Users will note differences in the emissions data reported in our latest update for this country compared to data reported previously. These differences reflect improvements in the treatment of data on liquid fuels used for non-energy purposes by CDIAC and also reflect increased richness of the underlying United Nations energy statistics database. In past years, CDIAC relied on United Nations production estimates for their treatment of seven liquid fuels used primarily for non-energy purposes and assumed these select fuels were used only for non-energy purposes. These seven fuels include bitumen (asphalt), lubricants, naphtha, petroleum coke, petroleum waxes, white spirits and "other petroleum products". As the richness of consumption data for these liquid commodities in the United Nations energy database has improved, it has become apparent these fuels are also used in some countries for energy purposes (e.g., within plants and refineries). Beginning with this latest release, CDIAC now uses United Nations consumption and trade data for these seven commodities to determine the amounts used for non-energy purposes and to quantify combustion for energy applications. Questions regarding changes in the CDIAC methodology may be sent to Tom Boden (bodenta@ornl.gov).

In estimating solid fuel use for a given year, the methods developed and implemented by the WHO/UNICEF Joint Monitoring Programme for Water Supply and Sanitation (WHO & UNICEF 2006 ) were followed. Solid fuel information is either extrapolated (single year data point), averaged (two or more years that are spaced four or fewer years apart) or a linear regression is performed when solid fuel use information is available for two or more years that are spaced at least five years apart.
