Charles Nsimbi

Biography

Charles is an experienced CRVS expert with vast Regional and International experience in the area of civil registration and vital statistics. Charles is a member of several international bodies involved in Civil Registration and Vital Statistics (CRVS) including UN Volunteers, IDEA Electoral Knowledge Network, Joint EU/UNDP Taskforce on Electoral Assistance and is the Ambassador for ID4Africa in Uganda 2017/18. He is also a member of the Product Council advising on the development of Open CRVS a system that aims to deliver an open source digital solution to manage all CRVS functions.

Charles commenced registration work in 1996 at the Electoral Commission, rising through the ranks to head Voter Registration from 2003 to 2012. He was in charge of all Electoral Commission voter registration offices in the country.

In 2012, Charles joined the Uganda Registration Services Bureau as Manager Civil Registration. This docket placed Charles at the helm of the operations of Birth, Death, Adoption Orders and marriages registration in the country. Commencing work in a manual registry using typewriters at a single location in the whole country, he was part of the team that revolutionized the Civil Registry, introducing digitization, computerization, securitization and devolution of services. Working with development partners including UNICEF, Plan International, World Vision and UNFPA, the task was achieved in 3 short years. He was instrumental in rolling out and supervising the Mobile Vital Records System (MVRS) that registers births in 135 hospitals across the country.

At the same time Charles was seconded to the then National Security Information System (NSIS now NIRA) to develop a strategy and manage National ID registration. Using his registration expertise, he was deployed as the Manager Mass Enrolment and Card Issuance during the project lifecycle during which more than 16 million Ugandans were registered and issued with IDs. Subsequently, Charles was the lead consultant during the Baseline survey on CRVS that produced a report on status of CRVS in Uganda for the first time ever.
