Rawl Prescott works principally as Project Officer in Conference Services at the Caribbean Community (CARICOM) Secretariat focused on preparing reports of meetings of the Organs and Institutions of the Community. He also analyses research gathered in the preparation of supporting technical papers and other documents for the meetings of the Community. Prior to joining Conference Services, Rawl served in the Youth and Energy departments of the CARICOM Secretariat where he provided support to mainstream youth issues across various sectors in national planning, programmes and budgets; and strengthen bi-regional sustainable policy dialogue on science among EU Member States, Associated States and in the Caribbean Region, the Caribbean ACP States, the overseas Departments and Collectives, the Overseas Countries and Territories (OCTs).
Born in Guyana, South America, Rawl majored in English and minored in Public Communication. He holds a Post Graduate Diploma in International Studies.
Mr. Prescott 's interest is to work at an international level with multilateral institutions on issues relating to Data Diplomacy, especially as it relates to using data to "inform foreign policy, measure foreign and domestic sentiments, or to monitor quickly unfolding emergency situations" for the Caribbean Community. Recognising that increasing the competitiveness of the CARICOM Region in the new world economy would depend largely on education and training of its officials who continually interact with their counterparts at the global level, he remains committed to CARICOM 's effort to maximize its economies of scale and achieve high levels of economic growth.
Mr. Prescott is a former secondary school teacher who represented the CARICOM Secretariat in Asia, Europe, North America and the Caribbean. He participated in the Korea-Caribbean Youth Exchange Programme, a follow-up to a high-profile forum held between Korea and the Caribbean Islands in July 2012, aimed at promoting a more active collaboration between Korean and Caribbean youth. He also took part in Young Diplomats ' Invitation Programme for CARICOM Member States in Japan intended to foster greater integration and collaboration among CARICOM, Caribbean territories and Japan towards greater development of the respective territories and institutions. He was also part of a Study/Business Innovation Tour in Rome aimed at building capacity among renewable energy (RE) project developers, entrepreneurs and researchers in the promotion of technological innovation, and also at facilitating access to funding for RE research and development (R&D) project proposals under EU Economic Partnership Agreement (EPA).
From October 2016 -- June 2016 Mr. Prescott participated in a Capacity Development Programme in Multilateral Diplomacy for the Caribbean, which was supported by the Swiss Federal Department of Foreign Affairs. He was one of ten delegates from the Caribbean to participate in a Policy Immersion Phase in Geneva where he visited international organisations working in Geneva and met with officials working on small states issues and other matters. He also represented the CARICOM Secretariat Fifty-Seventh Series of Meetings of Assemblies of the Member States of the World Intellectual Property Organization (WIPO) in Geneva, Switzerland.
Rawl Prescott has guided and supported young people in their personal, social, and educational development to help them reach their full potential in society. He has worked in schools, youth clubs, homes, religious and political groups, shelters, correctional facilities and acted as a role model, mentor, and advocate to young people facing a wide range of challenges, such as behavioral and legal issues, substance abuse, and dysfunction.
