(e.g. have additional levels been added to the international standard or have changes been made within the level of the international structure, such as aggregations or additional breakdowns)The classification is identical to the international standard. “Defence” and “Public order and safety” are aggregated, because the Central People's Government of the People’s Republic of China shall be responsible for the defence of the Hong Kong Special Administrative Region, whereas the Government of the Hong Kong Special Administrative Region shall be responsible for the maintenance of public order in the Region.
