Purpose of the Classification

Purpose:
The objective of the Classification of Individual Consumption According to Purpose (COICOP) is to provide an international reference framework for grouping household consumption expenditures on goods and services within homogeneous categories. The categories are based on the particular purpose that those goods and services are considered to fulfil.
Main Applications:
While COICOP is an integral part of the System of National Accounts (SNA), it is also used in several other statistical areas, such as household budget surveys and analyses of living standards; consumer price indices; and international comparisons of gross domestic product (GDP) and its component expenditures through purchasing power parities (PPPs), as well as in statistical activities related to culture, sports, food, health and tourism.

Reason for Latest Revision:
The need to address several issues called for a revision of the classification; for example, in response to user requirements, the revised COICOP provides a level of detail that is substantially greater than that of its predecessor.4 Importantly, the revised COICOP reflects the significant changes in the nature and consumption patterns of goods and services that have occurred in certain spheres, represents an improvement with respect to its linkages with other classifications, and addresses the emerging statistical and policy needs of several international organizations.
