National Accounts: A Practical Introduction provides an introduction to some basic concepts and structures of the System of National Accounts (SNA) to economists and policy makers who are not familiar with national accounts, as well as other newcomers to the field of national accounting. The text may serve as a guide to reading the SNA itself. In that sense, the text is written in as simple a style as possible, and therefore the detailed elaboration of concepts in both theory and practice is avoided. Simple exercises are included, whenever possible, to make concepts and structures clearer to readers. The handbook also provides an example of the complete system in Excel so that readers can trace the linkages in the system by looking at the formulas there. A compilation spreadsheet that can be used for compiling national accounts is also developed as part of the development of the handbook. It has been tested and used in many developing countries. This Handbook is one in a series of national accounting handbooks. These recommendations are based on a common conceptual framework for the design of the tourism satellite account. They cover the form of a basic system of concepts, definitions, classifications, tables and aggregates linked to the standard tables of the System of National Accounts 1993. The purpose of the tourism satellite account is to analyse in detail all the aspects of demand for goods and services that might be associated with tourism within the economy; to observe the supply of such products and describe how this supply interacts with other economic activities; and to permit greater international comparability in tourism statistics. This flagship publication, System of National Accounts, 2008 (2008 SNA) is the comprehensive statistical framework for economic statistics that provides a consistent and flexible set of macroeconomic accounts for policymaking, analysis and research. It has been produced and is released under the auspices of the United Nations, the European Commission, the Organisation for Economic Co-operation and Development, the International Monetary Fund and the World Bank Group.

It represents an update, mandated by the United Nations Statistical Commission in 2003, of the System of National Accounts, 1993 (1993 SNA), which was produced under the joint responsibility of the same five organizations. Like earlier editions, the 2008 SNA reflects the evolving needs of its users, new developments in the economic environment and advances in methodological research. The 2008 SNA is the international statistical standards for national accounting and provide the methodological basis for improving the international comparability of national accounts data.

When adopting the 2008 SNA as the updated new standard of national accounting, the United Nations Statistical Commission encouraged all countries to compile and report their national accounts on the basis of the 2008 SNA as soon as possible. The System of Environmental-Economic Accounting for Water, commonly referred to as SEEA-Water, is a conceptual framework for the organization of physical and economic information in support of water policy design and evaluation. The SEEA-Water is a subsystem of the System of Environmental-Economic Accounting (SEEA), which provides the internationally agreed framework for measuring the interactions between the economy and the environment coherent with the concepts, definitions and classifications of the System of National Accounts.

After a rigorous global consultation process, the United Nations Statistical Commission (UNSC) adopted the SEEA-Water. Along with its adoption, the UNSC also encouraged its implementation by the Member States.

The UNSC is a functional Commission of the Economic and Social Council (ECOSOC) of the United Nations that brings together the Chief Statisticians from the Member States. As such, the UNSC is the highest decision making body for international statistical activities, especially in setting statistical methodological standards and their implementation at the national and international level.

The International Recommendations for Water Statistics (IRWS) was developed to assist countries establish and strengthen information systems for water, which in turn support the design and evaluation of better water policies. In particular, these recommendations: (a) support the collection, compilation and dissemination of internationally comparable water statistics in countries; (b) support the implementation of the System of Environmental-Economic Accounts for Water (SEEA-Water); and (c) provide the necessary information for deriving coherent and consistent indicators, enabling comparisons over time and between countries from an agreed list of data items.

The IRWS consolidates the experiences and practices of countries and international organizations in the field of water statistics, and was developed in close collaboration and consultations with many countries and international experts. This publication contains detailed guidelines within the framework of SNA on balance-sheet and reconciliation accounts of institutional units only. It does not deal with statistics of the stocks of tangible assets that establishment-type units use in producing goods and services. Chapter I discusses the uses of balance-sheet and reconciliation accounts of institutional sectors; Chapter II deals with the relationship of the proposed guidelines to the transactions accounts of the SNA; chapter III defines national wealth and explains the concept of the independent net worth of corporations. The definition of the statistical units recommended for the balance-sheet accounts and their classification into institutional sectors are discussed in chapter IV. Chapter V proposes schemes of classification for assets and liabilities. The conceptual and practical problems of valuation of assets and liabilities and the entries in the reconciliation accounts, which concern the differences between the capital finance transactions during a period of account and the changes in the balance-sheet figures between the beginning and the end of the period, are discussed in chapters VI and VII. The original Classification by Broad Economic Categories (BEC) was produced in 1961 to provide a means for international trade statistics to be analyzed by broad economic categories such as food, industrial supplies, capital equipment, consumer durables and consumer non-durables. The original BEC was linked to the Standard International Trade Classification. Two revisions of BEC were produced to coincide with revisions of SITC, and a third revision made technical corrections. The current publication provides links between BEC and the Harmonized Commodity Description and Coding System (2002 edition) as well as to the basic classes of goods in the System of National Accounts (consumption goods, intermediate goods, capital goods). Each of the 3,121 SITC headings is correlated to one of the nineteen BEC basic headings, as are 5,222 of the 5,224 HS02 subheadings (two HS02 subheadings fall outside the scope of SITC, Rev.3 and are therefore not correlated to BEC).

The International Standard Industrial Classification of All Economic Activities (ISIC) is the international reference classification of productive activities. Its main purpose is to provide a set of activity categories that can be utilized for the collection and reporting of statistics according to such activities. Since the adoption of the original version of ISIC in 1948, ISIC has provided guidance to countries in developing national activity classifications and has become an important tool for comparing statistical data on economic activities at the international level. This database contains detailed time series of national accounts statistics according to the 1968 United Nations System of National Accounts (SNA68), comparable to the data published in the annual publication of National Accounts Statistics: Main Aggregates and Detailed Tables. The data are provided as ACCESS or ASCII files on CD-ROM. Documentation is provided for decoding the records. Coverage is not homogeneous among countries and tables but generally improves over time. Pricing for subsets of the database and years earlier than 1970 can be provided on request. More recent data up to 2001 is available by special request and extraction from the new SNA database based on the 1993 SNA questionnaire.
