| Description |
All persons who during a specified reference period were: without work, that is, were not in paid employment as specified by the international definition of employment; currently available for work, that is, were available for paid employment or self-employment during the reference period; and seeking work, that is, had taken specific steps in a specified recent period to seek paid employment or self-employment. In circumstances where employment opportunities are particularly limited and where persons not working do not have easy access to formal channels for seeking employment or face social and cultural barriers when looking for a job, the seeking work criterion should be relaxed.
