Domestic and international traffic on all railway lines within a country, irrespective of gauge, except railways exclusively within an urban unit, serving a plantation, forest, mine or industrial plant, rack and pinion, cable and funiculars. Stores and personnel carried for administrative, government or military purposes without revenue are excluded from passenger and goods statistics. (United Nations, 1977, p. 248) |
