Armenia
Short summary: Armenia is among the countries (https://open-sdg.readthedocs.io/en/latest/community/) using Open Source Data Platforms for SDGs that successfully developed its own customized open source SDGs National Reporting Platform (NRP). The NRP for statistics on SDGs is a key tool for disseminating and reporting national statistics for the global SDGs indicators. The NRP provides the framework for monitoring progress towards the implementation of the UN 2030 Agenda. At the first stage, Armstat has studied the experience of developing an NRP for the US SDGs indicators and Training Materials, and with the support of the UNFPA Armenia Country Office has launched a similar platform for Armenia on 29 December 2017. At the second stage, 21-25 January 2019, thanks to the US colleagues support, technical support by Data Scientist from the Center for Open Data Enterprise (CODE), and funds provided by the UNFPA and IOM Armenia Country Offices, has improved the NRP, in particular, the functionality, visualization, data structure, data security and data flows. Platform has a possibility to provide administrative data owners (administrative registers) with an online access to Platform as well. A basic training was conducted for Armstat`s staff to maintain and manage the Platform in the future. On 17 September 2019, the new NRP on SDGs indicators was launched (http://sdg.armstat.am/), based on the US experience of using Open Data Source. Features of the NPR: comparable, timely, transparent and publicly accessible, user-friendly. The most appealing aspects of Open SDG are the ease of maintenance, the high level of control, and the country ownership. Customizations added: the goal layout is a two-column target/indicator arrangement; national indicators differ from the global indicators. The platform is available in Armenian, English and Russian. “Armenia - Case Study” on launching NRP (https://armstat.github.io/sdg-site-armenia/) has been developed and added to the Open SDG Community and posted at the CODE`s website (https://open-sdg.org/community/armenia). Bangladesh
Short summary: Bangladesh has been lauded by the United Nations as well as the international development community as the epitome for socio-economic gains achieved under the Millennium Development Goals (MDGs). This indicates that Bangladesh is well positioned to emerge as a global thought leader with regard to achieving the Sustainable Development Goals as well. Most success in attaining the SDGs will rest, in part, on how well efforts can be guided and where resources are directed. For a Government to plan and monitor the impact of its policies, it must be able to benchmark data and see year on year progress. An effective, widely used, comprehensive SDG monitoring framework will provide essential support in order to achieve the SDGs. Creation of monitoring mechanism is important for reliable assessment of progress towards SDGs. The SDG Tracker is therefore intended to create an online data repository for accurately monitoring implementation of various initiatives in line with the SDGs leading to efficient resource allocation and effective policy making for inclusive and sustainable development. Bangladesh Bureau of Statistics (BBS), Statistics and Informatics Division (SID) in partnership with the Cabinet Division and the Prime Minister's Office- in collaboration with General Economics Division (GED) of Planning Commission and other government and private stakeholders, designed and developed SDG Tracker where Access to Information (a2i) Programme of ICT Division provides the technological and knowledge support. This SDG Tracker aimed at creating a data repository for monitoring the implementation of SDGs, strengthening timely data collection and improving situation analysis and performance monitoring of achieving the SDGs along with other national development goals. Belarus
Short summary: National platform for reporting indicators of Sustainable Development Goals (NPR) was developed in 2018 with the financial support of the UN country offices in the Republic of Belarus to collect, compile and disseminate relevant information on the current situation with the achievement of the SDGs in the country in accordance with the international approaches. The NPR concept was developed taking into account the most advanced technological and methodological developments in the field of functioning of similar platforms in other countries, as well as the latest innovations in organizational and technical regulations of cooperation between government agencies. NPR is a single source of data for national and international users reviewing and tracking progress towards the SDGs in Belarus. It helps avoiding duplication of efforts to provide data to custodial agencies and create parallel data flows; it is widely used in the development of national strategic documents and country cooperation programmes with UN agencies; through feedback it helps improve the national SDG indicators system. The platform provides automatic conversion of data into machine-readable formats and is adapted to the SDMX statistical data dissemination standard. These features facilitate the transfer