Chapter II. Organization of state statistics

Article 4. State statistical bodies

State statistics bodies are the following:
- state committee on statistics (ministry of statistics, state department of statistics), their subordinate territorial statistical offices (statistical bodies);
- ministries, state committees and other agencies dealing with collection, aggregation and dissemination of statistical information in accordance with their terms of reference (competence).

Statistical bodies coordinate statistical activities in the country and act in accordance with the status adopted in established order.

Article 5. Funding and material and technical provision of statistical activities

Statistical activities executed by state statistical bodies in accordance with their work programmes are financed from the state budget.

Material and technical provision of statistical activities is made in accordance with the established order and on terms stipulated by government bodies and management.

Article 6. State statistical observations

State statistical observations by state statistics bodies take the form of state reporting, non-recurrent accounting, censuses and sample surveys in accordance with programmes and forms adopted by the state committee (ministry, department) on statistics.

Legal entities and population are enlisted to the taking of state statistical observations in accordance with the order stipulated by the legislation.

Article 7. Reporting and use of statistical information

Reporting the statistical data by legal entities and other economic agents during the taking of state statistical observations of all types is compulsory and free of charge. Respective data are reported in the required quantity, appropriate quality, to the specified addresses and in specified time.

Statistical information is used for the needs of the state management and to inform general public via dissemination of this information through mass media. All data received from individuals persons could be released only by their consent only. Information containing state and commercial secrets could not be disclosed and is protected in accordance with the order stipulated by the legislation.

Chapter III. Rights and duties of state statistical bodies

Article 8. Rights of state statistical bodies

State statistical bodies have the right to:

- receive from legal entities and economic agents including financial, banks, insurance, custom, legal protection and other institutions and services reliable statistical information in specified by statistical bodies quantity, time and in accordance with the order stipulated by the national legislation;
- carry out statistical inquiries among the population and receive from people data required for statistical purposes;
- check if required the reliability of primary and summary statistical data. Should any distortion be found, give obligatory for all orders to correct these distortions and make respective corrections in summary statistical data;
- carry out statistical, analytical, processing and other operations on subject-matters in accordance with contracts on a commercial basis;
- cooperate directly with statistical services of other countries and international organizations;
- take in accordance with their terms of reference (competence) decisions obligatory for all respective legal entities and other economic agents.

Article 9. Duties of state statistics bodies

Duties of state statistics bodies are as follows:

- develop statistical methodology in accordance with international statistical standards and provide reporting legal entities and other economic agents with required statistical information;
- carry out state statistical observations in accordance with established programmes and provide government bodies and management with statistical information on social and economic situation in the country;
- make summarized statistical information accessible to the circles of users including its release through the press, radio and TV;
- provide by their request legal entities and individuals with primary data on them which are in the possession of the statistical body;
- provide free of charge information to national trade union associations;
- secure the protection of state and commercial secrets as well as the anonymity of primary data on individuals;
- store, accumulate and update statistical information.

The staff of state statistical bodies undertakes an engagement to protect the confidentiality of respective statistical information.

Chapter IV. Responsibility for the violation of the Law on state statistics

Article 10. Responsibility for non-reporting or distortion of the results of state statistical observations

Heads of legal entities and other economic agents who do not report data required to carry out state statistical observations or who report distorted results bear the responsibility as stipulated by the legislation.

Article 11. Responsibility of state statistics bodies

State statistics bodies and their staff bear the responsibility for non-observance of state and commercial secrets as well as other requirements of the present Law in accordance with the order stipulated by the legislation in force.
