The topic of national quality assurance frameworks was discussed at the 2010 session of the UN Statistical Commission on the basis of the report prepared by Statistics Canada which advocated that all NSOs develop and use a national quality assurance framework, and proposed that a generic national quality assurance framework template with guidelines be prepared to help the NSOs develop and/or strengthen their individual frameworks.

The establishment of an expert group to develop the template and accompanying guidelines was agreed upon at the Commission, as was the development of this website as a platform for the exchange of information and experiences on national and international quality assurance work.

UNSD is maintaining an "inventory" of documents and website links on quality. It is a work-in-progress to which additional information will be continually added as it becomes available.

Inventory of National Quality Assurance Frameworks (UNSD)

IMF Data Quality Assessment Framework

The IMF's Data Quality Assessment Framework (DQAF) was developed as an assessment methodology that aims to provide structure and a common language for the assessment of data quality. The DQAF facilitates a comprehensive view of data quality, one that recognizes interrelations, including tradeoffs, among elements of quality and allows emphases to vary across data categories and uses/users. It facilitates dialogue with national statistical agencies and country authorities, as well as a more homogenous approach to assessing data quality by Fund staff.

The current version (DQAF July 2003) is available http://dsbb.imf.org/images/pdfs/dqrs_Genframework.pdf

It was introduced at the Fifth Review of the Fund's Data Standards Initiatives and serves as an umbrella for seven dataset-specific frameworks. The DQAF July 2003 is a refinement of the preceding July 2001 version to reflect experience and international statistical developments, particularly updated international methodological standards. The dataset-specific frameworks are available on the IMF’s Dissemination Standards Bulletin Board at http://dsbb.imf.org/Pages/DQRS/DQAF.aspx

European Statistics Code of Practice

The European Statistics Code of Practice sets out 15 key principles for the production and dissemination of European official statistics and the institutional environment under which national and Community statistical authorities operate. A set of indicators of good practice for each of the 15 principles provides a reference for reviewing the implementation of the Code.

The European Statistics Code of Practice has been adopted by the Statistical Programme Committee on 24 February 2005 and has been promulgated in the Commission Recommendation of 25 May 2005 on the independence, integrity and accountability of the national and Community statistical authorities.

European Statistics Code of Practice

Quality Framework for OECD Statistical Activities

Quality Framework for OECD Statistical Activities

For an international organisation like OECD, the quality of statistics disseminated depends on two dimensions: the quality of national statistics it receives and the quality of its internal processes for collection, processing, analysis and dissemination of data and metadata. The OECD Quality Framework has been designed to provide a framework which would enable the OECD to systematically assess, compare and improve statistics.

The potential benefits of a common quality framework are considerable. First, it will provide a systematic mechanism for ongoing identification and resolution of quality problems; second, it will give greatly increased transparency to the processes used by the OECD to assure quality; and third, it will reinforce the political role of the OECD in the context of an information society.

The framework focuses on improving the quality of data collected, compiled and disseminated by the OECD through an improvement of the Organisation's processes and management, though there will be a positive spillover effect on the quality of data compiled at national level.

Quality Framework and Guidelines for OECD Statistical Activities, Version 2003/1
