Resolution on Internal Regulations of the CSO


Council of Ministers - Resolution No. (9) of Year 1982 concerning the Internal Regulations of the Central Statistical Organization

Council of Ministers:

Having seen the Provisional Amended Constitution and in particular Article (34) thereof; and Decree Law No. (12) of year 1980 concerning the establishment of the Central Statistical Organization and pursuant to the proposal of the President of The Central Statistical Organization,

Have decided the following:

Article (1)

The Central Statistical Organization shall be composed of the following Departments and Divisions:

1. Department of Economic and Population Statistics.

2. Department of Statistical Research and Data Processing

3. Finance and Administrative Affairs Division.

4. Public Relations Office.

Article (2)

Each Department shall be composed of Divisions, Sections and Units.

Each Department shall be headed by a Director who will be responsible to the President of the Organization for his Department’s activities.

The Head of the Division shall be responsible to the Director of the Department for the activities of his Division.

The Head of each Section shall be assisted by a number of specialized researchers and statistical clerks.

The Finance and Administrative Affairs Division and the Public Relations Office shall come directly under the supervision of the President of the Organization.

Article (3)

The functions of the Department of Economic and Population Statistics shall include the following:

1. Collection of Statistical Data pertaining to the State economic and social activities through specialized field surveys conducted by the Central Statistical Organization or by other Government Departments or by Private Institutions.

2. Statistical analysis of data and the study of its scientific significance and the tabulation of data in such a way that it can be easily utilized.

3. Undertaking analytical studies regarding the economic and social indicators.

This Department shall be composed of the following two Divisions:

Firstly: The Economic Statistics Division:

The function of this Division shall be the collection and processing of the economic data pertaining to the different economic sectors (Industry, Agriculture, Trade, Transport & Communication, Financial, Services, etc.).

It shall be composed of the following Sections:

i) National Accounts and Financial Statistics Section

This Section shall estimate the national income aggregates e.g. gross domestic product, net domestic product, capital formation, Government and Private consumption, Sectoral commodity sheet balances, input-output tables, analysis of Government budgets, balance of payments, corporation budgets, and the banking sector.

It shall also prepare the national accounts and the financial statistics tables required for the relevant chapter in the Annual Statistical Abstract in addition to the compilation and writing of studies and reports related to this area.

The section shall be composed of the following five units:

National income unit, capital formation unit, consumption unit, material balances unit, input-output tables unit, and financial statistics unit.

(ii) Foreign Trade Section

This Section shall scrutinize and code foreign trade statistics for computer processing. Such scrutiny and coding shall be done in accordance with United Nations Standard International Trade Classification (SITC) and Commodity Classification by end-use in addition to classification in accordance with the Broad Economic Categories (BEC).

This section shall also compute foreign trade quantity and price indices, produce foreign trade reports, annually and quarterly, in addition to preparing the data for the chapter on foreign trade in the Annual Statistical Abstract and any other studies and reports related to this area.

The section shall be composed of the following units: Imports unit, exports unit, classification and index numbers unit.

(iii) Internal Trade and Price Section:

The functions of this section shall be to collect periodically, data on wholesale and retail prices for main commodities in the market, data on quantities sold, trade margins, compilation of a master list of profit seeking establishments engaged in trade and services, calculation of wholesale and retail price indices, preparing comparative studies for commodities consumed in the area and throughout Arab countries. Also section shall prepare the data required for the chapter on internal trade and prices for the Annual Statistical Abstract and the specialized studies in this field.

The section shall be composed of the following units: Wholesale and retail prices unit, internal trade unit, index - numbers unit.

(iv) Building and Construction Section

The function of this section shall be the collection of periodical data on building and construction activity through field surveys or from Government agencies. Examples of such data shall be: Number of residential buildings completed during a specified year, number of storeys square metres, number of persons employed in the sector, raw materials used by the sector also the cost of building of one square metre for residential purposes as well as for other purposes etc., in addition to data on roads and bridges. Also the section will compute the sector’s index-numbers, the cost indicators and its components.

The section shall prepare the data required for the chapter on building and construction for the Annual Statistical Abstract and any specialized studies in this field.

The section shall be composed of the following units: Building Statistics unit and Construction Statistics unit.

v) Industrial and Petrol Statistics Section:

This section shall carry-out industrial surveys aiming at collecting periodical data on the performance of the mining, manufacturing, electricity and water activities. Its function shall be the compilation of the indicators pertaining to the sector e.g. production, imports, manpower, consumption, capital components etc.

This section shall also compute, production index-numbers, in addition to the preparation of data required for the chapter on industrial and petroleum statistics in the Annual Statistical Abstract and any other studies or reports specialized in this field.

