| Issue description | | Issue description in [English] | [French] | [Russian] | [Spanish] | | Le SCN de 1993 recommande, lors de la mesure de la production non marchande, en additionnant les coûts, que la valeur des services fournis par les actifs non financiers du producteur soit considérée comme de la consommation de capital fixe. Cela signifie que ni le rendement du capital revenant aux actifs ni le coût d’opportunité correspondant du capital n’est pris en compte. Il en résulte une incohérence par rapport au loyer qui aurait été versé si les actifs avaient été loués. Faut il modifier la recommandation du SCN et remplacer le coût de consommation du capital fixe par des services du capital (consommation de capital fixe, gains ou pertes de détention prévus, coûts du capital ou intérêts)? |
