CPC - New structure for telecommunications service

Request

There was a discussion of the products that have been drafted for the North American Product Classification System (NAPCS). The NAPCS list was reviewed and compared to the list of telecommunications products that were in the Provisional CPC. The two lists are similar with some differences, such as the delineation of incoming and outbound calls. There was a discussion of the rapid changes in telecommunications and the limited ability to produce a product structure that would still be accurate and useful by the time it is implemented. It was noted that telecommunications, finance, and computer services all need attention in the CPC but no one has had the required time or resources to apply to the problem. The US and Canada offered to prepare proposals for 2002 in those areas based on the work that they expect to complete on NAPCS by August. The United States will convert their current NAPCS telecommunications products into a formal proposal for the October meeting. A note will be included stating that it may be out of date by the time that it is implemented but it does reflect what telecommunications providers have requested by way of data. Based on US/Canada remarks, there are some blank areas in the CPC: - Finance services - Telecommunications - it is now split by service, not by carrier (wired, wireless,...); however, this distinction will still apply for industries - There are also comments available for ISPs and web search portals and program distribution services (audio-visual services in EU proposals) - Is something going to be done on e-commerce? - US is collecting data on advertising/commissions by product lines. In addition to this discussion, the Technical Subgroup decided that each member must prepare and forward any and all proposals for change to the CPC so that they can be decided on at the October meeting.

This category includes charges such as interconnection and settlement charges for the termination of domestic or international calls, charges to long distance carriers for calls originating at a payphone or within another carriers local network, charges for jointly used facilities such as pole attachments, and charges for the exclusive use of circuits. Exclusion: The carriage of Internet traffic by one ISP for another ISP is classified in the Internet backbone services category. 8412 - Fixed telephony services The provision of access to the public switched telephone network for the transmission and switching of voice, data, and video where the call is made from a fixed customer location. This category also includes call management services for use from a fixed customer location for a fee separate from the access fee. 84121 - Fixed telephony services - Access and use The provision of access to and use of the public switched telephone network for the transmission and switching of voice, data, and video from a fixed customer location or from public and semi-public coin and card operated phones. This service includes inbound and outbound telephony to and from national and international destinations. Calling features bundled with the access service are also included. Exclusions: The provision of private line services is included in Private network services The provision of a local loop to other telecommunications service providers is included in Carrier services The rental of terminal equipment is included in Telecommunications equipment rental The provision of calling features for a separate fee is included in Fixed telephony - Calling features 84122 - Fixed telephony services - Calling features The provision of call management services for use from a fixed customer location for a fee separate from the access fee. This service is made possible by specialized software and database applications linked to telecommunications networks. This includes features such as call waiting, call forwarding, caller identification, three-way calling, call display, call return, call screen, call blocking, automatic call-back, call answer, voice mail, and voice menus. 8413 - Mobile telecommunications services The provision of access to, and use of, switched or non-switched networks for the transmission of voice, data, and video where the call originates from or terminates into a portable handset or device such as cellular, PCS, ESMR and satellite phones, pagers and mobile radios. This category also includes call management services for use from a mobile device for a fee separate from the fee for mobile access. Note: The definition will have to be adapted to national circumstances. For instance, in North America, users of mobile phones are charged for incoming calls, which is not the case in most European countries. 84131 - Mobile telecommunications services - Access and use The provision of access to, and use of, switched or non-switched networks for the transmission of voice, data, and video where the call originates from or terminates into a portable handset or device such as cellular, PCS, ESMR and satellite phones, pagers and mobile radios. Calling features bundled with the access service are also included Exclusions: The provision of a connection to the Internet compatible with mobile devices is classified in the Internet access category, if and when it is provided for a fee separate from the access fee. The provision of calling features for a separate fee is classified in the Mobile telecommunications - Calling features category The provision of satellite facilities to originate, terminate, or transit calls for another telecommunications service provider is classified in the Carrier service category. The provision of satellite facilities on a pay-as-you-go-basis for the transmission of data to and from fixed locations is classified in the Data transmission category. The provision of satellite facilities for the exclusive use of the customer is classified in the Private network services category. 84132 - Mobile Telecommunications services - Calling features The provision of call management services for use with a portable handset or device for a fee separate from the access fee. This service is made possible by specialized software and database applications linked to telecommunications networks. This includes services such as call waiting, call forwarding, caller identification, three-way calling, call display, call return, call screen, call blocking, automatic call-back, call answer, voice mail, and voice menus. 8414 - Private network services The provision of a wired or wireless telecommunication link(s) between specified points for the exclusive use of the client. Exclusion: The provision of private links by a telecommunication carrier to a telecommunication service provider is classified in the Carrier services category. 8415 - Data transmission services The provision of access to wired or wireless facilities and services specifically designed for the efficient transmission of data on a pay-as-you-use basis. Exclusion: The provision of a wired or wireless telecommunication link(s) between specified points for the exclusive use of the client is classified in the Private network services category. 8416 - All other telecommunications services The provision of telecommunications services not elsewhere classified. This category includes services such as telegraph, telex, TWIX, and audio conferencing bridging services. 8417 - Program distribution services The delivery of audio and video programming in analogue or digital mode by using a cable, satellite or wireless terrestrial network. Programming is generally made available on a subscription basis in packages defined by the service provider or by the customer or on a pay-per-view basis for individual programs. 842 - On-line access services 8421 - Internet backbone services This service consists of the carriage of Internet traffic by one ISP for another ISP (generally known in the industry as peering and transit charges). 8422 - Internet access services This service consists of a direct connection to the Internet. The Internet Service Provider (ISP) may also provide free services along with Internet access such as e-mail, space for the customer’s web page, tools for simple web page design, chat, and technical support. This service may also include remote access or other types of Internet access and package upgrades such as international roaming and extra e-mail boxes, usually for additional charges to customers. Internet telecommunication services This service consists of providing telecommunications services over the Internet other than Internet access.
