This paper, prepared by the Philippines National Statistics Office, describes the Progress Monitoring System (PMS) that was implemented for the 2007 population census with focus on the use of Short Message Service (SMS) technology, or more popularly known as text messaging, in the transmission of data. The paper also presents some of the benefits derived in the adoption of text messaging technology for this progress monitoring aspect of the census. At the same time, the technical and operational problems encountered in the implementation of the system are further described.
