Global Civil Registration and Vital Statistics Group

The Global Civil Registration and Vital Statistics Group is a group of international and regional organizations coming together to forge stronger alliances in the area of civil registration and vital statistics (CRVS). With growing recognition of the value of CRVS to human rights, good governance, and development planning, monitoring and evaluation, there has been renewed interest in strengthening national CRVS systems. CRVS is also emerging as an essential underpinning of the 2030 development agenda. The Group aims, among others, to strengthen national CRVS and related systems through coordination and collaboration on global and regional initiatives and exchange of information.
The initial (2014) terms of reference were revised by the Group in 2016 in order to better harness the strength of its Members and respond to current global demands (See original and current terms of reference).

  • Self-paced CRVS eLearning course in Spanish: The Global Civil Registration and Vital Statistics (CRVS) Group and the World Bank Group Open Learning Campus, in partnership with the Korea Ministry of Strategy and Finance are launching the
    Spanish version of the Self-Paced format of the 21st century, state-of-the-art, comprehensive CRVS eLearning course The course is also available in English and French.

    The development of this course demonstrates the commitment of development partners and governments to work closely together in achieving the Sustainable Development Goal Target 16.9: By 2030, provide legal identity for all, including birth registration.

  • Self-paced CRVS eLearning course in FRENCH: The Global Civil Registration and Vital Statistics (CRVS) Group and the World Bank Group Open Learning Campus, in partnership with the Korea Ministry of Strategy and Finance are launching the French version of the Self-Paced format of the 21st century, state-of-the-art, comprehensive CRVS eLearning course.
    The self-paced format is offered for busy professionals who are able to take the course at their own pace and finish at any time. You can register and enroll right now in French or English. So far, 979 learners have enrolled in the English version and 461 have successfully completed and received a basic level certificate. With this release of the French version, learners in French speaking countries can now also take the course. Learners will receive a Basic Level Certificate after successfully completing the Core Modules 1-3 and can subsequently enroll in the Facilitated format to receive an Advanced Level Certificate.
  • Facilitated CRVS eLearning course: The Global CRVS Group and the World Bank’s Open Learning Campus are launching a CRVS eLearning facilitated course. The course will run for six weeks from 9 July until 17 Aug 2018. Enrolment is free and is open from now until 9 July. Both the 1st class (September 11 to October 20, 2017) and 2nd class (February 5 to March 16, 2018) were a great success.
    The pre-requisite for participation is the completion of three self-paced basic modules which give an overview of CRVS systems, discuss their importance and explain common institutional arrangements. Following the completion of these three modules participants are awarded a Basic Level Certificate in CRVS Systems. The facilitated advanced course more in-depth topics including legal frameworks, birth registration, death registration, marriage/divorce registration, digitization, ID Management systems and the analysis, use, production and dissemination of vital statistics. Participants will receive an Advanced Level Certificate upon completion of the modules on birth registration, death registration and three additional modules of the learner’s choice.
  • New website and resource library to support improved civil registration and vital statistics systems: Strengthening CRVS systems in support of improved global health requires partnerships and knowledge sharing. We are pleased to announce the launch of a new website – in English and French - that aims to serve the global CRVS community of practice, and all those working to improve their civil registration and vital statistics systems.
    An initiative of the Centre of Excellence for CRVS Systems, the site is located at www.CRVSsystems.ca. It features a free resource library with research, tools, videos, and guidance documents on civil registration, health information, and vital statistics systems. It also offers access to an online CRVS course, technical assistance, and a directory of experts.
    The Centre of Excellence for CRVS Systems is a global knowledge hub on civil registration and vital statistics (CRVS) systems located at the International Development Research Centre (IDRC) in Ottawa, Canada. It was established with seed funding from Global Affairs Canada and IDRC, and it contributes directly to the work of the Global Financing Facility.
  • Centre of Excellence Innovations Conference : The Centre of Excellence for CRVS Systems at the International Development Research Centre (IDRC), the World Health Organization (WHO) and the United Nations Children Fund (UNICEF), will host an international conference on innovations in Civil Registration and Vital Statistics (CRVS) systems. The conference will be held in Ottawa, on 27-28 February 2018 and will convene stakeholders and global experts to collectively discuss and identify how best to harness the momentum for strengthening CRVS systems to meet global commitments to the 2030 Sustainable Development Agenda, and reaching target 16.9, which is to provide legal identity for all, including birth registration.
    The two-day conference will include a mix of moderated plenary and panel sessions, as well as provide an opportunity for smaller working groups to strategize solutions to real CRVS system challenges in engaging innovations labs.   • CRVS Knowledge Gateway launches : The CRVS Knowledge Gateway (www.crvsgateway.info) developed by the University of Melbourne as part of the Bloomberg Philanthropies Data for Health Initiative has launched. The Gateway provides technical tools, evidence-based information and country experiences for people working in health, information systems and government that are offered for free in an approachable and user-friendly way.
    Users can work through CRVS topics in the Learning Centre and take quizzes to check their knowledge, read through the range of resources on CRVS strengthening in the Library, learn about what interventions Data for Health countries are using to improve their CRVS systems in the Country Pages and sign up for the free Data for Health newsletter or follow us on Twitter through the Community Hub.

