Un extracto de la resolución de la Decimoquinta Conferencia Internacional de Estadísticos del Trabajo (enero de 1993) acerca de la diferenciación entre los sectores formal e informal se reproduce como un anexo del capítulo IV en el SCN 1993. La resolución proporciona, entre otras cosas, una definición estadística internacional del sector informal. Sin embargo, el SCN no desarrolla la definición ni ofrece pautas sobre su aplicación en el contexto de las cuentas nacionales. Puesto que el sector informal representa una parte sustancial de la producción en muchos países, estas pautas se han solicitado con frecuencia. We agree that a bridge table, developed in coordination with the ILO and Delhi Group, between the informal sector special cases and their SNA counterparts could be included in the updated SNA.
The definition of the informal sector should be revised taking into account the documentation produced by the Delhi Group in 1999, which is in the paper presented by the ILO in the 2004 Delhi group meeting and titled “Guidelines endorsed by the Seventeenth International Conference of Labour Statisticians (2003)” (7th Meeting of the expert Group on informal Sector Statistics, New Delhi, 3-4 February 2004).

 7/31/2006ChinaThe informal sector of China mainly consists of individual business operators. In the regular estimation of GDP, only individual business operators who registered in administrations for industry and commerce were included. However, the 2004 Economic Census showed that considerable individual business operators, account for almost 40.1% of the total number of individual business operators, did not register in the administrations for industry and commerce.
China’s economy is developing fast, especially the development of individual business operators. However, in years other than economic census, information on individual business operators is not available. Although the relevant ratio from the economic census can be applied in non-economic census years, the quality of the estimation may not be satisfied and far from the reality due to the rapid change in numbers and scales of the individual business operators. In other words, the applied ratio may change significantly from year to year. Therefore, the most difficult issue of informal sector estimation lines in the unavailability of source data in the regular years.

Se apoya la recomendación de reconciliar las diferencias entre la CIET y el SCN en cuanto a terminología, segmentación de la economía, las fronteras de la producción de mercado y la producción para uso final propio, y el universo de las empresas de hogares.

1. We support the proposals to include a section in the updated SNA on the informal sector, but we suggest treating this topic in a chapter on the whole non observed economy in accordance with the OECD Handbook and the UNECE report.
2. We agree with the AEG about the necessity to reconciliate the ILO and SNA definitions of the informal sector
3. A better coordination of the meanings of the terms “sector,” “informal,” “households,” and “formal” would clearly be of great use. This would in turn reduce a great deal confusions and misinterpretations when talking about the informal sector.
4. In our opinion, further attempts should be made, working with ILO and the Delhi Group, to identify groupings of household enterprises, including the informal sector, in the SNA household production account that have a greater degree of international comparability, especially to facilitate the preparation of macroeconomic indicators on household production that are internationally comparable and consistent with the SNA

 11/29/2005CambodiaWe wish to agree with the recommendation of UNSD in principle, however formal and informal should be clarified with a clear guideline or concepts for practice in measuring within the households as formal or informal because there are very difficult in gathering data and information such case in Cambodia. We need more assistance from the International Organization to help in training to improve the capability of estimation for both formal and informal households within Cambodia, because these sectors are very affected the GDP.
 5/6/2005VietnamWe agree with the recommendations of UNSD, that to have concept of informal employment revision lead to the broadening of the scope of household production to include production of goods and services for own final use, such as production of goods exclusively for own final use of agricultural as well as non agricultural activities and paid domestic services, to ensure comparability in the estimates over time and across countries. It would be useful to have clear criteria for when the alternative method should be used. In Vietnam we noted that informal sector has important effects on the valuation of GDP. Basing on the relationship between the GDP per capital and actual living standard in Vietnam, some economic experts estimated the informal sector value taking about 15 to 20 percent of GDP. However, the information for estimation of the informal sector value is not adequate and very difficulty to collect data source. Therefore, GSO of Vietnam could not assess the effection of informal sector on GDP.
