Dr. Albert is a Senior Research Fellow of the Philippine Institute for Development Studies. He was a former Chief Statistician of the Philippines *(heading the now defunct National Statistical Coordination Board as its Secretary General). Dr. Albert is also a member of various bodies and expert groups on statistics, and related matters, including the UN Global Pulse Privacy Advisory Group and the Philippine Commission on Higher Education 's Technical Committee on Statistics. Dr. Albert earned an M.S. in Statistics (1989) and a Ph.D. in Statistics (1993) from the State University of New York at Stony Brook. He has worked in 25 countries providing capacity development assistance on data analytics, including the analysis of poverty and income distribution. He has written widely on development issues, including big data, emerging technologies, education and social protection. He is part of a PIDS team that recently undertook a scoping study on the Fourth Industrial Revolution and its likely effects in the Philippines.
