Organizational structure and finance
Le système statistique national (SSN) de la République centrafricaine est un système décentralisé mais non intégré, constitué d’unités indépendantes entre elles. Le noyau central du système est constitué par l’Institut centrafricain de la Statistique et des Etudes Economiques et Sociales (ICASEES) créé par la loi n° 01/008 de juillet 2001.
L’ICASEES se substitue à la Division de la Statistique et des Etudes Economiques et Sociales (DSEES), administration centrale sous la tutelle du Ministre délégué auprès du Premier Ministre, chargé du Plan et de la Coopération Internationale. Toutefois, faute d’un décret l’organisant, l’ICASEES n’est pas encore en place. Dans la suite de ce document, nous nous référerons à la DSEES pour désigner l’organe statistique central de la République centrafricaine.
Au 1er janvier 2003, la DSEES comptait un effectif de 38 agents tous titulaires, ainsi répartis : 1 Ingénieur statisticien économiste, 6 Ingénieurs des travaux statistiques, 6 démographes et 25 autres salariés dont 10 cadres moyens (Adjoints techniques de la statistique.)
Pour l’année 2002, le budget de fonctionnement voté, hors charges de personnel, était de 37 millions de FCFA dont 20 millions ont été dépensés. Pour 2003, les montants étaient respectivement de 40 et 25 millions de F CFA.

The DSEES is responsible for preparing and providing the technical secretariat of the CNS. In addition, it carries out traditional activities, as follows:
o Performance of statistical surveys;
o Periodic publication of yearbooks and statistical surveys.

Le système statistique centrafricain mis en place depuis la veille des indépendances par l’administration coloniale, s’est transformé au fil des années pour devenir une Direction en 1983, puis Division des Statistiques et des Etudes Economiques en 1987 et Direction Générale de la Statistique, des Etudes Economiques et Sociales (DGSEES) conformément au Décret N°04.361 du 03 décembre 2004.
La Loi Statistique N°01.008 du 16 juillet 2001 a régi les activités statistiques par l’érection de cette dernière en Institut Centrafricain des Statistiques, des Etudes Economiques et Sociales (ICASEES), sous la tutelle du Ministère de l’Economie, du Plan et de la Coopération Internationale. En attendant la mise en place effective de l’ICASEES, la DGSEES assure la coordination des activités statistiques dont les principales tâches sont les suivantes:
i) la coordination et programmation des activités du Système Statistique National ;
ii) la production de l’information statistique ;
iii) la diffusion des données.
Par ailleurs, elle est chargée de préparer et d’assurer le secrétariat technique des opérations du Conseil National de la Statistique (CNS) créé par Décret N°01.273 du 02 octobre 2001.1 A ce titre, elle coordonne les activités des Commissions techniques.

The current legal documents governing statistical activities in the Central African Republic (CAR) are:
o The Presidential Decree of 1961 that guarantees the confidentiality of responses to statistical surveys;
o The Statistics Law (Law 01.008) promulgated July 16, 2001 and guaranteeing, in its Section I, statistical secrecy; in its Section II, the obligation to respond to statistics questionnaires; and, in its Article 5, the scientific independence with which units must carry out their missions, in accordance with the rules on methodology and techniques normally adopted in this area;
o Decree 01.273 of October 2, 2001 on the organization and operations of the National Statistics Council (CNS).
The Statistics Law applies to all statistics units operating in the country.

The CNS is specifically responsible for:
o Defining and promoting statistical activities and socio-economic data and centralizing them at the national level;
o Helping to develop the statistical activities of public and semipublic units and agencies and, in this context, gradually standardizing the pertinent administrative forms to facilitate their statistical processing;
o Defining, in light of economic and social development imperatives to be achieved, the program of statistical activities to be carried out, setting deadlines for their implementation, establishing annual public programs, and monitoring the technical implementation of the work;
o Coordinating the statistical studies and surveys of public and private agencies, both national and international, the latter when the pertinent activities partly or completely take place on the territory of the Central African Republic;
o Assisting in the development of data processing;
o Ensuring the enforcement of observance of the requirements to respond and for professional secrecy in the area of statistics.

Release calendar (existence, when and how published)
DSEES publications are disseminated simultaneously to all potential users, as follows:
o Placing of the publications in bookshops to ensure wide dissemination to the public;
o Distribution of publications to ministerial departments and international agencies; and
o Dispatch to correspondents requesting them
Release calendars are not announced in advance. Nevertheless, the DSEES sometimes indicates in its publications a list of future publications.
