This class includes adult education, i.e. education for people who are not in the regular school and university system. Instruction may be given in day or evening classes in schools or in special institutions providing for adults.

Also included is all instruction through radio and television broadcasts, or by correspondence. Instruction may cover both general and vocational subjects. Typically, most of these educational activities presuppose that the student volunteered to attend as he/she has a particular motivation in taking the programme. Provision of literacy programmes for adults is included. Also included are education at first and second levels in specific subject matters, not elsewhere classified, and all education which is not definable by level.

Exclusion: Higher education is classified in class 8030.