The section shall be composed of the following units: Mining Statistics unit, Manufacturing and Electricity and Water Statistics unit.

vi) Agricultural Statistics Sections:

The functions of this section shall be the carrying out of censuses or surveys needed for the compilation of indicators pertaining to arable land, agricultural output, methods of production and labor force, compilation of fish statistics with respect to quantities produced seasonally, labour force and modes of production and the data required for computing the sector’s indicators in addition to studying and writing reports in this field. The section will also compute the production index-number for the three components of the agricultural sector and will also prepare data for the relevant chapter in the Annual Statistical Abstract.

This section shall be composed of the following units: This agricultural statistics unit, the livestock statistics units, and fish statistics unit.

vii) Transport and Communication Statistics Section:

The functions of this section shall be the collection of data pertaining to the following activities:

Road transport, Sea transport, Air transport, Number of private and public cars, trucks and lorries, Quantity of goods moved, Number of passengers, Number of aircrafts arriving and departing and activities of goods and number of passengers, Number of ships operating, Ports activity and the quantities of goods loaded and unloaded by destination and origin, Number of mail received and mail dispatched and other communications activities including telegram and telephone service and number of personnel employed.

Also the section will prepare the data required for the relevant chapter in the Annual Statistical Abstract and any other studies or reports in this field.

The Section shall be composed of the following units: Transport statistics unit and Communication statistics unit.

Secondly: Population and Social Statistics Division:

This Division shall collect, process and analyse demographic and social statistics obtained through census or sample surveys or from official records.

This Division shall be composed of five sections as follows:

i) Census & Population Surveys Section:

The functions of this section shall be the designing of population surveys and censuses and determining their phases, manpower required and the administrative framework and updating it. The section shall also scrutinize and code the data obtained through surveys and censuses and shall prepare such data for computer processing. It shall also analyse the results obtained and shall produce studies on the structure and characteristics of the population in addition to establishing life tables and forecasting population growth. The section shall prepare the data required for the chapter on population in the Annual Statistical Abstract.

This section shall be composed of three specialized units: Survey and census design unit, data coding and scrutiny unit, and population statistics unit.

ii) Vital Statistics and Migration Section:

The function of this section shall be the collection of data on births and deaths from official records and tabulate it for further anlaysis. The section shall also collect data on migration, analyse it and write reports on vital indicators. It shall also prepare the data required for the chapter on Vital Statistics and Migration in the Annual Statistical Abstract.

The section shall be composed of two specialized units: Births and Deaths Statistics unit and Migration Statistics unit.

iii) Manpower Statistics Section:

This section shall collect data on size of labour force and its economic and social structure, from official records available or through field surveys which will cover both public and private sectors. The section shall also make projections with regards to the size and structure of labour force. It will also collect data on wages and salaries in the Government and Private sector, number of working-hour and type of economic activity, in addition to computing labour wages index-numbers. The section will also prepare the data required for the chapter on labour statistics in the Annual Statistical Abstract.

This section shall be composed of three specialized units: Labour force statistics unit, Labour force surveys unit and Labour wages statistics unit.

iv) Household Budget Surveys Section:

This section shall design, implement and produce the findings of the household budget surveys with respect to pattern and volume of private consumption expenditure. The section shall estimate, furthermore, future private consumption of basic commodities.

This section shall be composed of two specialized units: Household budget survey design and analysis unit, and data coding and scrutiny unit.

v) Social and Services Statistics Section:

The function of this section shall include the collection of statistics on marriages and divorces and the analysis of those statistics with respect to age and sex and the analysis of social services statistics in areas such as education, health and judiciary.

This section shall be composed of three specialized units: Education Statistics unit, Health Statistics unit and Courts and Justices unit.

Article (4)

The functions of the Statistical Research and Data Processing Department shall be as follows:

1. To analyse data and survey results, and concepts and sample size in every surveys.

2. To determine the framework, the statistical concepts and sample

3. To promote statistical means and methods of survey design.

4. To make available the books and references needed for the statistical work.

5. To organize training courses for personnel in the statistical units in the public sector.

6. To facilitate the tasks of the experts and the personnel being trained abroad and to organize seminars and lectures in the subject of statistics.

7. To maintain contacts between the Central Statistical Organization and Internal and Regional Statistical bodies.

8. To process data and tabulate it in such a manner that can be published.

9. To work out the Organization’s operational plan and to follow-up its implementation and to co-ordinate between the Organization and other statistical units in the State.

This Department shall be composed of two Divisions.

