Description: The Director of UNSD participated remotely in a high-level panel organized by the National Institute of Statistics and Geography of Mexico (INEGI), to engage in a dialogue with users specialized in Mexico's System of National Accounts, on the occasion of the update of the base year change to 2018. Expert users from the public, private, social and international sectors, who presented their perspective on the importance of updating the SNA database, participated in the event. Before an audience of more than 300 in person and several hundred virtual participants, the UNSD director highlighted the importance of using international statistical standards and integrated information in the production of information. INEGI presented the main results of their new database as well as the regional breakdown of several annual and quarterly products, in response to user demand expressed through the public consultation process, helping to measure the three pillars of sustainable development. Description: UNSD participated, as resource persons, in the “Webinar on Communication/Testing and early implementation of new recommendations of the update of the System of National Accounts, 2008”, which was organized by the African Union Institute for Statistics (Statafric). The webinar was one of a series of webinars organized by Statafric to inform its Member States on the progress of the work to update the System of National Accounts,2008 (2008 SNA) and to collect their proposals/contributions on the issues addressed. The webinar was attended by around 65 participants, mainly from Africa. The chair of the communication task team (one of priority areas in the update of the 2008SNA) gave an overview of the recommendations in the various guidance notes that the task team has prepared and the way forward. In addition, USND presented an overview of the processes underlying the guidance notes and experimentation and testing exercises which will be organized to test the recommendations in selected guidance notes.

Description: There is clear demand from policy makers, governments, academics and the public to move the statistical measurement framework beyond gross domestic product (GDP), which primarily focuses on economic performance. While traditional measures of economic performance will always have a place, there is a gap between the information contained in GDP and what counts for people’s well-being. Responding to the beyond GDP agenda will require a combination of economic, environmental and social measures that go beyond measures of market activity and include measures centred on people’s well-being, and sustainability of the environment, making the contribution of nature to our well-being explicit. The aim would be to inform various policy goals, including the 2030 Agenda for Sustainable Development and, in the context of accounting for people’s well-being, to address the call by the Secretary-General for new measures of progress to complement GDP. In addition, the Secretary General acknowledged the role of implementing the System of Environmental Economic Accounts (SEEA) and said: "This is a historic step towards transforming how we view and value nature. We will no longer be heedlessly allowing environmental destruction and degradation to be considered economic progress." Going beyond GDP is not to redefine the current sets of indicators, but to identify accounts and indicators so that countries can produce internationally comparable statistics that provide important information for policymakers that go beyond measures of economic performance. While the theme of "Beyond GDP" has a broad scope, this event will first present the need for broader measures of progress and will introduce measures such as a multidimensional vulnerability index (MVI) to assess the vulnerability of small island states as well as other countries; and measures that go beyond the narrow focus on economic growth towards what counts for people and the planet. The event is organized along two panels one representing the users needs for measures beyond GDP and the other presenting how national statistical offices have responded to these demands. In particular, the two panels will address the need for: Measures of social and demographic developments to complement measures of economic performance. Description: This webinar will discuss efforts by the UN system to develop complementary indicators to gauge dimensions of progress that are not sufficiently covered by the purely economic measurement of gross domestic product (GDP). As an introduction a brief history of GDP will be presented, showing why it has been a great success story of the United Nations as well as what GDP is and what it is not (and was never meant to be). This will be followed by a reflection on the uses of GDP and the need to develop measures “beyond” the purely economic sphere. The presentation will be completed by a description of what the UN Statistical Commission is doing in its current efforts to revise the System of National Accounts by 2025 and an explanation of how that work can and will solve some, but not all, of the current challenges. Further complementary measures are needed and, in a recent report, the UN system has presented some proposals on how such measures can be developed.

Description: The African Centre for Statistics (ACS) of the United Nations Economic Commission for Africa (ECA), in collaboration with the United Nations Statistics Division (UNSD) will organize a virtual third regional thematic seminar on System of National Accounts (SNA) Update Programme from 6 to 9 June 2022. Description: This webinar covered methods on how to record COVID-19-related government policy interventions in the national accounts, to ensure comprehensiveness and accuracy in GDP estimates, both in aggregate and within the key components of GDP. It presented a range of examples taken from the IMF COVID-19 policy tracker in the fiscal and monetary areas, which can be found here. Countries raised questions regarding their own policy interventions and were able to compare their experiences to others in the region and elsewhere. It is worth noting that proper recording of policy interventions goes beyond the accuracy of GDP estimates, and touches on issues of transparency in the conduct of macroeconomic policy to ensure effectiveness and efficiency of government interventions.

The main lectures and workshops include: (i) Overview of the System of National Accounts.(ii) Production accounts: measurement of output; intermediate consumption, and value added (gross domestic product (GDP)).(iii) Gross Domestic Product by Expenditure.(iv) The sequence of accounts from the production account to balance sheets.(v) Supply and use tables.(vi) Preparation of GDP volume measures: double deflation; volume extrapolation; and introduction to chain linking.(vii) An overview of GDP revisions and rebasing.
Target Audience: The workshop is intended for government officials who are integrally involved in the compilation of national accounts statistics, or, would benefit from the knowledge of the concepts, principles, sources, and methods used to compile National Accounts Statistics. As this training is broad-based, it is applicable for relatively new officials in the area of National Accounts, or users within Central Banks, Finance and Economic Planning.

Description: Organized jointly with the CEF, this workshop was attended by 34 participants from 15 countries (12 METAC). It covered international standards and best practices in producing benchmark GDP estimates through the compilation of supply, use, and input-output tables. It facilitated peer-to-peer discussions of countries’ practices, challenges and solutions, and included a substantial practical component.
