1 The poverty gap ratio measures the magnitude of poverty. Expressed as a percentage of the poverty line, it is the result of multiplying the proportion of people who live below the poverty line by the difference between the poverty line and the average income of the population living under the poverty line. If, for example, 30 per cent of the population live below the $1 a day line and on average the consumption or income of these people is 20 per cent below the poverty line (i.e., US$ 0.80), then the poverty gap ratio is 6 per cent.
