International Programme for Accelerating the Improvement of Vital Statistics and Civil Registration Systems

The Statistical Commission of the Economic and Social Council of the United Nations Secretariat adopted the International Programme for Accelerating the Improvement of Vital Statistics and Civil Registration Systems, at its 26th session, in 1991, to assist countries that have incomplete registration or entirely lack a civil registration system.

The programme is country oriented and proposes several strategies designed to enhance technical cooperation efforts in the field of vital statistics and civil registration systems in order to increase national capacity by:

 Assessing the current situation of vital statistics and civil registration systems;

 Concentrating on how to improve national civil registration rather than on pilot studies;
-
 Adopting a comprehensive registration improvement plan.

The programme undertaken by the United Nations Statistics Division:
-
Published a series of subject-specific handbooks on Civil Registration and Vital Statistics Systems thats have been distributed worldwide in the official languages of the United Nations: Arabic, Chinese, English, French, Russian and Spanish.

Organized regional workshops on strategies for accelerating the improvement of civil registration and vital statistics.

The programme is also designed to provide technical assistance, developing regional and national capacity for officials responsible for vital statistics and civil registration systems.
