Position in the government
Central Bureau of Statistics is an institution within the system of public administration. It is independent, but responsible to the Ministry of Education, Science and Sports and its minister.
Organizational structure and finance
All activities are financed from the State Budget.
Multi-annual or annual work program
The operation of the Bureau is based on The Official Statistics Act. Its regular statistical surveys are based on the Programme of Statistical Activities of the Republic of Croatia 2004 - 2007, which also gathered other institutions and ministries that make, together with the Bureau, the system of the official statistics.

Annual implementation plans define a title, periodicity, contents, implementation method, territorial characteristics, time schedule and the status of harmonisation of individual statistical surveys with national and international standards.
Main duties
CBS provides to the Government, to the economy and to the public, on an impartial basis, reliable statistical data on the economic, demographic, social, health, and environmental situation, and on activities or events that can be measured by using statistical methods, and ensure the meeting by the Republic of Croatia of international obligations concerning the production and dissemination of official statistics.

Brief history and other relevant background information
In 1875, a State Statistical Office was established in the Kingdom of Croatia, Slavonia and Dalmatia, as part of the Austro-Hungarian Empire.

In 1924, this institution changed its name to the Statistical Office in Zagreb. As early as 1929 the Office completely lost its financial and professional independence and, since then, it had formally been put under the state statistics of the Kingdom of Yugoslavia. In 1939, the Statistical Office was incorporated into the Presidential Office of the Vice-Roy’s Government of the Banovina Hrvatska (the Banate of Croatia).

From 1941 to 1945, in the Independent State of Croatia, there was the Office of the General State Statistics, in organisational sense, within the Government Presidency.

The year 1945 saw the establishment of the Statistical Office of the People's Republic of Croatia. In 1951, this name was changed into the Bureau of Statistics and Records, then in 1956 to the Bureau of Statistics of the People's Republic of Croatia, while in 1963 the name was changed once again to the State Bureau of Statistics of the Socialist Republic of Croatia. Considering finances and personnel, the Bureau was independent. On the other hand, it was obliged to implement uniform programmes and methodologies prescribed by the Federal Statistical Office.

In 1992, the Republic of Croatia established the Central Bureau of Statistics, which has operated under the same name ever since. The Bureau is completely independent in its work, but with a strong tendency of harmonising, as much as possible, its programmes and methodologies with the statistical system of European Union.

The Act on Official Statistics ("Narodne novine", official gazette of the Republic of Croatia No. 103/2003) provides the legal basis for the activities of the Bureau.

The Ministry of Finance, the Ministry of the Interior, the Ministry of Justice, the Croatian Employment Bureau, the Meteorological and Hydrological Service, the Croatian Institute for Pension Insurance, the Croatian Health Insurance Institute, the Croatian Institute for Public Health, the Croatian National Bank, the Financial Agency - FINA, the Surveying and Mapping Authority of the Republic of Croatia.

At the beginning of 2003, the Central Bureau of Statistics established statistical advisory committees for each statistical field. CBS has 15 statistical advisory committees (for registers and classifications; for population statistics; for labour statistics; for statistics on education, culture, research, development, social care and sport; for statistics on living conditions; for public administration and crime statistics; for industry & energy statistics; for construction statistics; for distributive trade, catering & tourism statistics; for foreign trade statistics; for agriculture, forestry and fishing statistics; for environmental protection statistics; for price statistics; for national accounts statistics & fiscal and monetary statistics; for statistics of transport and communications). The meetings are held twice a year.

According to the Article 16 of the Act on Official Statistics, the Central Bureau of Statistics established the Statistical Council and according to the Article 18 of the same Act, the Council consists of 13 members. The Director General of the Central Bureau of Statistics is a member of the Council ex officio.

- local and regional self-government bodies - one member,

- scientific-expert institutions - three members,

and due to Article 19 the members of the Council are proposed by the Director General of the Central Bureau of Statistics and appointed by the Government of the Republic of Croatia. The Council has a president elected among and by the members of the Council.

Access to administrative data
According to the Act on Official Statistics the Central Bureau of Statistics has access to the administrative data.
Data confidentiality
a) According to Articles 59 and 60 of the Act on Official Statistics disclosure of individual data must be prevented.

b) According to the Article 61 of the Act on Official Statistics individual data can only be used for statistical purposes and must be presented in aggregated form only.

PUBLISHING PROGRAMME
On 80 pages, this catalogue guides a user through the titles of all publication of the Central Bureau of Statistics. The title and number of most publications is accompanied with a short summary, deadlines and periodicity of publishing, the level of data presentation, language, format and media on which the publication is available. After the part of the Programme anouncing the deadlines of publishing, there is a list of previously published editions by statistical fields. The pricelist of CBS publications and services is provided at the end of the Programme. Programme is free of charge.

CALENDAR OF FIRST RELEASE ISSUES
This publication is directly linked to the Publishing Programme. Its 44 pages provides a user with the exact date, day and week when a particular first release is to be issued, then a period to which data refer to and the level of presentation. It also provides the months when other statistical publications are to be issued.

The Article 65 in the Act on Official Statistics provides for availability of microdata for scientific research, but with strong restrictions regarding implementation of statistical confidentiality rules.