  • Media presence of the CRVS workshop in Muscat, Oman : The United Nations Statistics Division conducted the workshop on the Principles and Recommendations for a Vital Statistics System, Revision 3, for Arabic-speaking countries. This workshop is a collective effort of UNSD, Economic Social Commission for Western Asia (ESCWA), and the Statistical Centre of the Gulf Cooperation Council (GCC-Stat) with cooperation of the WHO Eastern Mediterranean Regional Office. The workshop is particularly relevant for countries that recently experienced conflict or that are currently undergoing conflict.
    The event was covered by local media, with a news piece and a video being posted by The Oman Observer and interviews both to participants and the Chief of Demographic Statistics conducted by OmanTvGeneral.
  • Inter-American week on identity : The Inter-American Identity Week took place in Mexico City, from September 27 to September 30, 2016. The event was organized by the Organization of American States, UNICEF, the Inter-American Development Bank, Plan International and Mexico’s National Register of Population and Personal Identification. The meeting brought together regional and global experts, civil registry authorities from 26 countries, as well as members of the civil society to analyze strategies to achieve universal birth registration in the Americas by 2030, innovations in births registration, and the link between birth registration and access to social services among other subjects. One of the main activities of the Inter-American Identity Week was the completion of the First Meeting of Ministers and National Authorities in the Americas on the Right to Identity. The Declaration approved on September 29 backs the establishment of joint lines of action, including a methodology with standardized indicators to assess progress on issues of coverage, timeliness and universal civil registration of the population regarding both births and deaths; interoperability of birth and death registration and identification systems; and the strengthening of the mechanisms of identity management.
  • Centre of Excellence for CRVS Systems launches a user needs survey: The Centre of Excellence for CRVS Systems is being established to serve as a global resource hub to actively support national efforts to develop, strengthen, and scale-up civil registration and vital statistics systems. Its role is to facilitate access to technical assistance, global standards and tools, evidence, and good practice.   • Side Meeting on CRVS assessment using Direct Methods during ALAP Conference: The IUSSP Panel on Innovations in Strengthening CRVS Systems is organising this side meeting with the aim of showcasing recent methodological developments, and of fostering an exchange of regional experiences on how to best assess the completeness and accuracy of birth and death statistics, which are key indicators of CRVS system performance. The meeting will bring together regional specialists and experts involved with the development and/or the application of direct methods, especially through the use of record linkage validation for assessing the completeness and accuracy of births and deaths records based on data from civil registration and other administrative and health sources, at national or local levels. Complementary to this workshop, there will be a round table entitled “CRVS assessment from the academic perspective” within the conference regular programme.   • Launch of Virtual course on properly completing death certificates in English and French: PAHO launched the English and French versions of the Virtual Course on Properly Completing Death Certificates for medical doctors. It is a self-paced course developed by the Latin American and Caribbean Network for Strengthening Health Information Systems (RELACSIS). Learn more.
  • SPC Pamphlet: CRVS and the Sustainable Development Goals : At its most fundamental, CRVS is essential for population data as a denominator for all population-based targets and indicators. While censuses provide strong population data once every five or ten years, accurate up-to-date information is needed for responsive monitoring of population based indicators. It is therefore essential to be able to accurately update population data between census years through either universal registration of births and deaths, or at the very least through accurate mortality and fertility estimates derived from these collections. This short publication outlines some of the key links between SDGs and CRVS.
  • COLLECTIVE EFFORT TO DEVELOP E-LEARNING COURSE ON CRVS : A number of UN agencies, international organizations, academia and civil society organizations met in IDRC headquarters in Ottawa from 11 to 14 July to review 13 modules of the e-learning course on civil registration and vital statistics. Modules, based on international standards and principles and recommendations and the CDC “Training Course on Civil Registration and Vital Statistics Systems”, cover a wide variety of aspects of civil registration and vital statistics, such as vital events registration, institutional arrangements, legal framework, assessment, refugees, digitalization, and identity, among other areas.
    The eLearning will target personnel working in civil registration departments and national statistics offices, university students interested in pursuing a career in CRVS, and others such as epidemiologists, statisticians, demographers, public administrators, and researchers. Given that most practitioners and CRVS experts do not have knowledge of (or expertise in) all components of CRVS systems, each module will be designed for beginners to make it possible for course participants to fully grasp selected or all modules. It is planned that the course is hosted by the Online Learning Center of the World Bank.
  • Workshop on the Principles and Recommendations for a Vital Statistics System, Revision 3, for Central American and Caribbean countries : The workshop is organised in partnership with Unicef and the Organization for American States, with support of the Pan-American Health Organization and the Economic Commission for Latin America and the Caribbean/CELADE. Civil registrars and statisticians will meet in Guatemala City from 30 August to 2 September 2016 to discuss the international standards for CRVS and to share challenges and best practices.

