It was a need to align the classification of status in employment to the development and changes that have taken place in statistical labour standards. Additionally, it was a strong need to provide a more detailed and meaningful classification based on improved definition and boundaries that better reflects the changes in employment arrangements that are taking place in many countries. An important objective was also to create a classification that can meet the objectives of labour statistics as well as the system of national accounts.
Major Changes:
Ten detailed categories replaced the previous six including the introduction of the new category Dependent contractors. In addition, the ten detailed categories can be organized in two hierarchies; ICSE-18-A which creates a top-level dichotomy of independent workers and dependent workers and ICSE-18-R which create a top-level dichotomy of workers in employment for profit and workers in employment for pay.
