Request: Where should purchase or sale of advertising space or time (not on commission) go in the CPC?

Statement of the Problem for consideration by the Technical Subgroup:

This question came up as part of the review of the CPC/COICOP correspondence table that is being developed. A series of questions were prepared and provided to the group for resolution. All but one item was resolved.
Unresolved item:
Some members are taking the view that the item in COICOP: classified ads in newspapers, should be related to the HS code for newspapers. Others believe that the product is advertising, not newspapers though the industry may be newspaper publishing. Because the CPC did not explicitly create a suitable product we are left with assiging it to 83690 or 83620.

Need to establish whether the product is advertising or not and then whether it should be placed in 83690 or 83620.

Decision: 12/1/2001 - TSG decision - 10/00 meeting

Treatment of Advertising

Based on the discussion that took place via e-mail, the direct sale of advertising time and space can be considered as implicitly included in CPC Ver.1.0 class 8369, but we will now split it out and create a new class 8363 for it. The structure of this new class and the relationship to previous versions would look like this:


8363 Sale of advertising space or time (except on commission)

83631 Sale of advertising space in print media (except on commission)
This subclass includes:
- sale of advertising space in books, brochures, pamphlets etc., directly by the publisher
- sale of advertising space in newspapers, journals and periodicals, directly by the publisher
- sale of advertising space in postcards, time-tables, forms, posters or other printed matter, directly by the publisher
(ISIC link 2211, 2212, 2219)

83632 Sale of TV/radio advertising time (except on commission)
This subclass includes:
- sale of TV and radio advertising time, directly by units engaged in broadcasting
(ISIC link 9213)

83633 Sale of internet advertising space (except on commission)
This subclass includes:
- sale of internet advertising space, directly by units owning and publishing web pages, and by web hosts
(ISIC link 7230, 7240)

83639 Sale of other advertising space or time (except on commission)
This subclass includes:
- sale of advertising space on billboards, buildings, vehicles etc. directly by the owner
- sale of advertising space in electronic media other than on-line, directly by the publisher
- sale of advertising space in video and motion pictures (product placement)
- sale of naming rights for tournaments, stadiums etc.
