Census Order 2001





COMMONWEALTH OF DOMINICA

STATUTORY RULES AND ORDER NO. OF 2001

ORDER

MADE by the Minister under Cap. 19: 03 of the Revised Laws of Dominica 1990 (Section 6 of the Census and Statistics Act, No. 17 of 1986).

1.Short title -
This Order may be cited as the __
CENSUS ORDER, 2001

2.Interpretation -
In this Order, "Census Night" shall mean the period of twelve hours commencing at 4:00 p.m. on the date of the Census.

3.Date of the Census -
A Census shall be taken of population and housing in the Commonwealth of Dominica on Saturday, the 12th day of May, 2001 with the enumeration period extending from Sunday 15th April 2001 to Friday 11th May, 2001, both days inclusive.

4.Persons with respect to whom returns are to be made -
The returns shall be made with respect to all persons who were alive at midnight on Census Night and who pass Census Night:-

(a)on land within the Commonwealth of Dominica

(b)on any ship or boat within the territorial waters of the Commonwealth of Dominica.

5. Persons by whom returns are to be made -
The returns shall be made by such enumerators as shall be appointed by the Chief Statistician.

6.Persons who are required to finish information -
Information for the purpose of the Census with respect to persons described in regulation 4 hereof shall be furnished by: -

(a) the householder or person in charge of every private dwelling with respect to all persons who pass Census Night on the premises of that dwelling;

(b) the proprietor or manager of every hostel, boarding house, boarding school or hotel with respect to all persons who pass Census Night on the premises of that hostel, boarding school or hotel;

(c) the chief resident officer of every public or private hospital or other institution with respect to all persons who pass Census Night on the premises of that hospital or other institution;

(d) the superintendent of every prison and the officer in charge of every lock-up with respect to all persons who pass Census Night on the premises of that prison or lock-up;

(e) the master of every ship or boat within the territorial waters of the Commonwealth of Dominica in respect of all persons who pass Census Night aboard such ship or boat.

7. The particulars to be stated in returns -
The particulars to be stated in the returns shall be as follows: -

(1)In respect of every person: -

(a) surname and first name, relationship to head of household, sex, age, ethnic, social or national group, religion;

(b) disability or impairment, health;

(c) birth place, usual residence, country last lived in, year when last came to live in this country, village or district last lived in, year when came to live in present location;

(d) attendance at school or educational institution, address and type of school or institution and highest level of education attainment;

(e) where was Census Night spent.


(2) In respect of persons 15 years and over: -

(a) type of formal training received and occupation for which prepared;

(b) marital and union status: age of mother/father at birth of first live born child and last live born child; number of live births ever had/ fathered.

(c) main type of activity during past 12 months, whether ever worked, number of months worked during past 12 months and number of hours worked during past week, occupational status, type of business and mode of travel to work;

(d) pay period, gross income and income from abroad;

(e) hours spent on housework.

(3) In respect of females 15 years and over but less than 65 years of age: -

(a) number and sex of live births during the last 12 months and, of these latter, the number of babies died.

(4) In respect of every household and dwelling unit:

(a) crime against person and property;

(b) external migration;

(c) type of dwelling occupied by household and type of tenure;

(d) rent and mortgage payment;

(e) insurance;

(f) materials of outer walls and roofing;

(g) year when dwelling was built;

(h) main source of water supply;

(i) toilet facilities;

(j) method of garbage disposal

(k) type of lighting and fuel used for cooking;

(l) availability and disposition of kitchen;

(m) number of rooms, number of bedrooms;

(n) number and type of household appliances and equipment;

(o) telephone, television and internet services;

(p) number of vehicles.
