Резидентная принадлежность единиц, имеющих незначительное физическое присутствие или же не имеющих такового
Критерии производства и местонахождения, используемые в СНС 1993 года с целью определения резидентной принадлежности, не имеют большого значения с точки зрения их релевантности в отношении предприятий и других единиц, имеющих незначительное физическое присутствие или же не имеющих такового. Следует ли рассматривать юрисдикцию, допускающую создание единицы и осуществляющую регулирование деятельности данной единицы, в качестве фактора, определяющего преобладающий центр интересов данной единицы?
Работники-нерезиденты
В последние годы существенно выросло число работников-нерезидентов, имеющих связи с двумя и более территориями. Будет ли целесообразно подготовить дополнительные сведения по странам со значительным числом лиц, не являющихся постоянными резидентами, сведя воедино соответствующие компоненты, касающиеся договорных услуг, оплаты труда работников, денежных переводов работников и трансфертов мигрантов, с указанием численности краткосрочных работников-нерезидентов? Можно ли обеспечить большую степень согласованности концепции резидентской принадлежности с демографической статистикой, статистикой туризма и миграции, и выявить остающиеся различия?

However in the Annotated Outline for the Revision of the Balance of Payments Manual was suggested to apply the extension one year and more for the residence to students, patients, ship’s crew and nonpermanent workers. In case if this treatment is accepted for the balance of payments it should be applied to the SNA too.
In view to achieve consistence on remittances between BOP and SNA we support the elimination of the concept of migrant from the 1993 SNA.
