RONALD JANSEN (Chairperson)
  Biography
  Mr. Ronald Jansen became Chief of the Trade Statistics Branch of the United Nations Statistics Division (UNSD) on 1 August 2010. In his current position he is responsible for statistics of international trade in goods and services and tourism statistics. Prior to that, he was chief of the Capacity Development section of UNSD and before that worked for many years in the area of international trade statistics, of which 6 years in Geneva.

Mr. Jansen studied Statistics and Psychology at the University of Groningen, taught Statistics at the University of Nijmegen and obtained there a PhD in mathematical modeling of human information processing. He works for the United Nations Statistics Division since June 1990.

MATTHIAS REISTER
  Abstract
  The presentation will inform about the new recommendations for international merchandise trade statistics (IMTS 2010) which were adopted by the Statistical Commission in February 2010. The new elements will be highlighted. Further, the activities and plans of UNSD for the implementation of IMTS 2010 will be presented. This includes the results of the questionnaire on IMTS 2010 implementation, the update of the IMTS Compilers Manual, which is the cornerstone of UNSD’s action plan for the implementation of IMTS 2010 and the upgrade of UN Comtrade.
  Biography
  Since May 2008 Matthias Reister is responsible for the International Merchandise Trade Statistics Section at the Trade Statistics Branch of the United Nations Statistics Division / Department of Economic and Social Affairs (UNSD). He joined the Trade Statistics Branch of UNSD in 2004. Before that he was working in national accounts at the Federal Statistical Office of Germany (Destatis) and UNSD and in health statistics at Destatis which he joined in 1995. He has Master Degrees in Economics (Diplom) and in Business Administration (Diplom/FH).

BETTINA WISTROM
  Abstract
  The presentation sets out the recommendations, for implementation by compilers, of the revised Manual on Statistics of International Trade in Services (MSITS 2010). The first set of recommended elements regards the compilation of trade in services in the conventional sense of transactions between residents and non-residents. The second set of recommended elements relates to the compilation of services supplied through enterprises that are locally established but foreign controlled i.e. Foreign Affiliates Statistics (FATS). The last set of recommendations relate to the allocation of international supply of services by modes.  MSITS 2010 recognises that the full implementation of the complete set of elements can be viewed as long-term goal for many countries; therefore, a phased implementation is suggested with core elements to be tackled first.  
  Biography
  Bettina Wistrom is in charge of International Trade in Goods and Services in the Statistics Directorate of the Organisation of Economic Co-operation and Development (OECD). She chairs the Task Force on Statistics of International Trade in Services (TFSITS) since 2009. She holds a PhD in Economics from the Université de Paris I (Panthéon-Sorbonne).

VALDONE KASPERIUNIENE
  Abstract
  In EU international trade in goods statistics is regulated by legislation, which is directly applicable and binding for all Member States. The Regulations are quite detailed, defining the data and also the requirements on the data collection systems in the Member States. This allows high harmonisation among the countries and ensures high and comparable data quality.

The EU Regulations follow to the maximum extent UN Recommendations. At the same time specific features of the EU as a Customs Union and single market are taken into account. This includes the necessity to establish a new system of data collection for intra-community trade when customs data are not available. Extra- EU trade statistics has to be adapted also to innovations in Customs rules.

The latest EU Regulations on international trade in goods were developed at the same time as the new UN Recommendations within the International Concepts and Definitions. The implementing provisions to the EU basic legal acts, which provide the technical detail of the statistics to be collected and compiled, were adopted in 2010. Eurostat actively participated in the development of the new UN recommendations. This enabled to reflect in more precision the recommendations in those areas where European trade statistics is quite advanced and have already implemented such aspects as collection of additional data elements, enhanced quality framework or linking trade and business statistics.

There is no specific regulation in the EU on international trade in services. The legal requirements for international trade in services statistics are incorporated in the EU BOP legislation. The implementing Regulation is currently under revision and it's adoption is foreseen in 2011. The draft Regulation takes into account new developments in international recommendations on services, especially recommendations on more detailed statistics on service categories.  
  Biography
  After completing her studies in economics and statistics at Vilnius University in 1985, Valdone Kasperiuniene started her carrier in the Statistical Institute of Lithuania.

In 1992 she joined External Trade statistics unit and was responsible for the methodological development of Customs statistics and implementation of the international recommendations in practice. Since 1995 she was leading the External Trade Statistics unit.

In 2005 she joined Eurostat where she was responsible for the design and implementation of statistical cooperation projects in External Trade Statistics with Member States and the third countries. She also worked on the methodological development of EU trade statistics.

Currently she is Head of Section of International Trade in Goods and Services Statistics within the International Transactions unit. Among her major responsibilities are the development of European Regulations and methodological provisions and linking and converging international trade in goods and services statistics. 

LEIF KORBEL
  Abstract
  Statistics Norway is responsible for both IMTS (International Merchandise Trade Statistics) and SITS (Statistics of International Trade in Services). The IMTS has a long history with published tables since 1835. The SITS is a new survey starting in 2005. In Norway, Statistics Norway is responsible for all relevant statistics in this area, also Nat. Acc., BoP and FATS.

