To address and solve the issues that ensure the elevation of the SEEA-2003 to the level of an International Statistical Standard, the guidelines below have been established for the preparation of issue and outcome papers. Issue papers are papers prepared for discussion during the London Group meeting with the objectives of reviewing a particular issue and suggest possible solution(s) for discussion during the meeting. Outcome papers reflect the conclusions of the discussion and presents recommendations by the London group to the UNCEEA.

Description or the issue and current situation for the treatment of the issue, including summary of the treatment in the SEEA-2003 and the 1993 SNA and its update, description of selected country practices, alternative treatments and solutions to the issue;

Concerns/shortcomings of the treatment of the issue (on practical as well as methodological grounds), including specific countries’ concerns;

Recommendations by the sub-group including arguments for and against each alternative and reasons for rejections;
