Description: 2023 is a watershed moment for governance statistics. In March 2023, the UN Statistical Commission endorsed an updated Classification of Statistical Activities (CSA 2.0) which includes Governance as a new domain of official statistics. In the wake of such a momentous advance for the field of governance statistics, the role to be played by the Praia Group in the coming years needs to be carefully considered. On the 3rd of October, the Praia Group held its 2023 Members’ Meeting to update members on the progress made since 2021 in implementing the Praia Group’s Plan of Work, and to seek feedback from members on this work and suggestions on priority areas for the Praia Group in the remaining two years before the end of its second term (2021-25). To kick off the meeting, national statistical offices (NSOs) from Ghana, Mexico and a Regional Statistical Centre (GCC-Stat) for Arab Countries of the Gulf reflected on what it means, in practical terms, NSOs to now be able to draw on a revised Classification where governance statistics sit on par with economic, demographic and social statistics. This was followed by a progress update on path-breaking methodological work being carried out to help develop internationally recognized methodologies and standards on two dimensions of governance that lack such standards, namely Participation in Political and Public Affairs (Task Team chaired by Statistics Norway) and Non-Discrimination & Equality (Task Team co-chaired INEI Peru and Statistics Finland). The Praia Group on Governance Statistics held its 2023 Membership Meeting with the aim to achieve three main objectives: To discuss what it means, in practical terms, for NSOs and development partners to now be able to draw on an updated CSA 2.0 that explicitly refers to Governance as a standalone domain of official statistics. In a Round Table titled “Leveraging the CSA 2.0 for Governance Statistics: Where do we go from here?”, selected representatives of NSOs and development partners shared experiences and recommendations for the revised CSA to deliver on its promise to lead to a marked increase in governance statistical production worldwide e (also captured in this Brief: Governance Now A Domain the CSA 2.0: What’s Next for Governance Statistics?); To update members on the progress made since 2021 in implementing the Group’s Plan of Work for the period 2020-25, with a particular focus on ‘Pillar 1 – Methodological Work’ and the achievements of the two Task Teams on Participation and Discrimination; and To seek feedback from members on this work and suggestions on priority areas of work for the Praia Group in the remaining two years before the end of its second term.

Description: UNICEF, in collaboration with UN Legal Identity Agenda co-chairs, UNDESA and UNDP are hosting an in-person side event at the 2023 SDG Summit. The side event aims to facilitate knowledge exchange by showcasing successful strategies, innovative approaches, and insights from six priority countries: Bangladesh, the Democratic Republic of Congo, Ethiopia, India, Nigeria, and Pakistan. High-level representatives from these countries within the CRVS, health, and National ID management sectors have been invited to engage with UNICEF colleagues, civil society organizations, and experts in child rights, human rights, CRVS, and legal identity. The event intends to amplify participants collective experiences to garner greater international support and commitment towards achieving SDG 16.9.

Description: Background: The UNODC-KOSTAT Centre of Excellence (CoE) previously contributed to the 7th Session of the ESCAP Committee on Statistics, 26-28 August 2020, by making an intervention and providing contributions to Action Area A: Engaging users and investing in statistics. The intervention presented UNODC’s contributions and plans of the CoE to improve crime and criminal statistics in the Asia-Pacific region and provided an opportunity for the statistical community to further learn of the role and support offered by the CoE which was also made available in the report.1 In August 2022, the 8th Session of the ESCAP Committee on Statistics provided the opportunity for development partners to inform the Chief Statisticians of the Asia-Pacific region on statistics-related work undertaken over the last two years to advance official statistics for the Sustainable Development Goals (SDGs). Alongside the Formal Session and Expert Group Meetings, the Session also hosted several side events to supplement the main proceedings. Objectives: To continue to enhance the capacity of Asia-Pacific Member States and Associate Members in the areas of crime and criminal justice statistics, the CoE, in collaboration with UNODC Headquarters, hosted a side event at the 8th Session of the ESCAP Committee. As the custodian entity of SDG indicators predominantly found in SDG 16: Peace, Justice and Strong Institutions, UNODC continuously develops tools to enhance the quality and quantity of data available at the national level; this side event showcased recent UNODC methodological developments to ensure high-quality data for evidence-based policymaking. 1 ESCAP/CST/2020/INF/9, Advancing official statistics for the 2030 Agenda for Sustainable Development: initiatives by global, regional and subregional organizations with respect to the collective vision and framework for action, July 2020. The three methodological tools which presented at the side event were: SDG 16 Survey Initiative2 Statistical framework for measuring the gender-related killing of women and girls (also referred to as “femicide/feminicide”)3 International Classification of Crime for Statistical Purposes4 This side event aimed to highlight UNODC innovative methodological tools to: Encourage Member States and Associate Members to enquire about and receive UNODC technical assistance in relation to the aforementioned methodological tools. Advocate for the prioritization of crime and criminal justice statistics, particularly but not limited to, National Statistics Offices and other entities working in the areas of crime and criminal justice statistics.
