإجابة على أسئلة واضعي السياسات ذات الصلة وأن تكون قابلة للمقارنة بين البلدان. وعلى الرغم من الجهود المبذولة من قبل الشركاء، تواجه الأجهزة الإحصائية العربية تحديات في التقدم نحو بلوغ الاتساق وإحراز مستوى أعلى في جمع ونشر بيانات مؤشرات النوع الاجتماعي. وفي هذا السياق، أصدرت الإسكوا دليل الإطار العربي لمؤشرات النوع الاجتماعي 2023، والذي يهدف الى دعم البلدان في إنتاج ونشر مؤشرات قابلة للمقارنة في مجال المساواة بين الجنسين. يسلّط الدليل الضوء على قضايا النوع الاجتماعي ذات الأولوية في المنطقة العربية وعلى الحاجة إلى وضع مقاييس مراعية لقضايا النوع الاجتماعي بما يتماشى مع خطة التنمية المستدامة لعام 2030 ومع هدفها الأساسي المتمثل في "عدم استثناء أحد“.
Description: في العديد من البلدان، تمثل العمالة غير الرسمية والقطاع غير الرسمي جزءًا كبيرًا من الاقتصاد وسوق العمل ويلعبان دورًا رئيسيًا في الإنتاج وخلق فرص العمل وتوليد الدخل. اكتسب النقاش المتعلق باستراتيجيات إضفاء الطابع الرسمي على الاقتصاد غير الرسمي زخمًا جديدًا في جميع أنحاء العالم مما أضفى أهمية التحول من الاقتصاد غير الرسمي إلى الاقتصاد الرسمي. ولا يزال قياس وتحليل النشاط غير الرسمي يمثل تحديًا للعديد من البلدان، مما يعوق صنع السياسات لمعالجة عواقب النشاط غير الرسمي وتسهيل التحول إلى القطاع الرسمي. كما أن نقص البيانات والإحصاءات المتعلقة بالاقتصاد غير الرسمي يعني عدم أخذ مساهمته الاقتصادية بعين الاعتبار. رغـم تعـدد أسـماء الاقتصاد غير الرسـمي (الموازي، الظل، الخفي ... إلخ) والتي يأتى من ضمن مكونات الاقتصاد غير المنظور، فإنه يعد من أهم القضايــا المثيــرة للنقــاش لتداعياتهــا الســلبية علــى الاقتصاد الرســمي، ونظــرا لعالميــة هذه الظاهــرة، فقـد بـادرت الـدول المتقدمـة منـذ بدايـة سـبعينيات القــرن الماضــي بالاهتمام بدراســة مختلــف جوانــب تلـك الظاهـرة واتخـاذ كل السياسـات والتشـريعات اللازمة لدمجهــا فــي اقتصاداتهــا الرســمية، ولكــن الوضـع لـم يكـن كذلـك فـي الـدول الناميـة والدول العربية؛ حيـث إنـه مـا يـزال الاهتمام بتلـك القضيـة فـي مراحلـه الأولى منــذ تســعينيات القــرن الماضــي، ويعــزى ذلــك إلــى صعوبــة تحديــد طبيعــة مفهــوم هــذا الاقتصاد وأســبابه وآثــاره وعلاقاته التشــابكية بالاقتصاد الرســمي، فضــلا عــن عــدم توافــر بيانــات كافيــة ودقيقــة عــن معاملاته وصعوبــة تحديــد مجموعــة الأنشطة المتعلقــة بــه بشــكل واضــح. مع الأخذ في الاعتبار الطلب المتزايد من البلدان لفهم أداء الاقتصاد غير الرسمي والاقتصاد غير المنظور إحصائيا وقياسه حيث يعرف بأنه جميع الأنشطة الإنتاجية التي قد لا يتم تسجيلها في مصادر البيانات الأساسية المستخدمة في إعداد الحسابات القومية، وفي هذا الاطار ينظم المعهد العربي للتدريب والبحوث الاحصائية هذه الورشة ضمن برنامج عمله 2025-2026، بالتعاون مع ادارة الاحصاء وقواعد المعلومات في جامعة الدول العربية، والجهاز المركزي للتعبئة العامة والاحصاء – جمهورية مصر العربية.

Description: The Expert Group on Social Protection Reform in Arab Countries is holding its 10th meeting to address the following: The meeting offers an opportunity for the secretariat to provide first insights and arguments on how to address income inequality via equitable, progressive life-cycle-oriented social insurance schemes. These arguments and insights will be further developed in the upcoming fourth report on inequality in the Arab region for 2025, with a focus on social protection.

Description: ESCWA, the Arab Institute for Training and Research in Statistics, the League of Arab States, and the United Nations Statistics Division are organizing a joint workshop on the use of the Statistical Data and Metadata Exchange (SDMX) standards for Sustainable Development Goals (SDGs) data reporting. The workshop is aimed at introducing participants to advanced data exchange and dissemination tools, including SDMX Reference Infrastructure (SDMX-RI), SDMX-RI Mapping Assistant, and other tools, as well as SDMX-based data exchange of SDG Reference Metadata. The workshop brings together statisticians and IT specialists from various national statistical offices in the Arab region, and includes hands-on training, presentations, demonstrations, and Q&A sessions. The meeting is an opportunity for partnering countries and organizations to review the progress made and the latest developments in the field, to benefit from lessons learned, and to accelerate the completion of national digital development reports. Description: Within the framework of the Programme for Enhancing Digital Cooperation and Development for Arab Countries, ESCWA aims to produce regional and national digital strategies/agendas that will enable policymakers to bring about changes in policies and practices in response to the needs of their countries, harnessing information and communication technology for development and accelerating the achievement of the 2030 Agenda for Sustainable Development. In the context of joint technical cooperation between ESCWA and the League of Arab States (LAS), the second expert group meeting on the subject will be held for researchers and experts from countries and organizations that are part of the Arab Digital Agenda project related to the core research and technical cooperation mechanism, in a hybrid online and in-person format in Cairo 7-10 March 2022. The meeting follows a series of meetings with partners from countries and international and regional organizations that are part of the joint project of ESCWA and LAS on setting, developing and activating the Arab information and communication technology strategy. The meeting aims to coordinate research and procedures for enhancing the content of the third version of the third draft of the Arab Digital Agenda, including proposals for goals, measurement indicators and initiatives to be submitted to the “34th session of the Arab Working Group on the Arab Information and Communications Technology Strategy” (to be held 6-7 April 2022) through the Joint Technical Committee (to be held 29-30 March 2022).
