1993 SNA Update Information - Concept of jobs and concept of persons

Clarification description
Chapter 17 of SNA 93 seems to reject the concept of persons from the national accounts. This is in contradiction with the practice of many countries, which publish and transmit data in terms of persons in the framework of national accounts. The objective of this clarification would be to be less restrictive than the current SNA on the concept of persons. ESA’s approach, which presents both concepts, would inspire this clarification.

 8/18/2006ItalyWe agree with the introduction of the concept of persons employed in the new SNA and that the new SNA should be based on the existing paragraphs of the ESA95 defining employment (employees and self-employed) and unemployment. The other concepts should remain, in particular the definition of full-time equivalent units. At the same time, it is important to underline differences between using persons or jobs as analyses unit for hours actually worked measurement. It seems important to clarify that job seems the more appropriate measure unit for estimating productivity at the industry level respect to persons employed unit. It should be stressed that different purposes may necessitate use of different employment measures and, at the meantime, different sources gives different measures of employment. In fact, variables of the same name have different meaning in business statistics and labour market statistics; for example, employment in the business statistics is related to job while in the labour statistics is related to the primary occupation of each individual.
