The SRS is the most regular source of demographic statistics in India. It is based on a system of dual recording of births and deaths in fairly representative sample units spread all over the country. The SRS provides annual estimates of (a) population composition, (b) fertility, (c) mortality, and (d) medical attention at the time of birth or death which give some idea about access to medical care. The population composition from SRS coupled with the decennial census counts, enables fairly reliable estimate of population in the intercensal periods. Average time to publication of SRS annual reports is about two years. SRS estimates are generally valid and reliable for the country as a whole and for bigger states with more than 10 million population. Recently the sample size of SRS has been increased to allow for estimates by natural divisions within the bigger states. Evaluations during 1970s and 1980s showed that completeness of recording of births and deaths by the SRS, was generally good, and errors in recording of events minimal. However, systematic evaluation of the SRS has not been taken up for quite some time. Indirect estimates for 1990s and after suggests that registration completeness has worsened and interstate variations widened. This paper traces the historical development of these statistics, with special attention to international efforts to develop and maintain a common classification system and coding rules. The development of procedures for designating the&lt;/div&gt;&lt;div&gt;underlying cause of death was an especially difficult task which has had many critics, but few suggestions for alternatives. Despite the limitations of official mortality statistics on causes of death, they have served well in delineating the major public health problems over the years, and also played an important role in the conduct of epidemiological studies. The authors identify some reasons for the incomplete and inaccurate reporting of some items on the birth and death notification forms, and offer some recommendations for improvement.&lt;/p&gt;&lt;p align="left"&gt;Although many countries still face serious problems in attaining complete reporting of vital events, they must nevertheless pay attention to improving he quality of reporting. Relative to the last revision published&lt;sup&gt;, &lt;/sup&gt;this manual includes edits that are effective for data year 2010&lt;font size="3"&gt;&lt;font size="2"&gt;. The edits include both medical edits for the Tenth Revision of the International Statistical Classification of Diseases and Related Health Problems, Corrected and Updated by NCHS (ICD-10) and demographic edits. Edits for three different applications are discussed in this manual: &lt;/font&gt;&lt;p&gt;&lt;font size="2"&gt;(1) the final mortality file which consists of death certificates filed for all deaths occurring in the United States in a calendar year. For this file, the data are tabulated and published annually. &lt;/font&gt;&lt;/p&gt;&lt;p&gt;&lt;font size="2"&gt;(2) the preliminary mortality file which is based on a continuous receipt of a large sample of death certificates that are processed and tabulated on a semi-annual basis for U.S. deaths occurring in the 12month period January-December. The purpose of the preliminary mortality file is to produce data on an expedited basis compared with the final file. &lt;/font&gt;&lt;/p&gt;&lt;p&gt;&lt;font size="2"&gt;(3) the fetal death file which is based on reports of fetal death received by NCHS from State registration offices. All 50 States, the District of Columbia, Puerto Rico, the Virgin Islands, and Guam participate in the fetal-death reporting system. The U.S. Standard Report of Fetal Death issued by the Public Health Service (last revision 2003) served as a model to attain uniformity in the contents of documents used to collect fetal mortality information.
