From a traditional census towards a register-based census in Finland

CENSUS METHODOLOGY
This paper by Statistics Finland reports the development process of a register-based census system in Finland and identifies conditions that need to be in place in order to move over from a traditional census and adopt new methodology. It describes both the Finnish experiences of using register data and the register-based population and housing census system itself from the viewpoint of the essential features of population censuses according to the UN population census recommendations.

Paper presented at the 2006 plenary session of the Conference of European Statisticians (CES) in Paris (13-15 June 2006).
