Statistical Domains:
3.1 Environment
Purpose:
The European Waste Classification is a mainly substance oriented classification of waste for statistical purposes, it distinguishes hazardous and non-hazardous waste.
Main Applications:
Waste statistics
Main Users:
European Commission, general public

Methodology

Scope:
Waste from all economic sectors and from households, including waste from waste treatment (secondary waste).
Concept Being Classified:
environment
Statistical Units:
Businesses (kind-of-activity units or local units) and households.
Main Principles:
The main principle was to generate a mainly substance oriented classification on waste suitable for statistical purposes.

Major Differences (Scope, Structure, and Concepts):
European Waste Classification for Statistics, version 4 (2010) - European list of waste (LoW)
There is no difference in scope. For statistical purposes the administrative classification on waste is agreggated into 51 mainly substance orientated waste categories. The LoW classification is much deeper disaggregated than EWC stat. LoW classification is oriented towards material and has also some elements where it is oriented towards origin. The administrative classification on waste provides criteria for the assessment and classification of hazardous waste and defines different types of waste by a six-digit code for the waste and the respective two-digit and four-digit chapter headings. The two digit chapter headings are partly oriented towards the origin of the waste. The EWC stat is orientated purely to material disaggregation into parts of this material.

Criteria for Definition of Levels:
On top there are categories of material, on the next level the purity increases. E.g. there is Metallic waste and on the level below it is Metall waste ferrous and Metall waste non-ferrous.

Coordinating Entity:
European Statistical System
Reason for Latest Revision:
After the second reporting on waste statistics according to the Regulation 2150/2002/EC (WStatR) some deficits had become obvious and areas for improvement had been identified. The aims of the revision of the classification, as part of a general revision of the Regulation, ae: * to increase the usability of waste statistics; * to take into account user needs.
Major Changes:
Certain waste categories were aggregated, new waste categories were introduced in order to improve the distinction between primary and secondary waste, separate categories for ferrous and non ferrous waste were introduced and the the split of category “Animal and vegetal wastes” was reorganised to allow a better distinction between vegetal waste and other animal and mixed food waste.