of data to the international level. NPR has implemented a user-friendly interface that allows uploading new indicators with any level of disaggregation, as well as methodological information for them, without the use of any programming tools. Personal profiles for data providers are designed for this purpose. The coordination of data flows for uploading to NPR, moderation and administration of the platform is done by Belstat. Modern visualization methods are implemented on the NPR: it allows the user to form analytical tables and select the most appropriate types of graphical representation. Visualization tools using cartographic services are provided to present geospatial information. Calculation methodology and other background information are provided for each available indicator. All proxy indicators are marked with tooltips so that they can be easily distinguished from the official global indicators. NPR provides multilingual support (Russian and English), searching for information, and access to different browsers and devices, including mobile phones. NPR is an excellent example of best practices among CIS-countries and a result of successful cooperation with UN agencies. Short summary: The SDG indicators are presented on www.indicators.be. It currently presents 82 indicators. For each indicator, this platform provides data on Belgium, and when available, disaggregation by region, sex, income, education, etc. Data is provided in chart and tabular form and can be downloaded. For each indicator, a description is also supplied, with short texts on definitions, objectives, evolution, international comparison, available disaggregation and link with the SDG’s. In addition, an assessment of the progress of indicators towards their objectives (ideally quantified, but it’s not always possible to identify a politically agreed quantified objective). The SDG portal provides a regional perspective of the current state and progress towards the 17 Sustainable Development Goals agreed within the framework of the United Nations Sustainable Development Program until 2030. The data portal includes UN SDG indicators from the globally agreed SDG indicator framework for which the data source can be identified. Also, the BiH SDG portal should enable international organizations responsible for the methodological development of indicators to download BiH data and use it in global reporting. Brazil
Short summary: The Brazilian SDG Indicators Platform is the result of a collaborative effort of the national data producers, coordinated by the Brazilian Institute of Geography and Statistics (IBGE). The Platform integrates many IBGE platforms, so as to take the best advantage of the infrastructures in IT and the acquired experience using different tools. It has two environments. The Platform for the Production and Analysis of Information uses digital tools of IBGE for the production, analysis and communication of SDG indicators: Statistical Metadata System, SIDRA database and Interactive Geographic Platform (IGP) which was developed by IBGE for geospatial information analysis. Once in this Platform, the SDG indicators can be analyzed together with other elements of interest, such as roads, rivers, maps or any geoservice published in the National Spatial Data Infrastructure (NSDI). Also, the Platform adheres to the SDMX standard for data and metadata interoperability. Within the IBGE Statistical Metadata System, there is a specific section for the SDG metadata where the SDG work team fills out the standardized methodology sheets (MS) to communicate the SDG indicators, taking into account elements that would compound the complete metadata to avoid duplicate efforts. The methodology sheet has technical specifications of each indicator, enabling the comprehension and analysis of the indicator. The Statistical Metadata System allows the participation of other national data producers who can complete the MS as well (previously registered and using a password). This procedure also contributes to the collaborative process of producing SDG indicators and is one of the ways to address quality assurance. Also, the MS are presented to users in the Brazilian SDG Platform, giving important technical information, ensuring transparent data accessibility and easier use. After that, the partner institution produces the indicator and the methodology sheet, send to IBGE which proceeds to the analysis (validation process). In general it is necessary to hold another meeting to continue the discussions and refine the indicator. Again IBGE analyses the indicator until it is in accordance with the global methodology and in accordance with international standards. Short summary: In Colombia it is important to mention that: The SDG Platform is managed by the National Planning Department (DNP, for its acronym in Spanish). Moreover, DANE has developed a web section related to SDG on the official website of the entity to make visible and integrate the work carried out by DANE, in achieving compliance with the goals and indicators set globally. The information presented is complementary to the SDG page managed by the DNP, as it includes information the methodological