Learning culture and sharing of knowledge


Task Team 2 works to embed learning and knowledge sharing into the everyday culture of NSOs and NSSs. By promoting informal learning, practical guidance, and shared understanding, the team supports organizations in creating environments where continuous learning and collaboration can thrive.


About

Task Team 2 focuses on strengthening learning culture and knowledge sharing within National Statistical Offices (NSOs) and National Statistical Systems (NSSs). Its work recognizes that sustainable capacity development depends not only on training opportunities, but also on organizational environments that encourage continuous learning, collaboration, and the exchange of knowledge.

The task team explores how learning can become an integral part of organizational life across different country contexts. This includes promoting informal learning practices such as peer learning, mentorship, communities of practice, and knowledge management, as well as examining how self-paced learning can be effectively combined with formal and non-formal training approaches. The team also addresses incentives and barriers related to knowledge sharing and staff engagement.

In addition, Task Team 2 supports the development of practical guidance, tools, and shared resources to help NSOs strengthen facilitation skills, apply adult learning principles, and design learning pathways tailored to different learning needs. Through experience sharing, pilot activities, and collaboration with other GIST task teams, the team aims to support measurable improvements in learning culture and knowledge-sharing practices.


Workplan

During the 2025-2026 period, Task Team 2 will continue to facilitate experience sharing among members to build a common understanding of learning culture and its role in statistical organizations. Based on these discussions, the team will develop practical materials that can be used in workshops and other learning settings to support organizations in strengthening their learning culture.

A key focus of the workplan is the development of indexes to help measure learning culture, staff engagement, and the effectiveness of knowledge-sharing mechanisms. This work will be carried out in close collaboration with Task Team 1 to ensure alignment across GIST activities. The team will also contribute to updating guidance in the Handbook on Management and Organization of National Statistical Systems, with greater emphasis on culture building, learning, and organizational development.

Throughout the period, Task Team 2 will promote coordination and cross-fertilization with other task teams, including through joint meetings and shared activities, to ensure coherence and maximize impact.
