Judith Kilobi-Otieno is a Senior Assistant Director of Civil Registration Department (CRD) in Kenya and heads the Vital Statistics Division. She is responsible for analysis and dissemination of vital statistics from civil registration. She has immense experience in CRVS having worked with the CRD for the last 22 years. She holds a Bachelor of Arts in Geography and a Master of Arts in Population studies. She has also undertaken Senior Management training and Strategic Leadership Development training and in monitoring and evaluation and data demand and use.
She is credited for: pioneering and coordinating the annual analysis and publication of vital statistics reports in Kenya from 2010 to 2017, coordinating the Comprehensive Assessment of the CRVS system in Kenya and development of the Civil Registration Departments’ Strategic Plan 2013-2017, coordination of stakeholders to support CRVS activities through the national TWG on CRVS and the focal person for vital statistics, lead person for CRVS during the development of the country’s’ investment case for GFF for reproductive, maternal, new-born and Child Health for Kenya, and has represented CRD in many national and international fora on VS like the ASSD, African Ministers responsible for Civil Registration conference, among others. Judy has membership in several national associations.
