Order of dissemination of official statistical information

ADOPTED by the Decision of the Council of Heads of Statistical Services of member countries of the Commonwealth of Independent States of 24 May 1996 (Protocol No.1)

ORDER of dissemination of official statistical information of the Commonwealth of Independent States

This ORDER was worked out in accordance with the paragraph 5 of the Statute of the Interstate Statistical Committee of the Common-wealth of Independent States adopted by the Decision of Heads of Governments of the Commonwealth of Independent States of 12 April 1996 and it determines the dissemination of official statistical information of the Commonwealth of Independent States as follows.

1. Dissemination of official statistical information of the Commonwealth supposes that the Interstate Statistical Committee of the Commonwealth of Independent States provides informative and reference services in the form of printed and other type of products of the Committee, prepares economic and statistical materials by request of users and provides access via telecommunication means to the information resources.

2. There are two categories of users of official statistical information:

regulated and official users: member countries of the Common-wealth of Independent States represented by their supreme bodies of legislative and executive power as well as economic policy organs (their list is determined by the national statistical services in agreement with the governments of member countries of the Commonwealth of Independent States); national statistical services of member countries of the Commonwealth; interstate (intergovernmental) structures of the CIS;
not regulated users.

3. Provision of regulated and official users with official statistical information is made first and foremost free of charge and in time stipulated by the work programme of the CIS Statcommittee, approved by the Council of Heads of Statistical Services of member countries of the Commonwealth.

Informative and reference services are to be given to this group of users on the basis of the regular supply of economic and statistical information in the form of a monthly report «Economics of member countries of the Commonwealth of Independent States», statistical and information bulletins, reference books, collections and other publications prepared by the CIS Statcommittee, as well as an access via telecommunication means to the information resources in the form of automated databanks.

Rather important in informing the regulated and official users is the preparation of economic and statistical materials on actual issues of economic development of countries for the sessions of the Council of Heads of States and the Council of Heads of Governments of the Commonwealth.

Regular supply of the data in question to the Economic Council, Executive Committee of the CIS and Secretariat of the Interparliamentary Assembly is to be made according to their functions.

Statcommittee of the CIS determines a number of copies to be issued to meet the requirements of the regulated and official users on the basis of its budget and the sum of funds actually received. Delivery of materials is to be made, as a rule, by diplomatic pouch or State messengers service of the Commonwealth of Independent States, post and electronic postal means being paid from the funds allotted to it in the budget of the CIS Statcommittee.

4. Not regulated users receive official statistical information, as a rule, on a paying basis to compensate costs of its preparation. Relations with the above users are regulated by treatments and agreements in accordance with the law of the country of the user.

Statistical information collected and processed by the Statcommittee of the CIS together with national statistical services of member countries of the Commonwealth of Independent States beyond the work programme by request of not regulated users is to be realized on a contract basis.

5. Receipts for data and services given to not regulated users will be used by the Statcommittee of the CIS on activities stipulated by the Council of Heads of Statistical Services of member countries of the Commonwealth.

6. Confidential and the like information of limited use could be supplied to not regulated users only by consent of respective national statistical services.

Dissemination of official statistical information of the Commonwealth of Independent States to this category of users will be made by the Statcommittee of the CIS only after these data have been supplied to the regulated and official users.

7. Telecommunication access to the databanks of the Statcommittee of the CIS is possible 24 hours per day by telephone or, by request of users, via local variant of databanks on computer of the users with their periodic up-dating.
