The Census 2010 will continue to adopt a register-based approach. Basic population count and characteristics such as age, sex and nationality will be compiled from administrative sources. A sample enumeration of some 200,000 households for additional information not available from any administrative data sources would be sufficient. Leveraging on the success and lessons learned from the Census 2000, a tri-modal data collection strategy comprising Internet enumeration, Computer Assisted Telephone Interviewing (CATI) and field work will be used to facilitate data collection for the households in the census sample.
Principles and Recommendations for Population and Housing Censuses, Rev. 2

By United Nations Statistics Division, 2008.

Since its earliest years, the United Nations has issued a series of international principles and recommendations on population and housing censuses to assist national statistical offices and census officials, throughout the world, in planning and carrying out improved and cost-effective censuses.

The Principles and Recommendations for Population and Housing Censuses, Revision 2 is divided into three parts: Part One - Operational aspects of population and housing censuses – covers mainly issues of census planning and management; Part Two – Topics for population and housing censuses – includes topics as well as their definitions and classification for both population and housing; and Part Three – Census products and data utilizations – is aimed at enhancing the dissemination and utilization of census data. The shift from a traditional census to aregister-assisted census will be supported by new collection techniques; questionnaire mail-outand a variety of possible data return methods (post, web compilation, and delivery to themunicipal collection centres). Municipal address archives, geocoded to the census tract, will alsobe used.
Another fundamental feature of the new strategy is its modularity, that is the adoption ofdifferent methods and techniques in relation to the demographic size of the municipalities (such as using a short form / long form strategy only in municipalities with more than 20 000 inhabitants).
Paper presented at the joint UNECE/Eurostat meeting on Population and Housing Censuses, Geneva, 28-30 October 2009.

Coverage Improvement and Measurement in the 2010 U.S. Census: Innovation in Response to Census 2000

By United States Census Bureau, 2009.
In Census 2000 the Census Bureau uncovered problems in its counts and its coverage measurement program. In the early parts of the following decade before the 2010 census, a Research and Development Program on coverage improvement and coverage measurement was created to address these problems. These groups laid the foundation for innovations to be made and included in the 2010 census. These innovations include the Coverage Followup program that will use initial census information to lead to improvements in household-level coverage, and changes in the technology and methodology used in the coverage measurement program that will improve its accuracy and help guide improvements in coverage for future censuses.
Paper presented at the 57th Session of the International Statistical Institute (ISI), Durban (South Africa), August 2009.

Effective Control Systems in a Multimode Census Data Collection Methodology

By Statistics Canada, 2009.
For most countries census data collection and its control has been largely a decentralized paper based operation. Enumerators listed dwellings and conducted interviews or dropped off questionnaires. They tracked response and did follow-up using their lists for control. However over the last couple of decades some national statistical offices (NSOs) have developed address registers to facilitate mailout methodologies. Furthermore, there has been rapid improvement in the availability, security, acceptance and use of Internet technologies by both NSOs and citizens. These factors have facilitated the introduction of multimodal census data collection methods that better address preferred response modes of different population groups.
This paper reviews the collection methodology of recent Canadian Censuses and discusses some of the lessons learned. It presents an overview of the 2011 Census data collection methodology and briefly describes the major strategies being taken for its control and management.
Paper presented at the 57th Session of the International Statistical Institute (ISI), Durban (South Africa), August 2009.

Modelling Census Household Non-response

This paper by Nargis Rahman and Shayla Goldring (UK Office for National Statistics) summarises the results of research into the factors associated with census household nonresponse. The UK, as other countries, uses information on non-response to inform enumeration strategy decisions. Analysis of non-response provided evidence that households in dwellings occupied by more than one household (known as multiple occupancy) will have a relatively high probability of not being enumerated. In order to target different types of area with different enumeration strategies it will be necessary to find or create a suitable, up-to-date area classification, which is highly correlated with the factors associated with non-response. This classification can then be used in the decision making process for allocating different enumeration methods to different types of area.
Paper presented at the Satellite Meeting on Innovative Methodologies for Censuses in the New Millennium of the 56th Session of the ISI, Lisboa, 31 August - 2 September 2007.

Successful Innovations In National Censuses: The Case Of Colombia

This paper by Alvaro Pachón of the Columbian National Statistical Office (DANE) describes some innovations introduced in the Columbian Census 2005. In 2005, Colombia implemented a continuous census format which not only generated a better allocation of resources but which allowed to survey households on agriculture and business concerns as well. This paper will explain how this extended census format was conceived and developed in Colombia, and how it has proven to be more effective and efficient than the simultaneous census format. In addition to this conceptual innovation, this paper will address methodological and technological innovations that can help countries planning future national censuses implement best practices.
One of the key methodological innovations in the 2005 Colombian General Census wasthe selection of qualified staff to serve as paid interviewers in contrast to the previous census where interviewers had been high school students performing an unpaid civic duty. This paper will describe the selection and training process of the interviewers, and will establish the positive impact that it has generated in the local communities.
With regards to technological tools used during the General Census, Colombia was at the forefront of innovation. From CAPI (Computer Assisted Personal interviewing) to geo-coding and local data warehouses, Colombia demonstrated how powerful the integrated use of technology in national censuses can be. This paper will explore the advantages of using CAPI over PAPI (Paper and Pencil Interviewing), as well as the new possibilities for dynamic data searches.
Paper presented at the Satellite Meeting on Innovative Methodologies for Censuses in the New Millennium of the 56th Session of the ISI, Lisboa, 31 August - 2 September 2007.

Conference of European Statisticians Recommendations for the 2010 Censuses of Population and Housing

The main objectives of the CES Recommendations for the 2010 Round of Population and Housing Censuses are: ( i) to provide guidance and assistance to countries in the planning and conducting of their population and housing census; ( ii) to facilitate and improve the comparability of the data at regional level through the selection of a core set of census topics1 and the harmonization of definitions and classifications.<?xml:namespace prefix = o ns = "urn:schemas-microsoft-com:office:office" />

The first part of the publication (Part One) presents two chapters on census methodology and technology.
