Compilation Toolkits

National Statistical Offices use software to facilitate National Accounts compilation consistent with international recommendations and store and disseminate the data in a time series format according to the same logic. Compilation toolkits have been developed by third parties and are used in various countries. Some countries opt to build custom software solutions, often with the help of an outside expert. Depending on the degree to which NSO staff are involved in its construction, designing the system can offer an excellent learning environment for staff members and allow the National Statistical Office to exercise stronger control over their system compared to a compilation toolkit. The system might also be more transparent to National Statistical Office staff. While all compilation toolkits ensure perfect consistency between data compilation, storage and dissemination, they differ in their flexibility and functions.

NADABAS Data and Excel workbooks in Excel, 2008 SNA automatic calculation of sums and averages. GDP by activity
NA Builder Data and Excel workbooks in Excel, 2008 SNA a) templates for SUT, IEAT, SAM and other IO tables;
b) a very broad span of calculation modules (“rules”).
GDP by activity and the Integrated Economics Account Table
SUT-Equalizer Data in a database (e.g. SQL, Access or Oracle), 2008 SNA a) templates for SUTs and IOTs templates are normally at prices of previous year;
b) calculation modules for relevant SUT adjustments;
c) a tool to generate results from an iterative process between commodity flows and centralized balancing.
GDP by activity1
ERETES Data in a database (4GL Progress Language), 2008 SNA a) templates for SUT and IEAT;
b) calculation modules for relevant SUT adjustments, e.g. for trade and transport margins;
c) a tool to generate results from an iterative process between commodity flows and centralized balancing.
GDP by activity and the Integrated Economics Account Table
SNA-NT Data in a database (SNA-NT, written in Oracle with C++) a) templates for SUT;
b) predetermined equation-defined functions for the commodity flow part of the SUT – these equations are fixed and compulsory, also SUT balancing must start at current prices;
c) equation-defined functions specified by user for remaining SUT balancing and conversion to IOT.
GDP by activity
1 SUT-Equalizer is producing tables 1600 to 1950 of the ESA2010 dissemination programme.
NADABAS
Purpose:
Facilitate: 1) National accounts compilation consistent with international recommendations, namely the SNA; and 2) Data storage for the national accounts in a time series format.
Functions:
1) Organization and aggregation of data and Excel workbooks according to logic of 2008 SNA by using standard national accounts classifications; 2) Loading and storage of data according to same logic; 3) Ensuring perfect consistency between data storage and data compilation; 4) Facilitation of national accounts compilation by automatic calculation of sums and averages; 5) Production of relevant output tables, e.g., of GDP by activity.
