Official Statistics Ordinance
Promulgated on 15 March 2001.
The Government prescribes as follows.

Area of application
Section 1. This Ordinance contains regulations supplementing the Official Statistics Act (2001:99).
Official statistics
Section 2. Official statistics are such statistics as are described in the Annex to this Ordinance. The Annex also indicates which government authorities are responsible for official statistics (hereinafter designated statistical authorities).
It is the sole prerogative of the Government to decide on substantial changes in the official statistics.
Bringing of actions to prohibit use of the symbol, etc.
Section 3. Pursuant to section 22 of the Official Statistics Act (2001:99), Statistics Sweden is responsible for bringing actions to prohibit the continued use of the symbol for official statistics or the designation Official Statistics of Sweden, or any symbol or designation that is liable to be mistaken for the official symbol or designation.
Collection of data
Section 4. Data for the official statistics shall be collected in such a manner as to make it as easy as possible for respondents to provide information.
Section 5. A statistical authority is entitled to issue additional regulations to ensure the implementation of Sections 7-11 of the Official Statistics Act (2001:99).
Section 6. Government authorities shall supply the data required for the production of official statistics to the relevant statistical authorities. The data shall be submitted in a form agreed upon by the authorities concerned.
Information for respondents
Section 7. When a statistical authority collects data for the purposes of official statistics from a party other than a government authority, it shall at the same time provide information regarding:
-the purpose for which the data is being collected,
-the regulations on which the duty to provide information is based,
-who has commissioned or ordered the collection of data,
-whether consultation has occurred with the organisation representing the respondent,
-the rules that apply for the protection of information,
-the rules that apply for the storage of information,
-any penalties that a respondent failing to provide information may incur,
-other factors that are of any importance in the connection, such as the right of the individual to apply for access to information and redress.
If the provision of information is voluntary, the authority shall inform the respondent of this fact.
Processing of personal data, etc.
Section 8. The Annex indicates the circumstances under which processing of personal data coming under Section 15 of the Official Statistics Act (2001:99) is permitted.
Section 9. Data that is processed to produce official statistics may also be processed to produce other statistics and for research purposes. This is, however, conditional on there being no incompatibility between the purpose of such processing and the purpose for which the data was collected.
Section 10. The statistics production activities of any statistical authority shall be so organised as to keep them separate from the other activities of the authority.
Section 11. Statistics Sweden may process data in the following registers for the purpose of providing database services pursuant to Sections 2 and 3 of the Ordinance containing Directives for Statistics Sweden (1988:137):
- Total Population Register (TPR),
- Register of Population Changes,
- Population and Housing Censuses,
- Property Tax Assessment Register,
- Education Register (UREG),
- Labour Force Surveys (LFS),
- Business Register,
- Foreign Trade Register,
- Register of Income and Wealth (IoF),
- Employment Register,
- Longitudinal Register of Education and Labour Market Statistics (LUCAS),
- Value-added Tax Register,
- Income Statements Register,
- Occupational Register,
- Register of the Living Conditions Surveys (ULF),
- Agricultural Register (kept by the Swedish Board of Agriculture),
- Register of Criminal Convictions (kept by the National Council for Crime Prevention),
- Car Statistics Register (kept by the Swedish Institute for Transport and Communications Analysis).
Elimination
Section 12. Before a statistical authority, pursuant to Section 19, paragraph 1 of the Official Statistics Act (2001:99), eliminates data from its records, it must inform the National Archives.
The National Archives may communicate regulations regarding exceptions from elimination, pursuant to Section 19, paragraph 2 of the Act.
Availability
Section 13. The statistical authorities shall provide documentation and quality declarations for the official statistics, and shall make these statistics available to the general public.
Section 14. Official statistics based on individuals shall be disaggregated by sex unless there are special reasons for not doing so.

1. This Ordinance enters into force on 1 April 2001. It supersedes and nullifies the following legal instruments:
a) the Statutory Order regarding the provision of data for title registration and property price statistics (1970:27),
b) the Duty of Agricultural Enterprises to Supply Information Ordinance (1992:1032),
c) the Official Statistics Ordinance (1992:1668),
d) the Ordinance regarding the Use of Certain Personal Registers for Purposes of Official Statistics (1995:1060).
2. Regulations that have been issued pursuant to Section 4 of the Official Statistics Ordinance (1992:1668) shall, when the new Ordinance is applied, be regarded as issued pursuant to Section 5 of the new Ordinance.
3. With regard to the processing of personal data covered by the Data Act (1973:289), in place of the provisions given in Section 8 of this Ordinance, the equivalent provisions in the Data Act shall apply up to and including 30 September 2001.
