ORDER OF 12 DECEMBER 1997
on the operation of the statistical survey quality label committee
The Minister for Economic Affairs, Finance and Industry,
Having regard to Law No 51-711 of 7 June 1951, as amended, on statistical obligations, coordination and confidentiality;
Having regard to Decree No 73-314 of 14 March 1973, as amended, creating a national system of identification and a register of enterprises and their establishments;
Having regard to Decree No 84-628 of 17 July 1984, as amended, on the prerogatives, composition and operation of the National Council for Statistical Information and in particular Article 12.1 thereof.
Orders:
Article 1 - The statistical survey quality label committee established by Article 12.1 of Decree No 84-628 of 17 July 1984, as amended, shall examine the draft surveys of services producing statistical information.
In the case of national and Community surveys, the competent group of the National Council for Statistical Information shall give an advance opinion on their advisability.
In the case of regional surveys, the quality label committee shall hear the opinion of the Regional Committee for Economic and Social Information or, in its absence, of any other expert body for regional or local concerted action.
Article 2 - The statistical survey quality label committee shall be chaired by an Inspector General of the National Statistical and Economic Research Institute appointed for a term of three years, that can be renewed once, by the Minister responsible for the National Statistical and Economic Research Institute, following proposal by the executive of the National Council for Statistical Information.
The quality label committee shall have four groups respectively competent for statistical surveys aimed at:
- enterprises, national public bodies and their establishments;
- households and the natural persons forming part thereof;
- agricultural concerns and their operators;
- local authorities and local public bodies.
Article 3 - The group competent for statistical surveys of enterprises, national public bodies and their establishments shall include, in addition to the chairman of the quality label committee:
- a representative of the National Council of French Employers;
- a representative of the Assembly of French Chambers of Commerce and Industry;
- a representative of the Standing Assembly of Chambers of Trades;
- a representative of the General Confederation of Small and Medium-Sized Enterprises;
- a representative of workers’ trade unions;
- the secretary general of the centre for the registration and revision of administrative forms, or his representative;
- the Director of the National Statistical and Economic Research Institute, or his representative;
- the head of the surveying department, or his representative;
Article 4 - The group competent for statistical surveys of households and the natural persons forming part thereof shall include, in addition to the chairman of the quality label committee:
- two persons appointed by the National Commission for Information Technology and Civil Liberties;
- a representative of workers’ trade unions;
- a representative of the National Union of Family Associations;
- the Director of the National Demographic Research Institute, or his representative;
- the secretary general of the centre for the registration and revision of administrative forms, or his representative;
- the Director of the National Statistical and Economic Research Institute, or his representative;
- the head of the surveying department, or his representative;
Article 5 - The group competent for statistical surveys of agricultural concerns and their operators shall include, in addition to the chairman of the quality label committee:
- a representative of the National Federation of Farmers’ Unions;
- a representative of the agricultural mutual social insurance scheme;
- a representative of the Standing Assembly of Chambers of Agriculture;
- a representative of the National Agronomic Research Institute;
- a regional or departmental director of agriculture;
- either the Director of the National Statistical and Economic Research Institute, or his
representative, or the head of the statistical service of the Ministry of Agriculture, or his representative;
- the head of the surveying department, or his representative;
Article 6 - The group competent for statistical surveys of local authorities and local public bodies shall include, in addition to the chairman of the quality label committee:
- three representatives of Regions, Departments or Municipalities;
- a representative of the Delegation for Regional Development and Regional Action;
- a representative of the Association of French Chambers of Commerce and Industry;
- a departmental paymaster general;
- a secretary general for regional affairs;
- the Director-General of Local Authorities, or his representative;
- the Director of the National Statistical and Economic Research Institute, or his representative;
- the head of the surveying department, or his representative;
Article 7 - The secretariat of the quality label committee shall be provided by the statistical coordination department of the National Statistical and Economic Research Institute. The quality label committee shall, where necessary, call upon experts from public statistical services.
Article 8 - The Order of 10 January 1994, as amended, establishing, within the National Council for Statistical Information, a quality label committee for the statistical surveys of public services and other services producing statistical information shall be repealed.
Article 9 - This Order shall be published in the Official Journal of the French Republic.
