Description: The use of innovative data sources in official statistics is a fact and has been well formulated in the foundations of Trusted Smart Statistics. One of the examples is to get information based on the content of the websites. Extracting data from enterprise websites to get characteristics is a part of the project currently done by the Web Intelligence Network. This Network consists of European countries with support from Eurostat. Everybody can join the Network by becoming a member of the WISER, which is a group. The course will cover a general overview of Web Intelligence Network and Web Intelligence Hub. Moreover, this course will demonstrate how the Web Intelligence Platform and Datalab can be used to acquire and process data from the web. All methodological issues of conducting surveys based on web data will be explained in dedicated sessions on data collection and data processing. From a practical point of view, the course will lead participants step by step on how to start the data acquisition with the Web Intelligence Platform and how to process them with the data lab. After completing this training course, participants should have basic knowledge of how to use Web Intelligence tools to conduct surveys on enterprise characteristics with respect to the methodological principles of the web-based survey. Description: Beginning in 2024, the economic directorate of the U.S. Census Bureau will introduce the Annual Integrated Economic Survey (AIES), an economy wide survey that replaces a suite of six independently designed ongoing surveys. The AIES sample design requirements are informed by the user community’s longstanding data needs (e.g., national and sub-national tabulations), as well as by extensive respondent research on collection. This paper provides an end-to-end high-level overview of the AIES probability sampling design, including determination of the sampling unit, computation of unit-level inclusion probabilities for the implement probability proportional to size sampling, stratification, allocation, and sample selection and validation. Throughout, I selectively highlight specific challenges of developing a multi-purpose business survey whose collection covers a wide range of economic sectors.

Description: As part of its ongoing work on building productive capacities for structural economic transformation, UNCTAD will organize a capacity building training for statistical experts of Rwanda to assist in evidence-based policymaking in these areas. UNCTAD will also brainstorm with the relevant institutions of Rwanda on the newly developed “Rwanda Programme” for transformational development of the country. In this context, UNCTAD discusses the Rwanda Comprehensive Programme of Support, which aims at fostering productive capacities, export diversification and structural transformation in Rwanda. This will build on the objectives outlined in the country's Vision 2050. Description: On 20 August 2019, UNCTAD organized a session on Multinational Profit Shifting and Illicit Flows? Can We Measure Them? The session discussed how official statistics should respond to the urgent need to measure multinational profit shifting and related financial flows in the context of the 2030 Agenda.The large impact of financial flows related to tax and profit optimization raises the question if GDP and other key economic statistics are still valid as measures of domestic production. The increasing use of intellectual property as capital assets has had a notable impact on the measurement and interpretation of national accounts and balance of payments statistics. Relocation of intellectual property can change the location where exports and income are recorded. The question is then if economic statistics can still be used correctly for designing monetary policy and directing economic policy.There is a pressing need for better and more information on multinational enterprises and their activities. While we lack statistics to analyse the full picture, several useful indicators of profit shifting have been developed, such as the ratio of profits to compensation of employees and estimates that reallocate multinationals’ profits based on economic activity (production or employment) rather than reported profits. Description: In this context, the joint UNCTAD/Namibia Statistics Agency regional capacity building training will provide an opportunity to show the Productive Capacities Index (PCI). Created by the UNCTAD Division for Africa, Least Developed Countries and Special Programmes, the PCI, built on the core concept of productive capacities, will serve as a major monitoring and evaluation tool to track progress towards the SDGs, and will also identify critical areas for possible policy interventions.
Target Audience: Participants will include ministers and senior officials from African landlocked developing and least developed beneficiary countries and experts from accredited institutions.