Firstly: Survey Design and Statistical Follow-up Division:

This Division shall analyse the results of the surveys and their scientific significance, determine the size of the samples, train the personnel, work out the Organization’s operational plan and facilitate the coordination between the Central Statistical Organization and Internal and Regional Organization that have the same functions.

This Division shall be composed of the following four sections:

i) Survey Design and Statistical Analysis Section:

This section shall study the surveys carried out by the Organization with the aim to develop it, to determine the size of sample in every survey on the basis of the outline drawn up by the Economic and Demographic Statistics Department, analyse the results of the surveys and determine its scientific significance.

This section shall be composed of two specialized units: Statistical Analysis unit and Sampling unit.

ii) Performance, Promoting, and Training Section:

The functions of this section shall be to develop the statistical concepts and classification in accordance with the Organization’s functions and in light of the requirement of the concerned Government Departments. It will also organize training courses for the personnel in the Central

Statistical Organization and for the personnel in Statistical Offices in other Government Departments, and will secure the availability of statistical references and publications through exchange arrangements between the Organization and other Statistical Offices in the State.

This section shall be composed of two specialized units: Performance Promotion and Training Units and the Library Unit.

(iii) Scientific and Technical Co-operation Section:

The functions of this section shall be to reply to external correspondences specially those received from international and regional institutions e.g. United Nations and Arab League questionnaires. Also shall provide interpretation services with regard to the Organization’s activity and will organize and follow-up personnel training abroad in addition to facilitating expert’s contracts with the sections in light of the President’s instructions.

This section shall be composed of three specialized units: International institutions and experts unit, scholarships unit and interpretation unit.

(iv) Follow-up and Co-ordination Section:

The functions of this section shall be to propose, in consultation with other Departments and Sections, the annual Organization’s plan and to follow-up the implementation of the plan and submit follow-up reports to the President of the Organization.

Secondly: The Data Processing Division (The Computer)

The functions of this Division will be the processing of the data.

The Division shall be composed of three sections:

i) Programming and Systems Analysis Section:

The function of this section shall be to write systems and programmes required for the processing of statistical data obtained and to document those programmes for revision and updating by systems analysts.

This section shall be composed of two specialized units Programming unit and Systems Analysis unit.

ii) Data Entry Section:

The functions of this section shall be to enter the data from the questionnaires into magnetic tapes, cards or discs.

iii) Computer Operating and Data Control Section:

The functions of this section shall be to operate the computer and determine priorities with the aim to achieve optimum computer utilization.

Article (5)

The Finance and Administrative Affairs Division

The functions of this Division shall be to propose the annual budget of the Organization, follow-up its implementation, carry-out all administrative and financial duties of the Organization in accordance with the existing laws and regulations and in coordination with the competent departments in the Government. The Division will also keep the files and records of the Organization according to the system approved by the President of the Organization.

This Division shall be composed of five Sections:

i) Financial Accounts Section:

The functions of this section shall be to prepare the annual budget three months prior to the beginning of the next financial year. The budget shall be in the light of the plan of the Organization and in accordance with Government rules and regulations. It shall include the following chapters.

1. Wages and salaries, allowances and benefits.

2. Current expenditure which will include expenditure on services e.g. petrol, electricity, water, printing, publications, paper, catering, rents, mailing, telephone and telex, etc.

3. Minor capital expenditure e.g. office equipment and furniture, care, etc.

The section will also be responsible for all other financial and accounting matters in addition to the Organization’s purchases e.g. stationery.

ii) Administrative Affairs Section:

The functions of this section shall be to carry out all the administrative work in the Organization in addition to keeping of files and records, and dispatching correspondence and the follow-up and handling of administrative matters at the Department of Civil Servants Affairs.

iii) Cartography Section:

The functions of this section shall be to prepare the statistical maps required for field work and to revise it so that it matches with the administrative organization of the State. Also its function will be to prepare the graphs and drawings required for the publications and reports produced by the Organization.

iv) Printing, Publishing and Distribution Section:

The function of this section shall be to supervise the printing of the reports and the Annual Statistical Abstract as designed by other sections and to distribute these publications to the Ministries and Departments concerned and to the international and regional organizations.

v) Services Section:

The functions of this section shall be to furnish other sections of the Organization with all the services they require e.g. cleaning, security, car maintenance, typing, telephone and telex services, etc.

Article (6)

Public Relations Office

The functions of this office shall be to publicize the Organization’s activity, meet the experts and other guests on their arrival, keep files of the office of the President and provide secretarial services to that office.

Article (7)

Every Ministry and Department shall implement this Order within the area of its competence as from this date and this Order shall be published in the official gazette.