  • Global indicator framework for monitoring progress towards achieving SDGs highlights the importance of CRVS : The importance of civil registration and vital statistics systems was explicitly recognised. Target 16.9 By 2030, provide legal identity for all, including birth registration, with its Indicator 16.9.1: Percentage of children under 5 whose births have been registered with a civil authority, disaggregated by age recognises the centrality of birth registration for the realisation of human rights, and as building block for identity. Target 17.19 By 2030, build on existing initiatives to develop measurements of progress on sustainable development that complement gross domestic product, and support statistical capacity-building in developing countries, with its indicator 17.19.2: Proportion of countries that (a) have conducted at least one population and housing census in the last 10 years; and (b) have achieved 100 per cent birth registration and 80 per cent death registration stresses the role of birth and death registration to improve people’ s lives in a sustainable manner.
    Both of these targets use birth and death registration coverage as input for monitoring. In addition, vital statistics are used as directly in the computation of more than ten indicators pertaining to other goals, and indirectly in a number of indicators which necessitate population data.   • TRAINING LAUNCH: CDC Course on Civil Registration and Vital Statistics Systems: The International Statistics Program of the CDC has developed a training course on Civil Registration and Vital Statistics (CRVS) Systems to provide information to epidemiologists, statisticians, demographers, and others working in public health about vital statistics data gathered from a national civil registration system. The training curriculum consists of an instructor guide, participant notes, 10 chapters on selected CRVS topics with slide sets, plus optional exercises and assignments, and technical appendices. All the material is available for your use free of charge, and can be downloaded from the CDC website.
  • Workshop on the Principles and Recommendations for a Vital Statistics System, Revision 3, for Caribbean countries: The workshop was conducted in partnership with the Organization for American States and Pan-American Health Organization with support of the Sub-regional Office for the Caribbean of the Economic Commission for Latin America and the Caribbean. Civil registrars and statisticians from the following countries participated: Antigua and Barbuda, the Bahamas, Barbados, Dominica, Grenada, Jamaica, Montserrat, Saint Lucia, Saint Kitts and Nevis, Saint Vincent and the Grenadines, Suriname and Trinidad and Tobago.