sheet of the calculated indicators, and accounts for the progress in the production of various indicators. In the last update, the existence of the global, regional and national frameworks are included and recognized. Additionally, various documents related to the SDGs are published in the web section. In 2022, 3 documents were published: the document measuring the progress of the SDGs in Colombia based on the OECD methodology, the Guide to the Availability of Territorial Information of the SDGs and the document advances in the measurement of indicators in Colombia - ODS 2.4.1 and 12.3.1, that was carried out in conjunction with FAO. Namely, the database of indicators, in Excel, is updated to the last indicators worked on. However, there is the possibility that some indicators reported in the global database aren’t included in the national portal, and this is because we are not aware of the data validation process. Short summary: In the Czech Republic the SDG monitoring is carried out in cooperation with the Czech Statistical Office, the Ministry of the Environment, the Ministry of Regional Development and Czech Environmental Information Agency. Until now, two evaluation reports have been issued - one at the national level (Report of the Quality of Life and its Sustainability), the other at the global level (Report on the Fulfilment of the 2030 Agenda for Sustainable Development in the Czech Republic) and the second VNR. Short summary: Statistics Denmark has received a government appropriation for transmission of data to the UN-system for monitoring purposes of the SDGs and for establishing a national reporting platform for monitoring the SDGs. Short summary: A dedicated section on the website is established with entry from the ssb.no front page: https://www.ssb.no/en/sdg Indicators based on available official statistics as well as some other official sources of information are presented. The section is continuously expanded with indicators. However, the solution is about to be re-prgrammed and improved in order to better present disaggregated data and allow users to make desired selections. We do also present indicators made by other national statistics producers and data providers. E.g. the Norwegian Environmental Agency and the Norwegian Institute of Public Health are essential partners in our work and are being involved when we prepare the indicators where they are also the data producers or have specific knowledge. This will be the case for the indicators under target 2.5 since FAOs method deviate from the national preferred calculations, but in order to have comparable data the national data producers has recommended to use the FAO calculations (to be updated on the platform soon). Short summary: According to the Romania’s National Strategy for Sustainable Development 2030 (NSSDR), the National Institute of Statistics (NIS) has the task to update national set of indicators based on the new priority goals and targets established in the NSSDR and taking into account the set of indicators established at UN and EU level for the implementation of the 2030 Agenda for Sustainable Development. Serbia
Short summary: Statistical Office of the Republic of Serbia (SORS) organized their SDG tool in 2017 and nowadays SDG’s are presented in several ways. The first one was SDG profile in pdf format and it presented 43 SDG indicators for the Republic of Serbia. SORS was the only source of presented SDG indicators. SORS used DevInfo software for presenting Millennium Development Goals and afterwards it was adjusted for the SDG`s purpose. Meanwhile, the SDG national database was created as well as Open Data Portal. All these mentioned tools are updated quarterly. The automated system sends email notifications to SDG data providers and the data is presented visually in SDG portal. SDG Progress Reports for the Republic of Serbia are published annually. The reports contain an analysis of available SDG data and progress made. Till now two progress reports have been published, in 2021 and 2022. The special focus was on SDG data disaggregation by various characteristics. Five thematic LNOB publications were made: among the population in Roma settlements, among youth population, differences by type of settlement and between regions, from a gender perspective and from the perspective of life and development of children. Short summary: Following international recommendations, the National Institute of Statistics of Spain (INE Spain) launched in December 2018 the National Platform of SDG Indicators in order to disseminate the data corresponding to these indicators for Spain and thus facilitate the monitoring of progress towards the goals and targets of the 2030 Agenda. The INE is in charge of platform maintenance. The platform has the following three objectives: - Collection of information available on the SDGs for Spain. - Dissemination and visualization of data through a single access point. - Inclusion of SDMX files for the transmission of the data to custodian agencies. One of the main characteristics of the platform is that it follows the same structure as the 2030 Agenda itself: objectives, goals, indicators. The category “sub-indicators” has been added to name the data series that are offered. For each indicator, it is specified if it is available, if sources of data are being explored or if it is not applicable to Spain. For each sub-indicator, the Platform provides the source from which the data is obtained, its methodology, as well as tables with details results and graphs of certain variables, according to the characteristics of each sub- indicator and depending on the information available. As of September 2022, Ia set of 460 sub-indicators corresponding to a total of 173 indicators are available for Spain, besides 9 are not relevant and 5 are not applicable, which implies a coverage of 75%. Short summary: Statistics Sweden is tasked by the Swedish government to follow-up the 2030 Agenda on national level. For that purpose a portal has been set up to make the indicators available to policy makers and to the public at large. In the first version of the portal 151 of the 299 indicators that are in the national indicator list are published. More indicators will be added in coming updates. 45 of the indicators are national indicators that are developed for Sweden as a complement to the global indicators. Two of the indicators are so-called proxy indicators that replace the global indicator when the global indicator is not available but other information on the same subject is. The indicators are presented as key figures, tables and graphs. Statistics Sweden has, together with other producers in the national statistical system, selected what disaggregations to present based on availability, relevance and communicability. Under each table or graph, links are posted that leads to more statistics in the area and to further information on the quality of the indicator (metadata). The assessment of the progress in achieving the SDG is measured in two directions: the current status and the expected gap in progress according to the methodology of the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP). The current status measures progress in achieving the set goals since 2015. The expected gap in progress measures the gap between the projected values of the indicators and the target values for them for 2030. The assessment is actualized at the level of SDG’s indicators, targets and goals. The calculation was conducted for 110 out of 183 national indicators of SDG, approved by the order of the Cabinet of Ministers of Ukraine dated 21.08.2019 № 686-p "Data collection issues for monitoring the implementation of sustainable development goals", and for which target values for 2030 have been identified. Information on this work was provided and posted on the UNECE website. In addition, a section "Sustainable Development Goals" has been created on the official SSSU website. Short summary: The Federal Competitiveness and Statistics Centre (FCSC) serves as the Secretariat of the UAE National Committee on SDGs. It consist of 17 federal level entities, mandated to report and monitor progress made towards the SDGs. The SDG Data Hub (the HUB) serve the purpose to track, monitor and report milestones and progress towards the implementation of the SDGs to UAE Cabinet and UN Department of Economic and Social Affairs. The HUB, with four main pillars, Open SDG indicator data at Emirate-level, Data Stories, Initiatives, and Media, serve as a centralized platform to decision makers whilst educating and engaging the whole-of-society about SDGs. Transforming the UAE’s sustainability aspirations into initiatives makes it easier for communities to participate and implement the SDGs. The objective of the HUB is to highlight key projects, related to SDGs, to educate and increase whole-of-society’s SDG knowledge through interactive and engaging tools. Additionally, the Prime Minister’s Office monitors the government performance of all the UAE’s government entities (ministries & authorities). The opportunity was to align and coordinate these entities’ efforts toward the SDGs, highlight the success stories, and share any lessons that can be beneficial to other government entities and the world. Thus, an overall project was undertaken to coordinate the government efforts and programs, highlighting the achievements and programs of the UAE government to achieve the Sustainable Development Goals, and enable ministries and government authorities to follow up on progress in achieving these goals through the Digital SDG Dashboard (DSDGD) which will support the country in its vision realization and to promote wellbeing and prosperity as core values in the society and the world. United Kingdom of Great Britain and Northern Ireland