The IMTS in Norway is based on customs data. However, very important export data (oil, gas, electricity, coal) are based on direct reporting of transaction value. The overall picture is that the necessary changes due to revisions of the recommendations in practice are rather small, as we already have a rather complete and flexible system including unique identification of all traders (same as in the Business Register and in all business statistics).

The SITS is based on a quarterly sample survey. Practically no adjustments will be needed due to the changes in MSITS, aside from minor adjustments in the text of some types of services. Data on merchanting is continuously collected through the SITS survey, but the quality is not satisfactory. We will increase attention to improve the data quality

Statistics on FATS is established and figures published on inward FATS. Outward FATS is under production.
  Biography
  Mr. Leif Korbøl is the Head of Division for External Trade, Statistcs Norway.  Mr. Korbol has assumed senior positions in various sections of Statistics Norway since joining the Organization in 1974, and has been in his current post since 2002.

Mr. Korbøl has represented Norway in Eurostat meetings in the Committee on statistics relating to the trading of goods between Member States and with non-member countries, as well as in OECD meetings on external trade in goods and services. He also participates as a member to the UN Expert Group on International Merchandise Trade Statistics, which is established to assist in the revision of the existing United Nations recommendations on international merchandise trade statistics countries. Among his other services relating to official statistics are short term aid missions to various statistical institutes: Ukraine (trade statistics, 2007), South Sudan (fact finding mission, economic statistics in general, 2005), Angola (external trade statistics, 2005), Mozambique (external trade statistics, 2002), Estonia (health statistics, 1995).

Mr. Korbøl received his university degree in Economics from the University of Oslo.

ANITA BÁNY
  Abstract
  As the forum is dedicated to trade statistics at first some developments of the Hungarian trade will be presented from the early 90’s and some thoughts will be given on the question “Do we have the right numbers?”

In compliance with the agenda the main objective is to give a short overview on the historical evolution, scope and content of the institutional arrangements in Hungary concerning trade statistics. In this part the role of the National Bank of Hungary in setting up the direct reporting system on International Trade in Services statistics, as well as other relevant topics (the annual working program, expert meetings on multinationals) will be highlighted. The compilation of the Hungarian trade statistics relies on administrative data to a great extent therefore the quality of the cooperation (strengths and weaknesses) with partners, like the Hungarian Tax and Custom Authority, as well as the Financial Supervisory Authority will be pointed out.

Adjusting to the new recommendations of IMTS 2010 and MSITS 2010 includes the following elements: new data sources to be used, problematic issues concerning goods and services statistics (processing, merchanting, specific movements of goods), challenges of EBOPS 2010 (charges for the use of intellectual property, research and development), and accounting of the services transactions of Special Purpose Entities.  
  Biography
  From 1997 until 1999, Ms. Bány worked for the Department of Industry in the Hungarian Central Statistical Office (HCSO). Her main responsibilities involved the dissemination, data transmission to national and international organizations as well as keeping contact with these agencies. Since 2002, she has been employed at the Department of Foreign Trade, where her first assignment was to develop a new system on International Trade in Services (ITS) Statistics (a Direct Reporting System instead of the International Transaction Reporting System maintained by the Hungarian National Bank) in order to meet the requirements set by the international recommendations. Working out the strategy, as well as organizing data collection and dissemination on the basis of the international standards of methodology, in short, planning the whole production process belonged to her duties. From 2004 until 2009, she held the Head of Trade in Services Section position and since November 2009 she has been charged with managing the Department of Foreign Trade Statistics responsible for the compilation of trade in goods and trade in services statistics in Hungary. 

ZAINUDDIN BIN AHMAD
  Abstract
  This presentation describes the Malaysia’s (DOSM) plans towards implementing the latest recommendation as set forth in IMTS 2010, MSITS 2010, and BPM6. For IMTS 2010, the presentation will cover the selected new recommendations, which DOSM has implemented and will implement. DOSM is expected to apply BPM6 at the end of year 2014. Implementation of BPM6 need further detail study especially in compiling services items i.e Manufacturing Services on physical inputs owned by others and Maintenance and repairs services n.i.e.. Malaysia will conduct the Economic Census in 2011. Therefore, certain questions were asked in the economic census 2011 to enable us to develops the ITS frame and for collecting data on Foreign Affiliates Statistics (FATS).
  Biography
  Zainuddin Bin Ahmad is the Director of the External Trade Statistics Division, Department of Statistics, Malaysia. Over his years of service in official statistics, Mr. Zainuddin has been involved in population census (2 years), national accounts (11 years) and external merchandise trade statistics (7 years).

Mr. Zainuddin received his bachelor’s degree in Economics (Hons.) and his Master of Science in Management from the Universiti Utara Malaysia.

  Zainol Bin Jamil is the Principal Assistant Director in the Balance of Payments Statistics Division, Department of Statistics, Malaysia. Over his years of service in official statistics, Mr. Zainol Jamil has been involved in population census (5 years), frame and methodology (2 years) and balance of payments statistics (3 years).

Mr. Zainol Jamil received his bachelor’s degree in Accounting (Hons.) from the Universiti Utara Malaysia.

  Biography
  Ms. Yijin Zhang is an Official in the Department of Trade in Services, Ministry of Commerce, the People’s Republic of China.

She received her postgraduate degree from the Department of Management and Technology, Peking University in July 2009 and graduated from the Economics Institute, Peking University in July 2006.
