This publication is the third in a series of reports relating to various aspects of migration statistics. The other two publications are Statistics of Internal Migration: A Technical Report (UN-10) and Recommendations on Statistics of International Migration (UN-11). Additional publications are planned to help implement the recommendations on international migration statistics and further improve statistics on migration. Chapter I examines the problems involved in defining a trained migrant from the statistical point of view. Chapter II summarizes what had already been done within the statistical units of the United Nations system to bring together data on the outflow of trained personnel from developing to developed countries. Chapter III discusses gaps in available statistics and the possibilities of filling them.