Short summary: Through collaboration with the US, the UK Office for National Statistics (ONS) developed Open SDG , as a free-to-reuse, open source, multilingual reporting platform. We developed both the vision and design principles including being ‘accessible’, ‘user-centred’ and ‘open-source’. As guardians of the product, we work closely with countries, regions, and cities to promote the platform. The UK SDG reporting platform is built using Open SDG. ONS also provides direct support to other countries and UK local authorities to use the resource and establish their own SDG reporting. Through collaboration with partners across the world , we have been able to optimise the development of Open SDG and the support we offer. For sustainability and efficiency, we created written guidance and video tutorials. We have directly supported multiple countries to use Open SDG, through the UNSD-FCDO project. Open SDG is freely available for any country or organisation to use and can be hosted and maintained using free services. Users are encouraged to customise the site for their own purpose. The platform facilitates the reporting of open machine-readable data and metadata, enabling interoperability with UN regional and global platforms. To date, there are over 30 implementations , with platforms at national, regional, and organisational levels. The community fosters the opportunity for peer learning, to share best practice in creating unique SDG National Reporting Platforms using Open SDG. Open SDG has been recognised as a UN Good Practice for increasing the transparency of SDG data, unlocking the power of data through new presentation and dissemination techniques. We passed the GDS Standard Beta assessment, and the project received an A+ at FCDO reviews in 2020 and 2021. We undertake annual accessibility audits, to ensure the platform is AA compliant against the Web Content Accessibility Guidelines (WCAG) 2.1 and can be used with assistive technologies. Uzbekistan
Short summary: In 2019, with the technical support of the United Nations Development Program in the Republic of Uzbekistan, the National Website on Sustainable Development Goal Indicators (https://nsdg.stat.uz/) was developed to monitor the achievements of the SDGs and disseminate up-to-date information on the current situation in the country. The concept of the website was developed taking into account the advanced technological and methodological developments in the field of operation, as well as the latest innovations. The SDG website is a source of data for national and international users who analyze and track progress towards the SDGs in Uzbekistan. This helps to avoid duplication of data provision efforts; it is used in the development of national strategic documents and country cooperation programs with UN agencies; through feedback, it helps to improve the national SDG indicator system. The platform provides automatic data conversion into machine-readable formats. These features make data dissemination easier. The website has a user-friendly interface that allows to upload new indicators with any level of detail, as well as methodological information for them, without using any programming tools. The coordination of data flows for downloading and administration of the platform is carried out by the State Committee of the Republic of Uzbekistan on Statistics. The website implements modern visualization methods: this allows the user to create analytical tables and choose the most appropriate types of graphical representation. Calculation methodology and other background information is provided for each available indicator. The website provides support in Uzbek, Russian and English. The website is an excellent example of good practice among the CIS countries and the result of successful cooperation with the UN system. In addition, the State Committee of the Republic of Uzbekistan on Statistics prepared and published in three languages (Russian, Uzbek and English) "Collections of statistical indicators for achieving the National SDGs in the Republic of Uzbekistan" for 2018, 2019, 2020 and 2021.Also, the State Committee on Statistics has introduced a new ESCAP tool - SDG "Tracker", designed to assess national progress in achieving the Sustainable Development Goals and inform about progress in a politically relevant way so that the country can use its national data and indicators and create a convenient for the user dashboard. Currently, work is underway to enter the available information into the SDG "Tracker" dashboard. Data source: The national SDG monitoring system includes 190 indicators recognized as relevant for the country. Information on 128 National SDG indicators in three languages (Russian, Uzbek and English) is currently published on the website of the State Committee on Statistics, and 60 indicators are on the SDG “Tracker” dashboard. Zimbabwe
Short summary: ZIMSTAT received technical assistance from AfDB as part of the Africa Information Highway to build an Open Data Platform (ODP). The platform is not only dedicated to SDGs but allows the Agency to implement a one-stop platform where users can explore all statistical data being disseminated. The ODP is a user-friendly tool where users can access a wide range of development data. The tool allows ZIMSTAT to: - Upload SDGs datasets and maintain them updated regularly. - Create Dashboard for each SDG indicator once the data are uploaded - Publish through the SDGs page on which users can browse to visualize SDGs indicators. - Disseminate SDGs metadata through a metadata page setup (page still work in progress) Data source: Data mainly from censuses and surveys conducted by NSO as well as administrative data from other organisations mainly MDAs.