  • PUBLICATION LAUNCH: CRVS Digitisation Guidebook: A Step-by-Step Guide to Digitising Civil Registration and Vital Statistics Processes in Low Resource Settings. This CRVS Digitisation Guidebook was commissioned by the African Development Bank for the African Programme for the Accelerated Improvement of Civil Registration and Vital Statistics (APAI-CRVS) and was developed jointly by Plan International and Jembi Health Systems. The Guidebook is intended to be a living and collaborative resource that can be extended over time, as countries contribute re-usable assets and case studies to the Guidebook based on their experiences. The Civil Registration and Vital Statistics Digitisation Guidebook (CRVS-DGB) is an online resource that provides step-by-step guidance for countries to plan, analyse, design and implement digitized systems and automated processes for CRVS.
  • WORKSHOP ON THE PRINCIPLES AND RECOMMENDATIONS FOR A VITAL STATISTICS SYSTEM, REVISION 3, FOR SOUTH AMERICAN COUNTRIES: The workshop was conducted in partnership with CELADE, the Population Division of the Economic Commission for Latin America and the Caribbean, with collaboration of the National Institute of Statistics of Chile, the Ministry of Health of Chile, and the Service of Civil Registration and Identification of Chile. Civil registrars, statisticians and health professionals from the following countries participated: Argentina, Brazil, Bolivia, Chile, Colombia, Ecuador, Paraguay, Peru, Uruguay and Venezuela.   • PUBLICATION LAUNCH: TOWARDS UNIVERSAL BIRTH REGISTRATION, A SYSTEMIC APPROACH TO THE APPLICATION OF ICT: The Inter-American Development Bank and UNICEF (2015) Toward Universal Birth Registration: A Systemic Approach to the Application of ICT is the result of a technical consultation with civil registrars and experts on practices and challenges associated with introducing information and communication technology (ICT) into birth registration processes. It reflects on the legal, administrative and technical requirements to be in place before introducing ICT. As examples, it discusses the privacy paradox between the state’s need to know and the right to have one’s personal information protected; it provides insight into the support required for staff and users when introducing ICT; it offers ideas on the structure and standards for the ICT system; and for mitigating errors and evaluating success. The document details the logic elements that go into a move from a paper-based environment to one of electronic records, with check lists for the Civil Registrars to consider.
  • FIRST MEETING OF THE REGIONAL STEERING GROUP FOR CRVS IN ASIA AND THE PACIFIC: The First Meeting of the Regional Steering Group for Civil Registration and Vital Statistics (CRVS) in Asia and the Pacific was held in Bangkok from the 28 - 30 July. Senior government officials from the Health, Statistics, Planning and Civil Registration sector as well as development partners attended the meeting and a work programme for the Regional Steering Group was developed and three subgroups established. The Regional Steering Group comprises 30 members: 22 from members and associate members and eight development partners. The group provides guidance for the implementation of the Regional Action Framework on Civil Registration and Vital Statistics in Asia and the Pacific, and is entrusted to act as custodian of the Asia and Pacific CRVS Decade (2015 - 2024).   • IUSSP Call for Papers: Lessons learned from local initiatives supporting sustainable CRVS systems in Africa: Side meeting at the African Population Conference, Johannesburg, South Africa, 28 November 2015. Organized by the IUSSP Scientific Panel on Innovations for Strengthening Civil Registration and Vital Statistical Systems.

    This event will take place as a side meeting to the 7th African Population Conference (APC) in Johannesburg, organized by the Union for African Population Studies (UAPS). It will bring together participants attending the APC and additional participants from civil registration authorities (CRAs (including staff from local registration offices), National Statistical Offices (NSOs), Ministries of Health, HDSS sites, and international organisations. Possible themes covered by the submissions include the following:
    • What are the lessons learned from local initiatives supporting sustainable civil registration and vital statistics systems in Africa?
    • What are the incentives to register births and deaths locally?
    • How are local initiatives integrated with the national statistical systems?
    • Are there innovative ways to make sure that notifications of vital events are followed by registration and issuance of certificates?
    • Experiences and lessons learned in the production of vital statistics from incomplete civil registration systems.

  • The Regional Steering Group on CRVS in Asia and the Pacific established: The composition of the Regional Steering Group on CRVS in Asia and the Pacific was endorsed by the ESCAP Commission during its seventy-first session in May 2015. Membership of the Regional Steering Group was determined on the basis of nominations received from Governments of the region in March 2015. The Regional Steering Group will oversee the implementation of the Regional Action Framework and act as custodian of the Asia and Pacific CRVS Decade (2015 - 2024). The first meeting of the Regional Steering Group will be held in Bangkok, Thailand from 28 to 30 July 2015.

  • Third Conference of African Ministers responsible for Civil Registration: Ministers from African countries have agreed to launch a Decade of Civil Registration and Vital Statistics with the goal of “leaving no child out” and “no country behind” in the effort to register all vital events in Africa. The ministerial meeting took place on 12 and 13 February 2015 in Yamoussoukro, Republic of Cote d’Ivoire. The engagement by the Ministers forms part of detailed recommendations arising from the conference. These include strengthening the capacity of the Secretariat of the Africa Programme on Accelerated improvement of Civil Registration and Vital Statistics (APAI-CRVS); establishing strong links with the health sector to improve registration of births and deaths including improving causes of death information at country level ; establishing strong linkages between civil registration and national identity systems; and developing guidelines for mainstreaming gender issues in CRVS systems and for managing CRVS in conflict and emergency situations. The conference theme of “Promoting the use of civil registration and vital statistics in support of good governance in Africa” recognized the significance of CRVS as a tool to facilitate development with all that entails, from honoring human rights starting with the right to identity, to enhancing economic opportunity and Africa’s commitment to regional integration.

  • Ministerial Conference on Civil Registration and Vital Statistics in Asia and the Pacific: The first Ministerial Conference on Civil Registration and Vital Statistics (CRVS) in Asia and the Pacific took place in Bangkok during 24 to 28 November 2014 under the slogan ‘Get Every One in the Picture’. 44 Government delegations, including officials from civil registration, health and planning, were represented at the Conference – and 17 international and non-governmental organizations participated. 53 media outlets covered the Conference and there were almost 500 tweets about the Conference: Signifying how important CRVS is for development, the Conference was organized by a partnership between ESCAP UNICEF, UNDP, UNFPA, UNHCR, WHO, ADB and Plan International, in collaboration with the PMNCH, the World Bank Group, PARIS21, SPC, the Asia Pacific Observatory on Health Systems and Policies, and World Vision International.   • CRVS video documentary: PARIS21 produced a CRVS video documentary for the region of Asia and the Pacific that was launched at session entitled “Leave no data behind: CRVS and the data revolution” at the Ministerial Meeting, held in Bangkok on 24-28 November. The presentation of the video documentary was followed by a panel on the challenges and impediments to generating quality vital statistics, as well as providing recommendations for ensuring maximum use of civil registration data for development. The discussion focused on the potential role and responsibilities of national statistical systems to effectively bridge the gap in generating vital statistics and promoting their use in governance, policy, and planning.

  • International Identity Management Conference: id-m Conference was held in Seoul last September. It was a great opportunity to share knowledge among institutions on identity management and contribute to the development of better identity management systems.
